This meeting was held with a combination of in-person and teleconference attendance pursuant
to the Ralph M. Brown Act, Calif. Government Code section 54953(e)(1)(C), and the Monterey
City Council’s Resolution authorizing virtual participation in public meetings given the COVID-19
pandemic.
CALL TO ORDER
Chair Hunter called the meeting to order at 4:00 p.m. and Recording Secretary Barrera
provided information to the public about how to participate by calling in to give public
comment on the live web meeting.

On a motion by Vice-Chair Tregenza, seconded by Committee Member Schmidt, and
carried by the following vote, the Architectural Review Committee approved the August

ACTION: Approved Architectural Review Permit ARP-22-0157 for Preliminary and
Final Architectural Review of a Second-Story Solarium Addition to an
Existing Two-Story Single-Family Dwelling at 74 Via Descanso.

Senior Associate Planner Schmidt presented the Agenda Report and answered
Committee Members’ questions.
Vice-Chair Tregenza asked if the applicants are closing an existing deck with the same
footprint and how the roof will tie the two together. Mr. Schmidt clarified that part of the
roof eave will be removed and the solarium window panes would be attached to the
building as a continuation of the roof. Vice-Chair Tregenza inquired if the only access
would be from the exterior spiral staircase and Mr. Schmidt answered there is access
from inside the home as well.

Vice-Chair Tregenza commented that the project is not visible from the street, noted
there are two letters of support from neighbors, and spoke in favor of the project.
On a motion by Vice-Chair Tregenza, seconded by Committee Member Bluth, and carried by
the following vote, the Architectural Review Committee approved Architectural Review permit
ARP-22-0157 for preliminary and final architectural review of a second-story solarium addition to
an existing two-story single-family dwelling at 74 Via Descanso:

Committee Member Bluth recused himself from this item stating he lives within 1,000 ft.
of the property and he cannot comment on the item in any way shape or form.
Committee Member Bluth left the Council Chambers.
Staff Presentation/Committee Member Questions
Senior Associate Planner Schmidt presented the Agenda Report and answered
Committee Members’ questions.
Committee Member Schmidt asked if there would be additional square footage added to
the new roof. Mr. Schmidt stated no additional square footage would be added.
Committee Member Pauly inquired about protected trees. Mr. Schmidt clarified the
definition of protected trees has to do with size rather than species.

Terry Latasa, applicant and architect described the homeowner history and intent of the
project.

Committee Member Comments
Vice-Chair Tregenza shared a photo of the home and suggested rebuilding the dormers.
Mr. Latasa stated they will be replacing the dormers with better materials. Vice-Chair
Tregenza asked if the second story was a converted attic, Mr. Latasa confirmed.
Vice-Chair Tregenza stated the dormers are asymmetrical, and the project would be a
good opportunity to correct an eye sore and recommended coming back to the
Architectural Review Committee with a better design. Mr. Latasa asked the committee to
approve the plans as submitted since it is an existing structure, and the plan is to make it
look better.
Committee Member Pauly stated the drawings looked better than the photo and
disagreed that the dormers cannot be symmetrical.
Vice-Chair Tregenza suggested the drawings show symmetrical dormers but in the
photos they are not. Vice-Chair Tregenza asked if the intention is to build symmetrical
dormers. Mr. Latasa clarified the goal is to make the dormers symmetrical.
Committee Member Pauly spoke disapprovingly of building a deck around an existing
tree. Mr. Latasa cited timing as a reason for not submitting a tree removal application.
Committee Member Pauly made a motion to continue the item and see the dormer
studies that were completed by the applicant. Vice-Chair Tregenza seconded the motion.
On a motion by Committee Member Pauly, seconded by Vice-Chair Tregenza, and carried by
the following vote, the Architectural Review Committee continued ARP-22-0016 for preliminary
and final Architectural Review of a reconstructed rear addition, new and replaced windows, and
new rear deck at 632 W. Franklin Street:

Committee Member Bluth returned to the Chambers.
Committee Member Pauly announced he had to leave the meeting at 4:50pm.

Associate Planner Buggert presented the Agenda Report and answered Committee
Member questions.
Committee Members discussed and determined they will make comments for staff before

PUBLIC COMMENTS. At this time, the public may speak for a maximum of three minutes
on any subject which is within the jurisdiction of the Monterey Architectural Review
Committee and which is not on the agenda. Any person or group desiring to bring an
item to the attention of the Committee may do so during Public Comments or by
addressing a letter of explanation to the Committee, City Hall, Monterey, CA 93940.
Public Comments are taken during the afternoon session and continued at the evening
session. Individuals may choose to speak once for up to three minutes at either session,
but not both.

6. Planning Office Update
ADJOURNMENT
ADJOURNMENT — The general policy of the Architectural Review Committee is that the
Afternoon Session will end no later than 5:30 p.m. and the Evening Session will end no
later than 11:00 p.m. Any public agenda items that have not been completed within the
designated adjournment time may be formally extended by the Committee, or continued
to the next regularly scheduled Architectural Review Committee Meeting, or continued to
a Special Meeting.
Agenda packets may be reviewed by the public in the Monterey Public Library, in the Planning Office,
or on the web at http://www.monterey.org beginning late Friday afternoon prior to the date of the
meeting.
Members of the public have the right to address the Committee on any Agenda items. The Chair will
formally open the floor for public comment. However, if you wish to speak to items during "Consent
Agenda" or "Staff Informational Report," please advise the staff or the Chair prior to the action on that
item and you will be recognized. Notification as much in advance as possible is appreciated.
Information distributed to the Committee at the meeting becomes part of the public record. A copy of
written material, pictures, etc. should be provided to the Secretary for this purpose.
Architectural Review Committee decisions may be appealed within ten (10) days from the date of the
decision on forms available in the Planning Division during business hours. When the tenth day falls
on a weekend or a holiday, the appeal deadline date is the next working day following the holiday or
