MINUTES ARCHITECTURAL REVIEW COMMITTEE AFTERNOON SESSION ONLY Wednesday, April 4, 2018 4:00 PM – 7:00 PM 580 PACIFIC STREET, COUNCIL CHAMBERS MONTEREY, CALIFORNIA Members Present: Freeman, Rath, Rogers, Gorman, Members Absent: Silva, Williamson Staff Members Present: Housing and Community Development Manager Caraker, Associate Planner Schmidt, Recording Secretary Salameh CALL TO ORDER Chair Freeman called the meeting to order at 4:03 p.m. CONSENT ITEMS Approval of Minutes 1. March 21, 2018 Action: Approved as amended. On a motion by Committee Member Gorman, seconded by Vice Chair Rath, and carried by the following vote, the Architectural Review Committee approved the minutes of March 21, 2018 as amended. PUBLIC APPEARANCE 2. Approve 930 Casanova Avenue; Sign Permit Application SI-18-0053 for Internally Illuminated Freestanding Signage; Applicant Rick Freeman; Owner Casanova Grove LLC; R-3-20 Zoning District; Exempt from CEQA Requirements per Section 15301, Class 1 (This item will be re-noticed for the April 18, 2018 ARC meeting.) Architectural Review Committee Minutes Wednesday, April 4, 2018 Housing and Community Development Manager Caraker noted that this item will be re-noticed for the April 18, 2018 Architectural Review Committee meeting. 3. Approve 242 Cannery Row; Sign Permit Application SI-18-0060 for New Halo-lit Wall Signage; Applicant/Owner Cannery Row Company; VAF Zoning District; Exempt from CEQA Requirements per Section 15301, Class 1 Action: Adopted a resolution approving signs 1 and 2 of sign permit application SI-18-0060 for new halo-lit wall signage at 242 Cannery Row, contingent upon submittal of lighting specifications and with the condition of approval that sign 2 is lowered appropriately so lettering does not crowd the adjacent window and is balanced and symmetric with neighboring windows. Staff Presentation/Committee Member Questions Associate Planner Schmidt presented the Agenda Report and took Committee Members’ questions. Vice Chair Rath asked the purpose of sign 3. Mr. Schmidt said that the purpose of sign 3 would be to identify the building and that because of the public pathway along the exterior of the building, that sign would be consistent with sign guidelines. Committee Member Gorman asked about the potential to compress the graphics of sign 2 to be less than 50 square feet and consistent with Citywide Sign Guidelines. Mr. Schmidt said that he did not recommend compressing the sign, but that would not place it under 50 square feet, regardless. Chair Freeman noted that the renderings of sign 2 did not appear to be appropriately- placed and asked if they had been supplied by the applicant. Mr. Schmidt said yes, that the applicant had supplied the renderings. Applicant Not present. Public Comments None. Committee Member Comments Vice Chair Rath said that while she was in support of signs 1 and 2, she felt that sign 3 was unnecessary. She noted that no signs faced the bay and that she worried approval of sign 3 may set a precedent for future bay-facing sign proliferation. She said that sign 3 may contribute to light pollution, and that limited lighting in that area would be more appropriate. Chair Freeman said that it would be more suitable for a major and a minor sign to appear on a single side of the building, rather than two major signs. She suggested that sign 2 and sign 3 could be minor signs and sign 1 could be a larger sign. Mr. Schmidt noted that as far as setting precedent for other properties, this specific 2 Architectural Review Committee Minutes Wednesday, April 4, 2018 location was unique in that it had a coastal access walkway. He added that a coastal access walkway allowed a secondary sign, but said that he understood the concern expressed by Committee Members regarding sign proliferation. Committee Member Gorman said that he would be inclined to support signs 1 and 2, but not sign 3 due to concerns of sign proliferation. He added that sign 3 could be potentially redesigned and submitted at a later point. Chair Freeman agreed with Committee Member Gorman about the potential redesign of sign 3 and added that the letters and dolphin in sign 2 should be placed differently, with the dolphin opposite the second window. Committee Member Rogers noted that sign 2 appeared to be placed too high on the building and that pedestrians and drivers may not notice it and Chair Freeman agreed, noting that lowering the sign would allow it to serve its purpose. Mr. Schmidt said that lowering the sign may affect its visibility, as an adjacent wall could potentially block it. On a motion by Vice Chair Rath, seconded by Committee Member Gorman, and carried by the following vote, the Architectural Review Committee adopted a resolution approving signs 1 and 2 of sign permit application SI-18-0060 for new halo-lit wall signage at 242 Cannery Row, contingent upon submittal of lighting specifications and with the condition of approval that sign 2 is lowered appropriately so lettering does not crowd the adjacent window and is balanced and symmetric with neighboring windows. Ms. Caraker said that work on the project depended on their timeline and that she could find and provide an update. Chair Freeman asked about the Cannery Row Plaza project. Ms. Caraker said that the applicant was working on a schedule and other details and that it would most likely appear before the ARC in the next year or two. 3 Architectural Review Committee Minutes Wednesday, April 4, 2018 INFORMATIONAL REPORTS & STAFF COMMENTS Ms. Caraker noted that 930 Casanova Avenue would be heard at the next ARC meeting on April 18, 2018 and that a summary of administrative approvals on large projects would be presented to the ARC in the upcoming months. Members of the public have the right to address the Committee on any Agenda items. The Chair will formally open the floor for public comment.
