CONSENT ITEMS Approval of Minutes 2. October 7, 2020 Action: Approved as submitted. On a motion by Committee Member Hunter, seconded by Committee Member Conner, and carried by the following vote, the Architectural Review Committee approved the October 7, 2020 minutes as submitted: AYES: 4 MEMBERS: Carter, Bluth, Conner, Hunter NOES: 0 MEMBERS: None ABSENT: 1 MEMBERS: Pauly ABSTAIN: 2 MEMBERS: Schmidt, Tregenza RECUSED: 0 MEMBERS: None PUBLIC COMMENTS None. Staff Presentation/Committee Member Questions Associate Planner Sabdo presented the Agenda Report and answered Committee Members’ questions. DocuSign Envelope ID: 9C0DC9D8-68E3-4BFB-93EC-4532F8745B7E Architectural Review Committee Minutes Wednesday, October 21, 2020 Applicant Frank Dost, the applicant and architect, stated he was available to answer any questions from the Committee. Public Comments Steffeny Tremain, the neighbor at 43 Cielo Vista addressed the Committee. Tremain stated her concern is the view impacts since the view is reason they purchased the home. Tremain noted the view from her living room would be seriously minimized by this project but noted that you could see the view from the upstairs deck. Tremain also shared her concerns about the privacy and financial impacts of the project. Al Tremain spoke and stated this project would eliminate part of their view including the view of the wharf and downtown Monterey from their living room, bedrooms and decks. Ron Brennan, the neighbor at 30 Cielo Vista, shared his concerns about the privacy impacts of this project. Brennan stated that he was concerned about the part of the report noting that the east wall of 34 Cielo Vista had foliage to protect privacy. Brennan stated the foliage would not protect a second story view. Brennan also mentioned the second story east facing windows look right into his bedroom and deck. Brennan requested that an accommodation be made to preserve privacy such as taller or smaller windows, sky lights or privacy glass. Committee Member Comments Vice Chair Bluth asked to see the photos of the view again. Bluth stated the view impacts on the unzoomed photos looked minimal but requested clarification on the impacts on the view from the photograph. Committee Member Tregenza agreed with Bluth and asked Sabdo if she took the photos with her phone and where she was while taking the photos, specifically if she was sitting in the chair where Tremain said her view was impacted. Sabdo stated that she was standing in front of the window and took the picture with her phone. Tregenza asked to show one of the photos again and noted that the neighbor could possibly have an ocean view even while sitting down. Sabdo clarified that the view of the downtown and trees was more impacted than the view of the ocean. Tregenza commented it seems like they are still getting a view based on the photos and the committee has approved projects with more significant view impacts. Tregenza also asked if Sabdo took photos of all the areas where the view would be impacted. Sabdo stated that she took pictures from the front patio, the front window, the second story deck and the second story window. Committee Member Conner agreed with Bluth and Tregenza. Conner stated she understands the view is an asset and it is a balance between development and ensuring everyone has an opportunity to a second story while ensuring balance in the views of the neighbors. Conner also noted that a portion of the view remains, and the impact is minimal. Committee Member Schmidt asked for non-zoomed picture to be put up again for review. Committee Member Conner asked if the applicant had any concerns about the privacy glass that was requested by the other neighbor. The applicant said they would be willing to change to a taller window or do privacy glass to help mitigate concerns of privacy. Chair Carter stated we did not have the capability to do that during the meeting. On a motion by Committee Member Tregenza, seconded by Vice Chair Bluth, and carried by the following vote, the Architectural Review Committee approved with conditions 34 Cielo Vista Drive; Architectural Review Permit ARP-20-0205 for Preliminary and Final Architectural Review of a Second-Story Addition to an Existing One-Story Single-Family Dwelling. Agenda packets may be reviewed by the public in the Monterey Public Library, in the Planning Office, or on the web at http://www.monterey.org beginning late Friday afternoon prior to the date of the meeting. Members of the public have the right to address the Committee on any Agenda items. The Chair will formally open the floor for public comment.
