On a motion by Vice Chair Carter, seconded by Committee Member Conner, and carried by the following vote, the Architectural Review Committee approved the June 5, 2019 minutes as submitted. DocuSign Envelope ID: B5DEAFCC-BC02-4001-83D8-446D62FAA7FB Architectural Review Committee Minutes Wednesday, June 19, 2019 Staff Presentation/Committee Member Questions Associate Planner Sabdo presented the Agenda Report and took Committee Members’ questions. Committee Members asked questions regarding exterior lighting requirements, privacy and views from a proposed second floor window, and the proposed roofline, to which Ms. Sabdo responded. Applicant Adam Jeselnick gave a brief overview of the project and the homeowners’ desire to add on to the home so they could thrive at their residence. He said that they had lived there for several years and hoped to continue to improve their home and grow in the space. He noted that the Wilsons would prefer to maintain clear windows on the second floor rather than glazing them. He also addressed setbacks and mitigation measures taken for the second story addition. Betsy Wilson spoke about the improvements she and her husband had undertaken at the subject site and said that this addition would allow her husband to maintain his job at home and allow their children ample room to play and garden in the backyard. Committee Member Conner asked Ms. Wilson if extending the home along the first floor had ever been considered and Ms. Wilson replied that it had not, due to the steep slopes in the backyard. Public Comments Robert Ashmore, neighbor to the east, raised concerns regarding the setback listed in the staff report and said that he felt he would lose privacy, sunlight, and views due to the proposed addition. He said that he felt the second story would loom over his patio area and that he would be unable to see trees from his kitchen. He said that he took no issue with an addition to the home, but asked that the applicant consider a single story addition in order to preserve views and privacy. Ms. Sabdo clarified that the setback listed on the plan set was an error and confirmed that the correct setback met design guidelines. She also answered questions regarding the rear yard slope and alternative addition locations. Chair Rath asked Ms. Wilson if she had considered a single story addition and Ms. Wilson said that she felt it would be infeasible, as her family valued the quality of life their current yard provided. Kent Knoll spoke in support of the project, noting that he had extensive experience designing and building on the Monterey Peninsula and that the ARC should recognize property owners’ right to build. He added that this particular project met all design criteria and was a modest addition. Committee Member Comments Committee Member Tregenza said that he empathized with Mr. Ashmore and his concerns regarding view loss, but that he agreed with staff and Mr. Knoll that the applicant was well within their rights to this addition. Committee Member Bluth agreed with Committee Member Tregenza and said that while he appreciated the issues raised by Mr. Ashmore, he felt it was appropriate for the family to add on to their home in order to improve upon their lifestyle, as the proposed project was within guidelines. 2 DocuSign Envelope ID: B5DEAFCC-BC02-4001-83D8-446D62FAA7FB Architectural Review Committee Minutes Wednesday, June 19, 2019 Vice Chair Carter and Committee Member Conner agreed with previous comments by Committee Members Bluth and Tregenza. Chair Rath agreed with fellow Committee Members and said that the project met design guidelines and that the project was an overall good design. On a motion by Committee Member Carter, seconded by Committee Member Bluth, and carried by the following vote, the Architectural Review Committee approved 222 Via Del Rey; Architectural Review Permit ARP-19-0230 for demolition of a kitchen-dinette and construction of a first and second-story addition to an existing single family dwelling with staff-recommended conditions of approval. Approve 1 Ave Maria Road; Architectural Review Permit ARP-19-0284 for Demolition of the Existing Garage and Covered Deck and Construction of a First and Second Addition to an Existing Single Family Dwelling; Applicant Kent Knoll; Owner Daniela Bryan; R-1-15 Zoning District; Low Density Residential General Plan Designation; Exempt from CEQA per Article 19, Section 15301, Class 1 Action: Approved 1 Ave Maria Road; Architectural Review Permit ARP-19-0284 for demolition of the existing garage and covered deck and construction of a first and second addition to an existing single family dwelling with staff recommended conditions of approval and an additional condition that a tree removal permit should be obtained for onsite oak trees, should they require removal. Staff Presentation/Committee Member Questions Associate Planner Sabdo presented the Agenda Report and took Committee Members’ questions. Committee Member Hunter asked if trees viewed during the ARC field trip would require removal permits and Ms. Sabdo clarified that the ARC would need to include a condition in their motion for a tree removal permit. Applicant Kent Knoll addressed the trees onsite and said that if a removal permit was required, he would be delighted to oblige. He spoke about the property owner’s dedication to preserving the giant redwood that grew near the proposed addition. He also addressed the design of the addition and how it would complement and improve the existing structure. Public Comments None. Committee Member Hunter complimented the homeowner’s efforts in maintaining the look and feel of the neighborhood, as well as their dedication to maintaining the onsite trees. Committee Member Conner agreed with committee Member Hunter. Chair Rath said that the design was incredible, especially in dealing with the rear slope of the property. On a motion by Committee Member Rath, seconded by Committee Member Hunter, and carried by the following vote, the Architectural Review Committee approved the application as submitted with staff recommended conditions of approval and an additional condition that a tree removal permit should be obtained for onsite oak trees, should they require removal. INFORMATIONAL REPORTS & STAFF COMMENTS Ms. Flower said that Ms. Sabdo would be working on a future presentation for the ARC on why certain projects require ARC review. Members of the public have the right to address the Committee on any Agenda items. The Chair will formally open the floor for public comment.
