CALL TO ORDER
Mr. Krebs called the meeting to order at 7:00 p.m.
ROLL CALL
Ms. Leinen called the roll with thirteen (13) neighborhoods represented and Alta Mesa and Del
Monte Beach absent.
APPROVAL OF MINUTES
1. October 24, 2019 (Not a Project Under CEQA per Article 20, Section 15378 and Under General
Rule Article 5, Section 15061)
Action: Approved the minutes of October 24, 2019 as amended.

Mr. Krebs discussed the minutes being amended to reflect that a future meeting regarding
scheduling is needed.
Marilyn Maxner requested that the date referenced in the motion of item 8, page 4 be corrected
from April 18, 2019 to July 2, 2019.
Richard Ruccello introduced a motion to approve the October 24, 2019 minutes as
amended. The motion was seconded by Harlan Jencks.
The motion carried by the following vote:

PUBLIC COMMENTS
Paul O’Leary expressed concerns regarding pickleball at Via Paraiso Park.
Steven Cry introduced himself as the newly elected Del Monte Grove-Laguna Grande
neighborhood president.
Hans Jannasch expressed concern with the potential of the Veterans’ Park position being
contracted out and the park being managed by an entity other than the City.
INFORMATIONAL REPORTS & STAFF COMMENTS
Mayor Clyde Roberson spoke regarding misinformation in the community about privatization of
Veterans’ park, the potential of Commission/Committee appointments being increased to four
year terms, and the fiscal emergency recently declared by the City Council.
NIP INFORMATIONAL REPORTS
2. NIP Spokesperson Reports
Richard Ruccello gave a report on the proposed sales tax due to the fiscal emergency and
recommended support of the tax.

3. Approve Close Out List of Completed Projects and Recommend Council De-appropriate
$275,169.91 of Neighborhood and Community Improvement Program Funds from Completed
Projects to the NCIP Ending Balance Account (Not a project under CEQA Article 20, Section
15378 and under General Rule Article 5, Section 15061)

Action: Approved the close out list of completed projects and recommended Council de-
appropriate $275,169.91 of Neighborhood and Community Improvement Program Funds
from completed projects to the NCIP Ending Balance Account.
Mr. Krebs and the Committee discussed the close out list of completed projects and staff’s
recommendation. Public comment was opened and seeing no comments, public comment was
closed.
Sharon Dwight introduced a motion to approve the close out list of completed projects
and recommend Council de-appropriate $275,169.91 of Neighborhood and Community
Improvement Program Funds from completed projects to the NCIP Ending Balance
Account. The motion was seconded by Richard Ruccello.
The motion carried by the following vote:

Marilyn Maxner had no comment.
Duane Peterson had no comment.
Dave Overton had no comment.
Dennis Duke asked if it is assumed that City Council will approve the cutoff projects and Mr.
Krebs said the Villa Del Monte highway screening project is the only one highlighted for high
maintenance costs due to the watering of trees.
Lee Whitney congratulated the City on its upcoming increase in Engineering Staff and wished
everyone a happy holidays.
Hans Jannasch had no comment.
Harlan Jencks thanked staff for their work and said it is wonderful to have a brief meeting.
Richard Ruccello said there is research out of Berkeley showing that millions of trees have died
and that he would like to get started on the tree study as soon as possible.
April Harrison said she looks forward to the completion of a neighborhood park in 2020.
Curt Tipton had no comment.

Sharon Dwight thanked Mr. Krebs for reviewing the significant list of pending projects and said
he is doing an amazing job.
Merrily Alley said this will be her last meeting as she will not be returning to the NCIP next year.

PUBLIC COMMENTS. At this time, the public may speak for a maximum of one to three
minutes on any subject which is within the jurisdiction of the Monterey Neighborhood and
Community Improvement Program Committee and which is not on the agenda. Any
person or group desiring to bring an item to the attention of the Neighborhood and
Community Improvement Program Committee may do so during Public Comments or by
addressing a letter of explanation to: NCIP Coordinator, Public Works, Engineering
Division, City Hall, Monterey CA 93940.
INFORMATIONAL REPORTS & STAFF COMMENTS
INFORMATIONAL REPORTS & STAFF COMMENTS supply the Committee with written
or oral information that they may wish to take action by placing the item on a future
agenda.
NCIP INFORMATIONAL REPORTS
NCIP INFORMATIONAL REPORTS allow NCIP Committee members to supply
information on past projects, activities, or announcements to the Committee and to
request clarification or direction regarding the item.
2. NCIP Spokesperson Reports
PUBLIC APPEARANCE
PUBLIC APPEARANCE items are reports on action or informational issues that might
stimulate public discussion, but that do not require formal noticing. You are welcome to
offer your comments after being recognized by the NCIP Staff Coordinator. The
Coordinator may limit the time allocated to each speaker.
