Mr. Krebs called the meeting to order at 7:00 p.m.

Ms. Huerta called the roll with thirteen (13) neighborhoods represented and Aguajito Oaks and
Fisherman Flats absent.

2. Presentation/Training on the Brown Act, Conflicts of Interest, Public Records Act, and Workplace
Harassment and Bullying Prevention (Oral Presentation) (Not a project under CEQA Article 20,
Section 15378 and under General Rule Article 5, Section 15061)
Action: City Attorney Christine Davi, Assistant City Attorney Karin Salameh and Deputy
City Attorney Ryan Donlon conducted presentation/training on Brown Act, conflicts of
interest and Public Records Act.
Action: HR Analyst Cheryl Kouretas conducted presentation/training on workplace
harassment and bullying prevention.

Rick Heuer introduced a motion to approve the minutes as amended. The motion was
seconded by Harlan Jencks.

7. NIP Committee Project Review: Aguajito Oaks – Monterey Vista (Fisherman Flats moved

Action: Presented slideshow and videos of projects; Discussed
Robert Yoha spoke in support of COK-1.
Robert Yoha spoke in support and presented signatures of support for COK-3.
Louis Perez spoke in support of DF-2.
Patrick Jones spoke in support of DMG-3.
Ryan Cronin spoke in support of DMG-3.
Seven members of the audience raised their hands in support of DMG-3.
Jay Zwaggerman spoke in support of MV-2.
Sharon Dwight introduced a motion to continue the remaining items (MV-1, MV-3,
MV-4, MV-5, MV-7, MV-8, MV-9, MV-11, MV-12) during the next scheduled NIP
meeting. The motion was seconded by Dennis Duke.

to each speaker.

COMMITTEE MEMBER COMMENTS
COMMITTEE MEMBERS may ask a question for clarification, make a brief announcement or
make a brief report on his or her activities. In addition, a Committee member may provide a
referral to staff or other resources for factual information, request staff to report back to the body
at a subsequent meeting concerning any NIP matter, or direct staff to place a request to agendize
