Consider 693 Del Monte Avenue at the Corner of Figueroa Street and Del Monte Avenue (APN 001702013000) and the City Right-of-Way at the Corner of Washington Street and Del Monte Avenue (adjacent to APN 001567012000); Sign Permit Application SI-21-0072 for Two Vehicle-Oriented Freestanding Temporary Event Signs to be Rotated on an As-Needed Basis; Applicant Robert Wecker for Fisherman’s Wharf Association; Owner City of Monterey; PC-W (Planned Community-Waterfront) Zoning District; Parks and Open Space and Public/Semi- Public General Plan Designations; Exempt from CEQA Article 19, Section 15301, Class 1 Action: Approved Sign Permit application SI-21-0072 to allow two vehicle-oriented freestanding temporary event signs to be rotated on an as-needed basis at 693 Del Monte Avenue, at the corner of Figueroa Street and Del Monte Avenue (APN 001702013000) and the corner of Washington Street and Del Monte Avenue (APN 001567012000) with special conditions that the permit be requested and approved by the Traffic Engineer, that the City can revoke the permit if conditions of approval are violated, and that display of event signage may not exceed 3 consecutive days. Staff Presentation/Committee Member Questions Principal Planner Roveri presented the Agenda Report and answered Committee Member questions. Committee Member Ostovar asked how many signs would be in use and how many times per year the sign would change. Applicant Robert Wecker, Designer for the Wecker Group, suggested that there will be three or four more events in 2021 and most signs would be up for one or two days, from Friday to Sunday. Mr. Wecker explained that the reusable signs would not list dates but would have lettering visible enough to direct tourists to the Wharf from the street. Mr. Wecker specified that no more than twelve events would be advertised for no more than two days each. Chair Carter asked who would design and make the signs. Mr. Wecker stated he would design the signs, explaining that information on the signs would be minimal and keep the Monterey character. Ms. Roveri introduced Janna Aldrete, Property Manager for the City of Monterey. Ms. Aldrete asked how long each sign would be on display. Mr. Wecker explained that each event would have a sign posted for two days. Applicant Presentation None. Public Comments None. Committee Member Comments Vice Chair Bluth spoke in support of approval, explaining that the existing Wharf signs perform their function well and using them to highlight events seems logical. Committee Member Ostovar agreed that the signs feel like a piece of Monterey, commended the additions being contained within the sign, and suggested adding a maximum duration requirement for the temporary signage. Staff Presentation/Committee Member Questions Principal Planner Roveri presented the Agenda Report and answered Committee Member questions. Committee Member Hunter asked if comments were received from neighbors regarding the change or reservations toward the expansion. Ms. Roveri stated the Planning Office had not received any comments for this project. Applicant Presentation Applicant Libby Barns, with De Sola.Barnes Architects, introduced their client and explained the project. Public Comments Next-door neighbors Martha and Steve Nelson commented in support of approval. Committee Member Comments Committee Member Ostovar spoke in support of approval, stating that the proposal seems to be minimally impactful, and adding that an increase in size could lead to an increase in use which is positive for the neighborhood. Committee Member Hunter agreed, explaining that the impact on the setback is small and the change would be an improvement to the house’s overall appearance. Planning Office Update ADJOURNMENT Architectural Review Committee 7/7/2021 4:00:00 PM 2 ADJOURNMENT — The general policy of the Architectural Review Committee is that the Afternoon Session will end no later than 5:30 p.m. and the Evening Session will end no later than 11:00 p.m. Any public agenda items that have not been completed within the designated adjournment time may be formally extended by the Committee, or continued to the next regularly scheduled Architectural Review Committee Meeting, or continued to a Special Meeting. Agenda packets may be reviewed by the public in the Monterey Public Library, in the Planning Office, or on the web at http://www.monterey.org beginning late Friday afternoon prior to the date of the meeting. Members of the public have the right to address the Committee on any Agenda items. The Chair will formally open the floor for public comment. However, if you wish to speak to items during "Consent Agenda" or "Staff Informational Report," please advise the staff or the Chair prior to the action on that item and you will be recognized. Notification as much in advance as possible is appreciated. Information distributed to the Committee at the meeting becomes part of the public record. A copy of written material, pictures, etc. should be provided to the Secretary for this purpose. Architectural Review Committee decisions may be appealed within ten (10) days from the date of the decision on forms available in the Planning Division during business hours.
