Brown Act, Calif. Government Code section 54953(e)(1)(C) and Resolution No. 22-026 C.S. 1. Meeting Procedures CALL TO ORDER Chair Bluth called the meeting to order at 4:01 p.m. Recording Secretary Barrera provided information on how to participate and provide public comment live during the meeting. CONSENT ITEMS Approval of Minutes 2. April 20, 2022 ACTION: Approved as submitted. Consider 1401 Munras Avenue; Sign Permit Application SI-22-0039 for Six Pedestrian-Oriented Freestanding Signs Added to Fuel Dispensers; Applicant Sorin Enache, Promotion Plus Sign Co.; Owner Ratan LP NP.; Visitor Accommodation Facility (VAF) Zoning District; Commercial General Plan Land Use Designation (Exempt from CEQA per Article 19, Section 15301, Class 1) ACTION: Approved Sign Permit Application SI-22-0039 for six pedestrian-oriented freestanding signs added to fuel dispensers at 1401 Munras Avenue. Staff Presentation/Committee Member Questions Associate Planner Matthew Buggert presented the Agenda Report and answered Committee Member questions. Committee Member Schmidt asked for an explanation of the information that will be placed on the signs. Mr. Buggert stated there will be “76” emblems but deferred to applicant for specific information. Committee Member Tregenza questioned if the signs will be videos. Mr. Buggert confirmed they will not be videos. Applicant Comments Applicant, Sorin Enache clarified the signs will provide more detail on the fuel being used at the tanks. Public Comments None. Committee Member Comments Committee Member Carter commented on the excessive number of signs on the corner. Chair Bluth questioned if existing signs for the hotel and restaurant will change. Mr. Buggert explained the existing signs were approved under a different application and are not included in this presentation. Principal Planner Roveri added that the gas station and food mart are on different parcels than the restaurant and hotel and asked Mr. Buggert to pull up a site map. Mr. Buggert explained where the different signs are located on each parcel. Receive Report and Hold Discussion Regarding Real Estate (“For Sale/Rent”) Signs (Not a Project under CEQA per Article 20, Section 15378 and under General Rule Article 5, Section 15061) ACTION: Report Received. Staff Presentation/Committee Member Questions Principal Planner Roveri presented the Agenda Report and answered Committee Member questions. Committee Member Tregenza inquired about the length of time rental signs can be up. Ms. Roveri answered that there is no time limit. Committee Member Carter asked if there are different guidelines for commercial and residential signs. Ms. Roveri explained that the sign ordinance does not differentiate between commercial and residential signs. Committee Member Carter suggested a sign on the corner of Munras Avenue and Webster Street is much larger than the average “For Sale” sign. Vice-Chair Hunter added the question if it exceeds the 16 square feet allowed. Ms. Roveri stated if the sign exceeds the 16 square feet, we rely on someone reporting it to Code Compliance. Chair Bluth detailed that he brought the issue up due to the increased amount of real estate signs and that it may be worth bringing up to the public, Planning Commission, and City Council to change the ordinance. Chair Bluth expressed concern over the impact the excessive signs have on the aesthetics of the neighborhood. Ms. Roveri reiterated we can regulate the time, place, and manner that signs are displayed and explained that an update to the real estate signs conditions would need to be approved as a work item and added to the Planning office task list. Committee Member Tregenza stated he doesn’t have an issue with the current ordinance, but vacant store fronts are a blight on the City and leasing them as soon as possible should be a priority. Chair Bluth clarified his concerns are due to excessive real estate signs for property management companies in residential neighborhoods. Committee Member Tregenza said that he hadn’t noticed but will look, and “for sale” signs should be temporary, not permanent. Ms. Roveri said if the sign only says name of property management company and does not say “for sale” or “for rent”, Code Compliance may look at it as the property needs to be for sale or rent to meet the definition of real estate signs. Chair Bluth said he would provide photos of signs in the area. Committee member Schmidt added there are signs on Casanova, and Committee Member Carter said there are signs in New Monterey as well. Planning Office Update Architectural Review Committee 5/4/2022 4:00:00 PM 2 ADJOURNMENT ADJOURNMENT — The general policy of the Architectural Review Committee is that the Afternoon Session will end no later than 5:30 p.m. and the Evening Session will end no later than 11:00 p.m. Any public agenda items that have not been completed within the designated adjournment time may be formally extended by the Committee, or continued to the next regularly scheduled Architectural Review Committee Meeting, or continued to a Special Meeting. Agenda packets may be reviewed by the public in the Monterey Public Library, in the Planning Office, or on the web at http://www.monterey.org beginning late Friday afternoon prior to the date of the meeting. Members of the public have the right to address the Committee on any Agenda items. The Chair will formally open the floor for public comment. However, if you wish to speak to items during "Consent Agenda" or "Staff Informational Report," please advise the staff or the Chair prior to the action on that item and you will be recognized. Notification as much in advance as possible is appreciated. Information distributed to the Committee at the meeting becomes part of the public record.
