Staff Presentation/Committee Member Questions. Senior Associate Planner Roveri presented the Agenda Report and took Committee Members’ questions. Applicant Kieran Martin, architect, said that this project would tie into the existing campus, but would also provide contrast in a softer approach with application of materials, as well as an easier means of circulation and wayfinding. Vice Chair Carter asked about water allocation for the project. Anthony Lombardo explained how water rights for the project had been transferred from another parcel that was also within the Seaside groundwater basin. Public Comments Nina Beety said she thought that the ARC would be making a determination on tree removal for the subject site and expressed concerns that Monterey did not seem to be focused on tree preservation. She said that this was a missed opportunity to place the project on already- blighted land and preserve the existing maritime chaparral habitat. She expressed anguish at the approved tree removals onsite, citing concern and empathy for the trees’ wellbeing, and said that she would not support Montage Health’s projects. Chair Rath said that she understood Ms. Beety’s concerns and asked how the tree removals had been approved. Ms. Roveri explained that tree removals may be approved by staff if they are submitted with a concurrent development plan, which is what happened in this case. She explained that the original planned unit development (PUD) set the location of the buildings in 2002 when City Council approved it. She further noted that the PUD had gone through an environmental review process which included mitigation measure for tree removals. She added that the City Forester would work with the applicants on appropriate tree removal measures. Committee Member Comments Committee Member Tregenza said that notwithstanding tree removals, he felt the design was well thought-out and while slightly different than other buildings onsite, it provided a cohesive feel to the campus. Committee Member Bluth commended the design and said that it was remarkable to see such a medical infrastructure develop in Monterey. Chair Rath concurred with Committee Members Tregenza and Bluth. Deny 439 Alvarado Street; Sign Permit Application SI-19-0376 for One Wall Sign; Applicant, Chris DAnza; Owner, A.G. Davi; Agent for Owner, Teresa White; PC-D Zoning District; Exempt from CEQA Article 19, Section 15301, Class 1 Action: Approved Sign Permit Application SI-19-0376 for One Wall Sign at 439 Alvarado Street. Staff Presentation/Committee Member Questions. Associate Planner Sabdo presented the Agenda Report and took Committee Members’ questions. She explained that the original staff recommendation was to deny the sign permit, but that she now recommend approval. Committee Member Tregenza asked why the staff recommendation had been changed and Ms. Sabdo explained that during further analysis, the proposed sign proved to be more consistent with sign guidelines than the existing sign. She added that the business needed a way to identify itself from the rear parking area, as well. Applicant Mike Drury, representing Mechanics Bank, said that to lose the sign would be a hardship for the business, as they were simply changing names and not going away. He said that the goal was for the sign to be unobtrusive and to serve as a means of identifying the business. He noted that the sign would not be internally illuminated, but that it would be lit by gooseneck lighting. Public Comments Sandy Freeman said that she was surprised to see the original recommendation to deny the application, as she had an interest in the betterment of downtown Monterey, but she was glad to hear that the staff determination had changed to recommending approval. She said that for the first time in 15 years, all sidewalk-facing retail along Alvarado Street was occupied and that the downtown area was in resurgence. She noted that without signage, the wall would be a large, blank expanse. Committee Member Comments Committee Member Tregenza said that he was glad to see that the staff recommended approval, as a large, blank wall was an eyesore. He said that the signage would also be helpful in wayfinding downtown. Vice Chair Carter said that she agreed with Ms. Freeman on Alvarado Street’s resurgence and that she supported the sign. Committee Member Hunter concurred with previous ARC members’ comments, noting that the sign would be helpful in navigating the businesses downtown.
