CONSENT ITEMS Approval of Minutes 2. December 16, 2020 Action: Approved as submitted. On a motion by Committee Member Tregenza, seconded by Committee Member Bluth, and carried by the following vote, the Architectural Review Committee approved the December 16, 2020 minutes as submitted: AYES: 5 MEMBERS: Carter, Bluth, Hunter, Schmidt, Tregenza NOES: 0 MEMBERS: None ABSENT: 0 MEMBERS: None ABSTAIN: 0 MEMBERS: None RECUSED: 2 MEMBERS: Ostovar, Pauly PUBLIC COMMENTS Marta Kraftzeck called to speak about concerns regarding a large parking improvement project proposed by MPUSD at Monterey High School and the district office. Kraftzeck specifically spoke about how this project impacts the historic stonework at Monterey High School. Kraftzeck referenced the written public comment she submitted prior to the meeting and stated she felt the City of Monterey should work with MPUSD to protect and preserve the stonework. Kraftzeck shared comments from historical consultant Pam Daly who recommended MPUSD retain the services of a historic architect to assist in a plan to restore the historical aspects of the stadium. Kraftzeck also noted areas of the stonework that were damaged by construction on campus and expressed concerns of future damage that may be caused by the parking improvement project. Kraftzeck further explained that school districts are local agencies and are subject to city and building codes. She concluded by asking the City of Monterey to take an active role in oversight of the construction by MPUSD to ensure they are complying with City standards and zoning. Consider 758 Grace Street; Application ARP-20-0194 for Preliminary and Final Architectural Review of a Second-Story Addition and Exterior Alterations to an Existing Two-Story Single-Family Dwelling; Applicant and Owner Samuel King; R- 1-5 Zoning District; Low Density Residential General Plan Land Use Designation (Exempt from CEQA per Article 19, Section 15303, Class 3) Action: Approved as submitted. Staff Presentation/Committee Member Questions Committee Member Bluth recused himself and left the meeting at 4:10 p.m. Interim Principal Planner Roveri presented the Agenda Report and answered Committee Members’ questions. Applicant Applicant Sam King supported the staff presentation and answered Committee Member questions. Committee Member Ostovar asked about the changes to the shingles and fiber board and if these changes were improvements for fire prevention. King confirmed these changes would provide more fire resistance and improve the aesthetic. Ostovar also asked if any environmental changes would be made to the landscape and if any trees were being removed. The applicant explained he applied for a tree removal permit for a tree that is diseased and noted he would be adding additional landscaping. Committee Member Ostovar also noted the changes were minimal to the existing footprint of the building. Public Comments None Committee Member Comments Committee Member Tregenza spoke in favor of the project and noted it was an improvement to the existing residence and is a project that will help improve the neighborhood. Interim Principal Planner Roveri introduced new Committee Member Payam Ostovar. Committee Member Ostovar shared some information about his background and interest in joining the Architectural Review Committee. Committee Member Tregenza inquired about the public comment received by Marta Kraftzeck and how that should be addressed by the committee or the City Monterey. Tregenza also inquired about who was responsible for the oversight of the MPUSD project. Committee Member Hunter echoed Tregenza’s concerns and asked if Kraftzeck has shared her concerns with the Historic Preservation Commission. Committee Member Pauly also supported Committee Member Hunter and Tregenza’s comments about the oversight of the MPUSD parking improvement project. Interim Principal Planner Roveri explained the City has received additional public comment on this item at the Historic Preservation Commission and Planning Commission meetings. Roveri noted the City Attorney is aware of the project but explained there is no formal response from City staff at this time. Roveri explained City staff will be preparing an informational report to share at an upcoming meeting. Committee Member Pauly asked when the parking improvement project would begin. Roveri stated she did not know the exact date but would share more information at an upcoming meeting. Committee Member Schmidt asked if MPUSD was exempt from City Zoning and requirements. Roveri explained MPUSD is exempt from some requirements but would need to get a formal response from the City Attorney to confirm this information. Schmidt also asked if the school district is subject to state guidelines. Roveri confirmed the school district would be subject to the state guidelines. Chair Carter inquired about how much control the City would have over the project. Roveri explained this is a new process and the City would share a response soon. Committee Member Ostovar also echoed the comments of other Committee Members on the MPUSD project.
