Chair Rath called the meeting to order at 4:00 p.m.

Action: Approved as submitted.
On a motion by Committee Member Silva, seconded by Committee Member Carter, and
carried by the following vote, the Architectural Review Committee approved the March 6,
2019 minutes as submitted:

Staff Presentation/Committee Member Questions
Associate Planner Roveri presented the Agenda Report and took Committee Members’
questions.
Committee Member Silva asked questions about the calculation process for the Mountain
Mikes signage area, adding that he felt the applicant was being penalized by City sign
area measurement standards. He also asked about the final illuminated color
temperature and brightness.
Ms. Roveri explained how sign area was calculated according to City guidelines. She
explained that the sign would measure 3500 Kelvin once installed.
Committee Member Carter stressed the need for clarification on sign area
measurements.
Chair Rath asked for clarification on the condition of approval stating that internal
illumination should be minimal.
Ms. Roveri explained that the applicant should submit a section drawing to staff that
would illustrate the final brightness of the sign.
Chair Rath asked how the Mountain Mikes sign compared with other signs in the parking
lot area.
Ms. Roveri deferred to the applicant.
Applicant
Phil Vanderkraats, owner of Signs by Van, explained that illuminated signs were new to
him and that a third party was in the process of designing the internally illuminated
Mountain Mikes sign. He said that they were willing to ensure the finished sign did not
exceed 3500 Kelvin, offering to install a dimmer if necessary.
Chair Rath asked Mr. Vanderkraats how the height of the Mountain Mikes sign would
compare with other signs facing the parking lot. Mr. Vanderkraats replied that the newly
proposed Mountain Mikes sign would be a bit taller, as it was the main tenant in the
complex.
Committee Member Silva asked Mr. Vanderkraats if he took exception to the conditions
given by the City and Mr. Vanderkraats said no, that the conditions were acceptable to
him.
Committee Member Bluth pointed out a possible condition in units of light measurement,
as Kelvin measured color temperature and lumens measured color brightness. He noted
that 6500 lumens—the maximum listed in the staff report—would appear quite bright.
Mr. Vanderkraats concurred, adding that he would ensure the sign be made as dim as
possible.

Committee Member Comments
Chair Rath asked if there was a limit to lumens for internally illuminated signage.
Ms. Roveri explained that lumens were limited to 10 per linear foot of building frontage.
Committee Member Silva said that he would support the application as conditioned, but
asked that staff reconsider the methodology of sign area measurement. He also
commended the staff report.
Committee Member Bluth reiterated concerns regarding the overall brightness of the
sign.
Ms. Roveri said that Citywide Sign Guidelines had been supplied to the applicant and
that whatever the frontage, the sign could not exceed 10 lumens per linear foot of it.
Committee Member Carter concurred with Committee Member Silva on sign area
measurement requirements, but said that she supported the application.
Chair Rath said that she agreed with the staff report and would like the applicant to
submit a section drawing for review to ensure that the sign did not exceed conditioned
brightness.
On a motion by Committee Member Silva, seconded by Committee Member Bluth, and
carried by the following vote, the Architectural Review Committee approved Permit
Amendment Application PA-19-0041 to amend Sign Permit Application SI-17-0145 to
include an internally illuminated wall sign and approve three signs at 724 Abrego Street
and 731 Munras Avenue with staff-recommended conditions of approval and special
condition of approval that the sign shall comply with City guidelines on lumens.

PUBLIC COMMENTS. At this time, the public may speak for a maximum of three minutes on any
subject which is within the jurisdiction of the Monterey Architectural Review Committee and which
is not on the agenda. Any person or group desiring to bring an item to the attention of the
Committee may do so during Public Comments or by addressing a letter of explanation to the
Committee, City Hall, Monterey, CA 93940. Public Comments are taken during the afternoon
session and continued at the evening session. Individuals may choose to speak once for up to
three minutes at either session, but not both.

public discussion, but that do not require formal noticing as public hearings. You are welcome to

ADJOURNMENT
ADJOURNMENT — The general policy of the Architectural Review Committee is that the Afternoon
Session will end no later than 5:30 p.m. and the Evening Session will end no later than 11:00 p.m. Any
public agenda items that have not been completed within the designated adjournment time may be
formally extended by the Committee, or continued to the next regularly scheduled Architectural Review
Committee Meeting, or continued to a Special Meeting.
Agenda packets may be reviewed by the public in the Monterey Public Library, in the Planning Office,
or on the web at http://www.monterey.org beginning late Friday afternoon prior to the date of the
meeting.
Members of the public have the right to address the Committee on any Agenda items. The Chair will
formally open the floor for public comment. However, if you wish to speak to items during "Consent
Agenda" or "Staff Informational Report," please advise the staff or the Chair prior to the action on that
item and you will be recognized. Notification as much in advance as possible is appreciated.
Information distributed to the Committee at the meeting becomes part of the public record. A copy of
written material, pictures, etc. should be provided to the Secretary for this purpose.
Architectural Review Committee decisions may be appealed within ten (10) days from the date of the
decision on forms available in the Planning Division during business hours. When the tenth day falls
on a weekend or a holiday, the appeal deadline date is the next working day following the holiday or
