1. Meeting Procedures
CALL TO ORDER
Chair Bluth called the meeting to order at 4:00 p.m.
Recording Secretary Barrera provided information on how to participate and provide public
comment live during the meeting.

Action: Approved as submitted.
On a motion by Committee Member Carter, seconded by Vice-Chair Hunter, and carried
by the following vote, the Architectural Review Committee approved the March 02, 2022

ACTION: Approved application ARP-20-0271 for preliminary architectural review of the
conversion of three existing commercial buildings into 64 apartments at 2300
Garden Road
Staff Presentation/Committee Member Questions
Community Development Director Cole presented the Agenda Report and answered
Committee Member questions.
Committee Member Tregenza asked clarifying questions about amount of required parking and
if there is room to reduce paved areas in favor of recreational areas. Ms. Cole explained parking
code and asserted there is more parking than is required.
Committee Member Ostovar asked if additional recreation space could be added as a condition
of final approval, questioned percentage of opacity and material of porches. Ms. Cole
suggested discussing potential conditions of approval with the project architect and said she
did not explore materials with applicant.
Committee Member Carter questioned percentage of low-income units as well as allotted water.
Ms. Cole answered there are 20% affordable units in the development which is 13 units, and
the project is sized for the water credits on site.
Committee Member Tregenza inquired about transportation opportunities. Ms. Cole stated
there are bike lanes on Garden Road.
Committee Member Carter asked if the water had been rezoned from industrial to residential
since the State Water Resources Control Board (SWRCB). Ms. Cole stated that some projects
on Garden Road had been down sized to utilize existing water credits and historic water use.
Committee Member Schmidt asked about dimensions of proposed balconies.
Chair Bluth, Committee Member Ostovar, and Committee Member Carter discussed proximity
of bike paths to the site.
Applicant Comments
Anilian Chua, applicant with Paul Davis Partnership, stated they would look at how to
incorporate more open space before final ARC meeting. Ms. Chua clarified deck material and
dimensions.
Chair Bluth asked about shared public space. Ms. Chua answered there will be washers and
dryers within some units and a shared laundry room.
Committee Member Ostovar asked if there would be any other shared community spaces
besides laundry room. Ms. Chua said for now there are storage rooms and bicycle storage in
addition to a shared deck.
Ms. Chua added that before final review, they will add an accessible path of travel from units to
Garden Road. Ms. Chua said they will consider conversion of some parking to open space and
the opacity of the glass railing before final ARC Meeting.

Committee Member Ostovar asked for confirmation that there won’t be any impact on existing
trees. Ms. Cole concurred no trees are proposed for removal.

Committee Member Comments
Committee Member Ostovar spoke in favor of repurposing existing industrial buildings and
expressed that it would be nice in the future to see more context and better use of community
space. Committee Member Ostovar discouraged the use of glass for balcony railing and
suggested more communal spaces, better materiality, and lighting plan.
Chair Bluth expressed approval of the project.
On a motion by Committee Member Carter, seconded by Committee Member Schmidt and
carried by the following vote, the Architectural Review Committee approved architectural
review Application ARP-20-0271 for preliminary architectural review of the conversion of
three existing commercial buildings into 64 Apartments at 2300 Garden Road:

Architectural Review of a First-Story Addition, Reframing of the 2nd Floor Roof to
add Dormers, and Exterior Alterations to an Existing Two-Story Duplex; Applicant,
Joshua Stewman, Homelife Design Studio; Property Owner, Sidhom Edward et al;
PC-LH Zoning District; Commercial General Plan Land Use Designation (Exempt
from CEQA per Article 19, Section 15301, Class 1)
ACTION: Approved ARP-21-0181 for preliminary and final architectural review of a
first-story addition, reframing of the 2nd floor roof to add dormers, and
exterior alterations to an existing two-story duplex at 542 Foam Street

Associate Planner Sabdo presented the Agenda Report and answered Committee Member
questions.
Committee Member Ostovar asked why this project isn’t presented as a second story and
questioned the use of tree grates. Ms. Sabo said she isn’t sure why the applicant did not extend
the dormers to the outside walls to make a full second story. Ms. Sabdo clarified that tree grates
are a guideline in the Lighthouse Specific Plan.
Chair Bluth asked about historic reviews of the property. Ms. Sabdo asserted the home is
ineligible on national, state, or local level for historic designation.

Peter Said, applicant, provided additional information and answered Committee Member
questions.
Mr. Said clarified that it is an existing two-story building and characterizing the work as dormer
expansions is the language easiest to communicate. Mr. Said emphasized the goal is to
maintain character while bringing it up to code.
Committee Member Ostovar questioned the need to expand the dormers. Mr. Said reiterated
the desire to maintain the character of the original home.
Chair Bluth stated it looks like a good upgrade to the property and spoke in favor of the design.

Committee Member Comments
Committee Member Tregenza asserted the project is a vast improvement but agrees with
Committee Member Ostovar regarding the dormers. Committee Member Tregenza spoke in
favor of the project but pointed out missed opportunity to make it look well thought-out from the
ground up.
Committee Member Ostovar agreed with Committee Member Tregenza and stated he is
familiar with the area and is inclined to approve given the quirkiness of the area but does not
agree with the design.
Committee Member Tregenza added the goal shouldn’t be to mimic existing character, it should
mimic the original home.
Chair Bluth opened public comment and allowed Mr. Said to comment.
Mr. Said stated there are several constraining factors for using dormers. Examples included
existing space, city requirements on ridge lines and cost.
Committee Member Ostovar asked for clarification on ridge lines. Ms. Sabdo clarified maximum
height requirements for one-, two-, and three-story homes.
On a motion by Committee Member Carter seconded by Committee Member Tregenza
and carried by the following vote, the Architectural Review Committee approved ARP-21-
0181 for preliminary and final architectural review of a first-story addition, reframing of the
2nd floor roof to add dormers, and exterior alterations to an existing two-story duplex at
542 Foam Street:

Committee Member Carter asked if field trips would return. Ms. Roveri said not at this time.
Committee Member Ostovar asked status of a project on Archer Street. Ms. Roveri clarified it is
incomplete.

PUBLIC COMMENTS. At this time, the public may speak for a maximum of three minutes
on any subject which is within the jurisdiction of the Monterey Architectural Review

addressing a letter of explanation to the Committee, City Hall, Monterey, CA 93940.
Public Comments are taken during the afternoon session and continued at the evening

ADJOURNMENT — The general policy of the Architectural Review Committee is that the
Afternoon Session will end no later than 5:30 p.m. and the Evening Session will end no
later than 11:00 p.m. Any public agenda items that have not been completed within the
Architectural Review Committee

designated adjournment time may be formally extended by the Committee, or continued
to the next regularly scheduled Architectural Review Committee Meeting, or continued to
a Special Meeting.
Agenda packets may be reviewed by the public in the Monterey Public Library, in the Planning Office,
or on the web at http://www.monterey.org beginning late Friday afternoon prior to the date of the
meeting.
Members of the public have the right to address the Committee on any Agenda items. The Chair will
formally open the floor for public comment. However, if you wish to speak to items during "Consent
Agenda" or "Staff Informational Report," please advise the staff or the Chair prior to the action on that
item and you will be recognized. Notification as much in advance as possible is appreciated.
Information distributed to the Committee at the meeting becomes part of the public record. A copy of
written material, pictures, etc. should be provided to the Secretary for this purpose.
Architectural Review Committee decisions may be appealed within ten (10) days from the date of the
decision on forms available in the Planning Division during business hours. When the tenth day falls
on a weekend or a holiday, the appeal deadline date is the next working day following the holiday or
