MINUTES ARCHITECTURAL REVIEW COMMITTEE Wednesday, April 20, 2022 4:00 PM 5:30 PM COUNCIL CHAMBERS AND ZOOM TELECONFERENCE MONTEREY, CALIFORNIA Members Present: Bluth, Hunter*, Carter, Pauly* (4:02pm), Schmidt*, Tregenza* Members Absent: Ostovar *participated remotely via teleconference Staff Members Present: Principal Planner Roveri, Senior Planner Schmidt, Recording Secretary Barrera 1. Meeting Procedures CALL TO ORDER Chair Bluth called the meeting to order at 4:00 p.m. Recording Secretary Barrera provided information on how to participate and provide public comment live during the meeting. CONSENT ITEMS Approval of Minutes 2. March 16, 2022 ACTION: Approved as submitted. On a motion by Committee Member Tregenza seconded by Vice-Chair Hunter, and carried by the following vote, the Architectural Review Committee approved the March 16, 2022 minutes as submitted: AYES: 5 MEMBERS: Bluth, Hunter, Carter, Schmidt, Tregenza NOES: 0 MEMBERS: None ABSENT: 1 MEMBERS: Ostovar ABSTAIN: 1 MEMBERS: Pauly RECUSED: 0 MEMBERS: None PUBLIC COMMENTS None. Consider 2045 North Fremont Street; Sign Permit Application SI-21-0227 for One Replacement Internally Illuminated Vehicle-Oriented Freestanding Sign, Two Replacement Internally Illuminated Roof (Canopy) Signs, Two Replacement Wall Signs and Replacement Signage on Three Fuel Dispensers; Applicant Sign Development Inc.; Owner Lurenmatt LLC.; Planned Community Zoning District North Fremont Specific Plan (PC-NF); Commercial General Plan Land Use Designation (Exempt from CEQA per Article 19, Section 15301, Class 1) ACTION: Approved Sign Permit Application SI-21-0227 for one replacement internally illuminated vehicle-oriented freestanding sign, one replacement non- illuminated roof sign, one non-illuminated roof sign, two replacement wall signs and replacement signage on three fuel dispensers at 2045 North Fremont Street. Staff Presentation/Committee Member Questions Senior Associate Planner Schmidt presented the Agenda Report and answered Committee Member questions. Committee Member Tregenza asked clarifying questions about the wording and color of signs six and seven. Mr. Schmidt indicated the owners intend to paint the building in a similar color scheme as shown on their elevation. Committee Member Carter referenced a property on Casa Verde and N. Fremont as an example of internally illuminated signage that was done without approval. Committee Member Carter questioned if the intent is to reduce internally illuminated signs in the North Fremont Street District, if visibility around signs could be ensured, and if goose neck lighting is an option. Mr. Schmidt stated the plan allows for replacement of internally illuminated signs one time, provided the ARC agrees it is exceptionally designed and a solid base is recommended by guidelines, and the City Traffic Engineer reviewed and approved the sign plans. Committee Member Schmidt asked if the dimensions of the new sign were the same as the existing sign. Mr. Schmidt confirmed they are the same. Applicant Comments None. Public Comments None. Committee Member Comments Committee Member Tregenza recalled concerns with a sign on Casa Verde but pointed out it may have been an issue with the proposed LED lights and spoke in favor of the project. Committee Member Tregenza suggested a reflectively lit gooseneck sign may be hard to see. Chair Bluth indicated there was a kelvin issue with other two gas stations and the visibility issue at Casa Verde was due to the sharpness of the turn. Chair Bluth pointed out there are several property management signs in the area and would like more information on the rules governing those signs. Chair Bluth questioned if we need to make a request to change the rules. Principal Planner Roveri offered to bring a presentation on rental signs to the next meeting. INFORMATIONAL REPORTS & STAFF COMMENTS Mr. Schmidt shared the City Council reviewed an ordinance amendment regarding Accessory . Mr. Schmidt said there are existing policies, and the amendment may allow development standards to be applied more broadly. Mr. Schmidt noted there may be more ADU applications presented before the ARC. Planning Office Update ADJOURNMENT ADJOURNMENT — The general policy of the Architectural Review Committee is that the Architectural Review Committee 4/20/2022 4:00:00 PM 2 Afternoon Session will end no later than 5:30 p.m. and the Evening Session will end no later than 11:00 p.m. Any public agenda items that have not been completed within the designated adjournment time may be formally extended by the Committee, or continued to the next regularly scheduled Architectural Review Committee Meeting, or continued to a Special Meeting. Agenda packets may be reviewed by the public in the Monterey Public Library, in the Planning Office, or on the web at http://www.monterey.org beginning late Friday afternoon prior to the date of the meeting. Members of the public have the right to address the Committee on any Agenda items. The Chair will formally open the floor for public comment. However, if you wish to speak to items during "Consent Agenda" or "Staff Informational Report," please advise the staff or the Chair prior to the action on that item and you will be recognized. Notification as much in advance as possible is appreciated. Information distributed to the Committee at the meeting becomes part of the public record. A copy of written material, pictures, etc. should be provided to the Secretary for this purpose. Architectural Review Committee decisions may be appealed within ten (10) days from the date of the decision on forms available in the Planning Division during business hours.
