CALL TO ORDER
Due to the number of public attendees, it was deemed the Engineering conference room was
too small to hold the meeting. Mr. Wittry and Mr. Harty agreed the Council Chamber would be
more suitable and so the meeting was moved to the Chamber. A notification of the meeting
location change was posted to the door to notify attendees.
Action: Mr. Heuer called the meeting to order at 5:11 p.m.
ROLL CALL
Action: Ms. Huerta called the roll with NCIP Finance Subcommittee member Jayme
Fields absent. Ms. Fields arrived at 6:06 p.m.
APPROVAL OF MINUTES
1. April 24, 2019 NCIP Finance Subcommittee (Not a project under CEQA Article 20, Section
15378 and under General Rule Article 5, Section 15061)
Dennis Duke introduced a motion to approve the April 24, 2019 minutes as submitted.
The motion was seconded by Rick Heuer.
The motion carried by the following vote:

2. Discuss Neighborhood and Community Improvement Program Project Estimating Process (Not
a project under CEQA Article 20, Section 15378 and under General Rule Article 5, Section
15061)
Action: Discussed NCIP project estimating process.
3. Discuss Neighborhood and Community Improvement Program Project Backlog (Not a project
under CEQA Article 20, Section 15378 and under General Rule Article 5, Section 15061)
Action: Discussed NCIP project backlog.
Mr. Heuer opened public comments.
A member of the public asked about implementation issues holding up the backlog of projects
and asked if there was any solution. Mr. Wittry said Engineering has new staff and also has
positions to backfill.

minutes on any subject which is within the jurisdiction of the Monterey Neighborhood and
Community Improvement Program Committee and which is not on the agenda. Any
person or group desiring to bring an item to the attention of the Neighborhood and
Community Improvement Program Committee may do so during Public Comments or by
addressing a letter of explanation to: NCIP Coordinator, Public Works, Engineering

INFORMATIONAL REPORTS & STAFF COMMENTS supply the Committee with written
or oral information that they may wish to take action by placing the item on a future

NCIP INFORMATIONAL REPORTS allow NCIP Committee members to supply
information on past projects, activities, or announcements to the Committee and to
request clarification or direction regarding the item.

NCIP FINANCE SUBCOMMITTEE MEMBER COMMENTS
COMMITTEE MEMBERS may ask a question for clarification, make a brief
announcement or make a brief report on his or her activities. In addition, a Committee
member may provide a referral to staff or other resources for factual information, request
staff to report back to the body at a subsequent meeting concerning any NCIP matter, or
direct staff to place a request to agendize a matter of business on a future agenda. (G.C.

Coordinator prior to the action on that item and you will be recognized. Notification, as much in
advance as possible, is appreciated.
Information distributed to the Committee at the meeting becomes part of the public record. A copy
of written material, pictures, etc. should be provided to the Secretary for this purpose. For more
