Staff Presentation/Committee Member Questions Senior Associate Planner Fernanda Roveri presented the Agenda Report and took Committee Members’ questions. Committee Member Bluth asked why, when the original equipment was installed, it was undergrounded, to which Ms. Roveri replied that she was unsure and deferred to Mechanical Engineer Andreas Baer. Committee Member Tregenza asked what, in particular, the ARC was to consider for this project. Ms. Roveri replied that the ARC would need to consider approving all components of the application, including equipment, fencing and landscaping. Committee Member Tregenza expressed concern that the equipment would remain above- ground and asked for a cost estimate on undergrounding the equipment, with the goal to preserve the coastal views from El Estero Park. Mr. Baer said that the cost difference in undergrounding the equipment was significant and could easily increase the project budget by one million dollars. Ms. Caraker added that the Director of Public Works had noted that keeping the equipment above-ground would allow for safe access as well. She said that the currently-proposed project had been carefully considered prior to submittal. Chair Rath asked if any concerns surrounded underground installation and Mr. Baer replied that additional environmental studies involving the undergrounding of equipment had not been performed. Vice Chair Carter asked if a sense of urgency existed for completing the project before winter of 2019 and Mr. Baer explained that the project would be constructed in spring of 2020 to be ready for winter of 2020. Public Comments None. Committee Member Comments Committee Member Bluth expressed concern regarding the City’s endeavors to preserve coastal views and said he felt the item should be tabled in order to gather more information on the factors that would pertain to undergrounding the equipment. He made a motion to table the item with the request for budget estimates for undergrounding the equipment in comparison with the budget of the proposed project. Committee Member Tregenza seconded the motion. Chair Rath amended the motion to include consideration of environmental impacts, however it died for lack of support. Vice Chair Carter cautioned that the ARC should be careful and responsible when considering allocation of City funds. Staff Presentation/Committee Member Questions Senior Associate Planner Roveri presented the Agenda Report and took Committee Members’ questions. Committee Members asked questions regarding the proposed lighting for Tenant A, Starbucks, lumens requirements, and permit amendment requirements. Applicant Shawn Adams, with John Mata, thanked the ARC for reviewing the project and gave a brief overview of project details. He explained the need for internally-illuminated lettering and increased sign area to appropriately advertise the Tenant B’s services as an urgent care center. He answered Committee Members’ questions regarding Tenant B’s hours of operation, and the various types of sign illumination. Public Comments None. Committee Member Comments Chair Rath said that she would support the project with the staff-recommended conditions of approval. Committee Member Conner expressed appreciation for the thoughtfulness in work done on the project. On a motion by Committee Member Bluth, seconded by Vice Chair Carter, and carried by the following vote, the Architectural Review Committee Approved 2020 Del Monte Avenue; Application PA-19-0313 to amend Sign Permit SI-17-0542 to change three Tenant B signs from halo-lit to internally-illuminated and to increase the maximum allowed sign square footage as submitted with staff-recommended conditions of approval. COMMITTEE MEMBER COMMENTS Committee Member Bluth asked about upcoming training on what triggers ARC review and Ms. Caraker said that it would occur in the near future. Committee Member Tregenza asked what qualified a sign as exceptionally designed, as defined by the Citywide Sign Guidelines and Ms. Roveri explained design qualifications. Committee Member Hunter asked about maximum lumens per square foot and Ms. Roveri clarified that there is a maximum of 10 lumens per liner foot of building frontage. Vice Chair Carter requested training on sign guidelines and Committee Member Tregenza asked where the sign guidelines were listed. Ms. Caraker replied that they were listed on the City’s webpage and that a link could be emailed to ARC members. INFORMATIONAL REPORTS & STAFF COMMENTS 6. Planning Office Update  Update received. Agenda packets may be reviewed by the public in the Monterey Public Library, in the Planning Office, or on the web at http://www.monterey.org beginning late Friday afternoon prior to the date of the meeting. Members of the public have the right to address the Committee on any Agenda items. The Chair will formally open the floor for public comment. However, if you wish to speak to items during "Consent Agenda" or "Staff Informational Report," please advise the staff or the Chair prior to the action on that item and you will be recognized.
