Brown Act, Calif. Government Code section 54953(e)(1)(C) and the City Council's resolution authorizing teleconferencing. CALL TO ORDER Action: NCIP Chair Heuer called the meeting to order at 6:00 p.m. Staff Coordinator Tom Harty explained to the public how to participate in the meeting virtually via Zoom teleconference. ROLL CALL Action: Called roll with 14 neighborhoods represented and 1 neighborhood absent. Neighborhood and Community Improvement Program 4/21/2022 6:00:00 PM Committee Minutes PUBLIC COMMENTS None. APPROVAL OF MINUTES 1. March 17, 2022 (Not a Project Under CEQA per Article 20, Section 15378 and Under General Rule Article 5, Section 15061) Action: Approved Committee Member Duke introduced a motion to approve the March 17, 2022 minutes as submitted. The motion was seconded by Committee Member Whitney. The motion carried by the following vote: AYES: 14 COMMITTEE MEMBERS: Heuer, Ruccello, Overton, Fields, Hanson, Tipton, Rowley, Whitney, Jannasch, Ogbonna, Adam, Harrison, Duke, Peterson NOES: 0 COMMITTEE MEMBERS: ABSENT: 1 COMMITTEE MEMBERS: Aguajito Oaks ABSTAIN: 0 COMMITTEE MEMBERS: RECUSED: 0 COMMITTEE MEMBERS: INFORMATIONAL REPORTS & STAFF COMMENTS NCIP Staff Coordinator Tom Harty provided the purpose of the meeting, stating that this is the first review of nominated projects for the first half of neighborhoods. NCIP INFORMATIONAL REPORTS 2. NCIP Spokesperson Reports NCIP Chair and Spokesperson Heuer informed the NCIP Committee that they received an email from Staff with the recorded Brown Act training presentation by the City Attorney’s Office and asked new members to watch the training and recommended it to the Committee as a refresher. He also said the Committee would soon receive information regarding the anti- harassment training from the City’s Human Resources Department. PUBLIC APPEARANCE 3. NCIP Committee First Review of Proposed Projects: Aguajito Oaks – New Monterey (Not a Project Under CEQA per Article 20, Section 15378 and Under General Rule Article 5, Section 15061) NCIP Chair and spokesperson Heuer began the proposed project review, starting with the Alta Mesa neighborhood, stating that there were no projects for Aguajito Oaks. He noted on the project list that projects previously approved and defunded as Community-wide (CW), which Neighborhood and Community Improvement Program Committee Meeting Minutes 4/21/2022 6:00:00 PM 2 Neighborhood and Community Improvement Program 4/21/2022 6:00:00 PM Committee Minutes were moved to various neighborhoods, have been moved back to CW projects. He said the project list notes the changes and recommended the Committee reference the list. Staff Coordinator Harty provided details for each project, including their estimated cost. Mr. Harty noted the following projects have been completed: AM-1, AM-2, AM-4, AM-6, COK-2, COK-3, DMG-1, DT-3, FF-4, GW-1, GW-2, MV-3, NM-3, NM-6. Committee Member Fields asked to remove DMB-8 and DMB-9 as they are duplicates of DMB- 1. Committee Member Jannasch noted MV-1 and MV-2 can be pulled. Mr. Jannasch said his recommendation is to pull MV-9 since the submitter no longer lives at the residence and the new owners said the project is not needed. Mr. Jannasch said the project submitter of MV-15 wants the project reduced to just the drainage work. Mr. Jannasch said the submitter of MV-17 would like the project refocused to do a sidewalk completion between Via Descanso to Via Encina on the downhill side of the street where it is missing. Mr. Jannasch said he spoke to the submitter of MV-22 and they are withdrawing their project to refine it and resubmit it in the future. Public comment was received from: Robert Yoha spoke in support of the fence in COK-5; Kala Fossum, President of the Villa Del Monte Neighborhood Association, asked if the Fairgrounds will be providing any funding for COK-4; Clementine Bonner-Klein spoke in support of her nominated project MV-16; John Sovereign spoke regarding MV-21 and suggested removing the project if the submitter is no longer supporting the proposal and the description is no longer currently consistent. COMMITTEE MEMBER COMMENTS Committee Member Dennis Duke discussed the high volume of projects this year and the available amount of funding. Committee Member Fields said it is good to work with everyone again. Committee Member Whitney said she is glad to be back face-to-face to get things done while working under protocols. Committee Member Jannasch said he hopes the City can re-staff quickly to get projects going in a timely manner and that he is glad the group is back together. Committee Member Rowley said he second’s Committee Member Duke’s comments. Committee Member Hanson said he is new to the NCIP and enthusiastic and happy to be there and looks forward to more meetings. Committee Member Peterson said it is good to be back. Committee Member Ogbonna thanked the Committee and said it is her first time going through the process and she is learning a lot. He requested a discussion prior to voting night regarding funding for projects and contingency. He said it is good to be back and he looks forward to voting night. Committee Member Ruccello thanked everyone and said it was the smoothest hybrid meeting he ever attended. He said he would like to know how the process may be for voting in June if meetings are still able to be hybrid. Committee Chair/Spokesperson Heuer said it will depend on the state guidance and Council direction at that time. Committee Chair/Spokesperson Heuer thanked everyone for helping the meeting go smoothly and noted that it went quicker than in the past because many of the projects had been seen before. He thanked staff for assisting with the meeting and said he will be running the next meeting remotely.
