MINUTES NEIGHBORHOOD AND COMMUNITY IMPROVEMENT PROGRAM COMMITTEE NCIP FINANCE SUBCOMMITTEE MEETING Monday, March 2, 2020 5:00 PM ENGINEERING CONFERENCE ROOM 580 PACIFIC STREET, ROOM 7 (moved to Council Chamber) MONTEREY, CALIFORNIA NCIP Finance Subcommittee Rick Heuer, NCIP Rep. Alta Mesa Representatives & Alternates Jayme Fields, NCIP Rep. (arrived at 6:06 p.m.) Del Monte Beach Present: Dennis Duke, NCIP Rep. (departed at 6:30 p.m.) Skyline NCIP Finance Subcommittee None Representatives & Alternates Absent: City Staff Present: Steve Wittry, Public Works Director Thomas Harty, NCIP Staff Coordinator Max Rieser, Associate Civil Engineer Cody Hennings, Engineering Technician Alyssa Huerta, Administrative Assistant II CALL TO ORDER Due to the number of public attendees, it was deemed the Engineering conference room was too small to hold the meeting. Mr. Wittry and Mr. Harty agreed the Council Chamber would be more suitable and so the meeting was moved to the Chamber. A notification of the meeting location change was posted to the door to notify attendees. Action: Mr. Heuer called the meeting to order at 5:11 p.m. ROLL CALL Action: Ms. Huerta called the roll with NCIP Finance Subcommittee member Jayme Fields absent. Ms. Fields arrived at 6:06 p.m. APPROVAL OF MINUTES 1. April 24, 2019 NCIP Finance Subcommittee (Not a project under CEQA Article 20, Section 15378 and under General Rule Article 5, Section 15061) Dennis Duke introduced a motion to approve the April 24, 2019 minutes as submitted. The motion was seconded by Rick Heuer. The motion carried by the following vote: AYES: 2 SUBCOMMITTEE MEMBERS: Heuer, Duke NOES: 0 SUBCOMMITTEE MEMBERS: ABSENT: 0 SUBCOMMITTEE MEMBERS: Fields ABSTAIN: 0 SUBCOMMITTEE MEMBERS: RECUSED: 0 SUBCOMMITTEE MEMBERS: Neighborhood and Community Improvement Program 3/2/2020 5:00:00 PM Committee Minutes PUBLIC COMMENTS Action: Seeing no comments, Mr. Heuer closed public comment. INFORMATIONAL REPORTS & STAFF COMMENTS Action: Seeing none, Mr. Heuer closed informational reports and staff comments. PUBLIC APPEARANCE 2. Discuss Neighborhood and Community Improvement Program Project Estimating Process (Not a project under CEQA Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Discussed NCIP project estimating process. 3. Discuss Neighborhood and Community Improvement Program Project Backlog (Not a project under CEQA Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Discussed NCIP project backlog. Mr. Heuer opened public comments. A member of the public asked about implementation issues holding up the backlog of projects and asked if there was any solution. Mr. Wittry said Engineering has new staff and also has positions to backfill. COMMITTEE MEMBER COMMENTS Action: No comments. NEXT MEETING To be scheduled as needed. At this time, the public may speak for a maximum of one to three minutes on any subject which is within the jurisdiction of the Monterey Neighborhood and Community Improvement Program Committee and which is not on the agenda. In addition, a Committee member may provide a referral to staff or other resources for factual information, request staff to report back to the body at a subsequent meeting concerning any NCIP matter, or direct staff to place a request to agendize a matter of business on a future agenda.
