INSTALLATION OF CALENDAR YEAR 2019 NEIGHBORHOOD IMPROVEMENT PROGRAM (NIP) COMMITTEE 1. Oath of Office (Not a project under CEQA Article 20, Section 15378 and under General Rule Neighborhood Improvement Program Committee Minutes Thursday, March 28, 2019 Article 5, Section 15061) Action: Performed swearing in PRESENTATIONS 2. Presentation/Training on the Brown Act, Conflicts of Interest, Public Records Act, and Workplace Harassment and Bullying Prevention (Oral Presentation) (Not a project under CEQA Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: City Attorney Christine Davi, Assistant City Attorney Karin Salameh and Deputy City Attorney Ryan Donlon conducted presentation/training on Brown Act, conflicts of interest and Public Records Act. Action: HR Analyst Cheryl Kouretas conducted presentation/training on workplace harassment and bullying prevention. APPROVAL OF MINUTES 3. February 20, 2019 (Not a project under CEQA Article 20, Section 15378 and under General Rule Article 5, Section 15061) Rick Heuer introduced a motion to approve the minutes as amended. The motion was seconded by Harlan Jencks. The motion carried by the following vote: AYES: 13 COMMITTEE MEMBERS: Heuer, Ruccello, Overton, Fields, Alley, Tipton, Whitney, Rasch, Dwight, Jencks, Harrison, Duke, Peterson NOES: 0 COMMITTEE MEMBERS: ABSENT: 0 COMMITTEE MEMBERS: ABSTAIN: 0 COMMITTEE MEMBERS: RECUSED: 0 COMMITTEE MEMBERS: PUBLIC COMMENTS Mr. Krebs opened public comments for items not on the agenda. Seeing none, Mr. Krebs closed public comments. INFORMATIONAL REPORTS & STAFF COMMENTS 4. Van Tour Projects Due to Jeff Krebs, Engineering Office (Not a project under CEQA Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Requested Committee select project sites to visit during van tour. NIP Spokesperson Reports (Oral Report) (Not a project under CEQA Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Reported on Parks and Recreation Commission March 13 special meeting PUBLIC APPEARANCE 7. NIP Committee Project Review: Aguajito Oaks – Monterey Vista (Fisherman Flats moved to April 4, 2019 review) (Not a project under CEQA Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Presented slideshow and videos of projects; Discussed Robert Yoha spoke in support of COK-1. Robert Yoha spoke in support and presented signatures of support for COK-3. Louis Perez spoke in support of DF-2. Patrick Jones spoke in support of DMG-3. Ryan Cronin spoke in support of DMG-3. Seven members of the audience raised their hands in support of DMG-3. Jay Zwaggerman spoke in support of MV-2. Sharon Dwight introduced a motion to continue the remaining items (MV-1, MV-3, MV-4, MV-5, MV-7, MV-8, MV-9, MV-11, MV-12) during the next scheduled NIP meeting. The motion was seconded by Dennis Duke. April Harrison had no comment. Sharon Dwight commented on the NIP orientation meeting and thanked staff for their work. Jean Rasch had no comment. Richard Ruccello had no comment. Rick Heuer commented on projects with curb ramps and their relation to Measure S. Jayme Fields had no comment. In addition, a Committee member may provide a referral to staff or other resources for factual information, request staff to report back to the body at a subsequent meeting concerning any NIP matter, or direct staff to place a request to agendize a matter of business on a future agenda.
