Staff Members Present: Jeff Krebs, Sara Myers, Louie Marcuzzo CALL TO ORDER NIP Staff Coordinator Jeff Krebs called the meeting to order at 7:01 p.m. ROLL CALL APPROVAL OF MINUTES 1. January 26, 2017 Sharon Dwight made a motion to approve the minutes as amended. Mike Brassfield seconded the motion. The motion was approved by the thirteen neighborhoods present. PUBLIC COMMENTS Mr. Krebs opened to public comment. Joy Welch, Char Carter, Charles Carter, Wendy Grover, Gabriella Clifton, and Maricos Garden spoke in favor of keeping the Via Paraiso tennis courts as tennis courts and not adding pickleball striping. Seeing no further comments, Mr. Krebs closed public comment. INFORMATIONAL REPORTS & STAFF COMMENTS NIP INFORMATIONAL REPORTS 2. NIP Spokesperson Reports Ms. Dwight stated that she went to the Parks and Recreation Commission meeting and advised that they are celebrating the Monterey Sports Center’s 25th anniversary on June 1st. She also advised that the Ferrante Park BBQ and Fence Repair project is happening,  Neighborhood Improvement Program Committee Minutes Thursday, February 23, 2017 the whale structure will be installed in a week, the Dennis the Menace Walkway is under construction, the Plaza lighting is underway, and the Lower Presidio sign is completed. They stated that they will advise on the 3 proposed projects that PRC is supporting as the projects are reviewed. PUBLIC APPEARANCE 3. Recommend City Council Approve Appropriation and Transfer of Supplemental Funds for the Soledad Drive Drainage Improvements Mr. Krebs presented the project. He explained that the estimate was done with asphalt, but it is now recommended to extend the concrete curb ramp. Ms. Dwight confirmed that the 10% contingency has not been included in the amount and therefore recommends an additional $38,100. Sharon Dwight made a motion to recommend City Council approve a supplemental appropriation and transfer of $38,100 from NIP Contingency for the Soledad Drive Drainage Improvements Project. Rick Heuer seconded the motion. The motion was approved by the thirteen neighborhoods present. 4. Recommend City Council Approve Appropriation and Transfer of Supplemental Funds for the Taylor, Hoffman, Archer Walkway Repair Project Mr. Krebs presented the project and the previous additional funding requests. He advised that if this project is going to move forward, the walkway will go through the driveway conforms and it will have a big pricetag. Ms. Dwight advised that the neighborhood wants this project, but the initial cost was $16,000 and this is too much. Mr. Heuer confirmed that the total project is $166,000 + $169,000. Mr. Krebs confirmed that $166,000 was spent for the other three locations and $169,000 is required for Taylor. Ms. Fields stated that there is precedence for putting the project back in as an additional project. Ms. Harrison agreed this is now double the amount of the original project and would prefer to approach it as a new project. Rick Heuer made a motion to deny the request for additional funding. Jayme Fields seconded the motion. The motion was approved by the thirteen neighborhoods present. 5. Project Screening Mr. Krebs explained that the proposal packet lists all projects as they were submitted. No edits have been made. The purpose of this screening is to review whether or not each submittal qualifies as a project. AM-1 Repave and Implement Proper Drainage on Iris Canyon Road Removed – Currently funded project. DMG-2 Laguna Grande Park Volleyball Court Resurfacing Project – Ms. Dwight asked how long the turf has been there and Mr. Krebs confirmed it has been over 10 years. DMG-3 LG Park Project – Mr. Krebs confirmed he will verify the scope. Mr. Brassfield suggested asking for regional parks funds. DMG-4 Signage to Protect Wildlife Removed – Maintenance. Discuss Proposed Policies and Procedures Manual Revisions from Policies and Procedures Subcommittee and Make Recommendations to City Council Mr. Krebs presented the history of the proposed changes to the Manual. Mr. Heuer confirmed that the document going to Council has never been approved by the NIP Committee. Sharon Dwight made a motion that the Manual changes be tabled and continued until June/July. Rick Heuer seconded the motion. The motion was approved by the thirteen neighborhoods present. COMMITTEE MEMBER COMMENTS Dave Overton stated that he was disappointed with the DF-1 project. He has met with Richard Llantero multiple times and the execution of the project is not the original scope. Mr. Krebs stated he will close the loop with Mr. Llantero and discuss further. April Harrison stated that she would like to meet with Mr. Marcuzzo to discuss trees. She thanked the City for repairing potholes so quickly. Sharon Dwight expressed disappointment that NIP members were not invited to the opening of the Lower Presidio sign and asked to be included in future celebrations. Dennis Duke commended the City for their tree work during the storms. Pat Venza confirmed that NIP representatives would be working with proponents to narrow/revise project scopes, not Mr. Krebs. Mr. Krebs stated he is working with the Traffic Division and they will work on the traffic related projects. He also confirmed he will take control of the projects with the Regional Park District and the school district. Olivia Morgan and Tom Rowley thanked staff for putting together the book of projects. Mike Brassfield also thanked staff for the book of projects. He expressed disappointment with the work on the CONA CERT shed roof. Mr. Krebs stated he will close the loop with Richard. Lee Whitney informed the committee that Merril Gardens is opening in the spring and asked if their neighborhood population can be adjusted. Ms. Dwight confirmed that it can be, it just needs to be approved by NIP. Harry Mucha, Rick Heuer, Merrily Alley, and Jayme Fields had no comment.
