1. Introduction of 2021 Neighborhood and Community Improvement Program (NCIP)
Representatives and Alternates (Not a Project Under CEQA per Article 20, Section 15378 and
Under General Rule Article 5, Section 15061)
Action: Introduced NCIP Committee
NCIP Staff Coordinator Tom Harty welcomed the NCIP Committee and announced the
new NCIP Committee members: Joseph Hill, Amanda Preece, William Whipple, Tammy
Jennings (returning).

Action: Approved
Committee Member Duke introduced a motion to approve the February 20, 2020 minutes
as submitted. The motion was seconded by Committee Member Rasch.
The motion carried by the following vote:

Action: Discussed orientation items
NCIP Staff Coordinator Tom Harty provided information regarding NCIP Committee
parking permits and an overview of the NCIP process.
4. Conflict of Interest Rules (Not a project under CEQA Article 20, Section 15378 and under
General Rule Article 5, Section 15061)
Action: Explained Conflict of Interest Rules
NCIP Staff Coordinator Tom Harty explained the Conflict of Interest Rules, clarifying the
500 feet and 1,000 feet rules.
5. Presentation of the Neighborhood and Community Improvement Program Budget for Fiscal
Year 2021-22 (Not a Project Under CEQA per Article 20, Section 15378 and Under General
Rule Article 5, Section 15061)
Action: Discussed budget for fiscal year 2021-22
NCIP Staff Coordinator Tom Harty discussed the Transient Occupancy Tax (TOT) and
NCIP budget.

Project Under CEQA per Article 20, Section 15378 and Under General Rule Article 5, Section
15061)
Action: Discussed NCIP funded, active projects
7. Discussion of Neighborhood and Community Improvement Program Defunded Projects (Not a
Project Under CEQA per Article 20, Section 15378 and Under General Rule Article 5, Section
15061)
Action: Discussed NCIP defunded projects
NCIP Staff Coordinator Tom Harty presented the list of defunded projects sorted by
round, then points.

8. Discussion and Recommendation of How to Proceed with Neighborhood and Community
Improvement Program Projects (Not a Project Under CEQA per Article 20, Section 15378 and
Under General Rule Article 5, Section 15061)
Action: Discussed how to proceed with NCIP Projects
Committee Chair Heuer said the NCIP is not voting on any projects yet, but are directing
Staff to complete estimates for the base allocation and priority 1 projects.
Committee Member Duke introduced a motion to have Staff re-estimate the base
allocation and round 1 projects and send them to the City Attorney for review and
confirmation that base allocation projects may be re-funded; and for the City Forester to
develop an estimate for the cost to complete fuel reduction projects; and for NCIP
Representatives to go back to their neighborhoods to discuss project priorities; and to
add in safety projects that may be from lower rounds. The motion was seconded by
Committee Member Morgan.
The motion carried by the following vote:

Action: None taken
Committee Chair Heuer said this item is similar to the previous item and was covered
under item 8.

Action: Committee Chair and Spokesperson Heuer delivered his report
COMMITTEE MEMBER COMMENTS
Committee Member Ruccello praised the management of the meeting and discussed
COVID safety.
Committee Member Whitney said she was glad to see everyone.
Committee Member Rasch discussed NCIP Committee seat terms and NCIP project
manuals.
Committee Member Overton thanked Staff, Committee Chair Heuer and meeting
contributors, and said it was great to see everyone.
Committee Member Morgan thanked Committee Chair Heuer and everyone involved in
the meeting, and said it was nice to see everyone.

announcement or make a brief report on his or her activities. In addition, a Committee
member may provide a referral to staff or other resources for factual information, request
