Brown Act, Calif. Government Code section 54953(e)(1)(C) and the City Council's resolution authorizing teleconferencing. CALL TO ORDER Action: NCIP Chair Heuer called the meeting to order at 6:01 p.m. Staff Coordinator Tom Harty explained to the public how to participate in the meeting virtually via Zoom teleconference. Neighborhood and Community Improvement Program 5/5/2022 6:00:00 PM Committee Minutes ROLL CALL Action: Called roll with 14 neighborhoods represented and 1 neighborhood absent. PUBLIC COMMENTS Carrie Ann spoke in support of her project CW-55 and Mr. Heuer informed her the item is on the agenda tonight and she may speak regarding her project when it follows later in the agenda. APPROVAL OF MINUTES 1. April 21, 2022 (Not a Project Under CEQA per Article 20, Section 15378 and Under General Rule Article 5, Section 15061) Ms. Huerta requested an amendment, stating that she neglected to include a sentence regarding a commenter. She requested that under item 3, page 3 of the minutes, a sentence be added to reflect public comment received for the item: “Clementine Bonner-Klein spoke in support of her nominated project MV-16.” Action: Approved as amended Committee Member Duke introduced a motion to approve the March 17, 2022 minutes as submitted. The motion was seconded by Committee Member Whitney. The motion carried by the following vote: AYES: 14 COMMITTEE MEMBERS: Heuer, Ruccello, Overton, Fields, Hanson, Tipton, Rowley, Whitney, Jannasch, Ogbonna, Adam, Harrison, Duke, Peterson NOES: 0 COMMITTEE MEMBERS: ABSENT: 1 COMMITTEE MEMBERS: Aguajito Oaks ABSTAIN: 0 COMMITTEE MEMBERS: RECUSED: 0 COMMITTEE MEMBERS: INFORMATIONAL REPORTS & STAFF COMMENTS Staff Coordinator Tom Harty reminded the Committee about the City’s required Harassment Training due June 30. He also reported that he is compiling information for the Committee for proposed projects that will require support signatures. Mr. Harty informed the Committee that staff will begin project conflict map preparations next week. NCIP INFORMATIONAL REPORTS 2. NCIP Spokesperson Reports Committee Chair and Spokesperson Heuer said at the previous meeting they spoke about agendizing the projects short of funding to be funded by the Ending Balance; Mr. Heuer said the item will be on an upcoming meeting and that staff are working on it. Mr. Heuer also discussed the purpose of the meeting and subsequent meetings. NCIP Committee First Review of Proposed Projects: Oak Grove – Villa Del Monte and Community-Wide (Not a Project Under CEQA per Article 20, Section 15378 and Under General Rule Article 5, Section 15061) NCIP Chair and Spokesperson Heuer began the proposed project review, starting with the Oak Grove neighborhood. Staff Coordinator Harty provided details for each project, including their estimated cost. Mr. Harty noted the following projects have been completed: OT-7, RR-2, VDM-4, VDM-5, VDM-6, CW-3, CW-4, CW-6, CW-8, CW-26, CW-44, CW-49, CW-60, CW-65. Mr. Harty stated SK-4 is unable to be an approved project due to environmental regulations. Regarding SK-13, Mr. Harty said per Parks Staff/ Park Operations Manager Louie Marcuzzo, there is an assessment district for the neighborhood that will fund this project and Parks staff does not support the project application. Mr. Harty stated SK-16 has been removed as a duplicate. Mr. Harty stated the following projects have been withdrawn by the submitter: CW-27, CW-67. Committee Member Harrison said CW-1 is no longer viable post 9-11. Committee Member Jannasch said the submitter has withdrawn CW-7. Committee Member Duke requested CW-73 be removed and stated that the Fire Chief received funding for the project in the City mid-year budget cycle. Mr. Duke recommended the NCIP submit a letter of support for the project. Mr. Heuer said the item would need to be agendized at a future meeting for the NCIP to take a stance. Public comment was received from: Kala Fossum spoke in support of her projects VDM-8 and VDM-12; Tammy Jennings spoke in support of her project CW-13; Clementine Bonner-Klein spoke in support of her project CW-31; Carrie Ann spoke in support of her project CW-55. COMMITTEE MEMBER COMMENTS Committee Member Ruccello asked for an updated list, removing the eliminated projects and updating costs. Committee Member Tipton said he agreed with Mr. Ruccello and he also wanted to request the list as a spreadsheet. He requested Staff Coordinator Harty’s Powerpoint presentation as well. Committee Member Peterson discussed the City Charter, Article 6, Section 6, A, B, C, D and E regarding the program.
