This meeting was held with a combination of in-person and teleconference attendance,
pursuant to the Ralph M. Brown Act, Calif. Government Code section 54953(e)(1)(C) and the
City Council's resolution authorizing teleconferencing.
CALL TO ORDER
Action: NCIP Chair Heuer called the meeting to order at 6:00 p.m.
Staff Coordinator Tom Harty explained to the public how to participate in the meeting virtually
via Zoom teleconference.

Action: Called roll with 13 neighborhoods represented and 2 neighborhoods absent
(Aguajito Oaks, New Monterey).
One neighborhood arrived late: New Monterey arrived at approximately 6:12 pm.

APPROVAL OF MINUTES
1. June 16, 2022 (Not a Project Under CEQA per Article 20, Section 15378 and Under General

Action: Approved as submitted.
Committee Member Duke introduced a motion to approve the June 16, 2022 minutes as
submitted. The motion was seconded by Committee Member Rasch.
The motion carried by the following vote:

Action: NCIP Staff Coordinator Harty provided oral informational report and staff
comments.
Mr. Harty reminded Committee Members to complete their online anti-harassment training. Mr.
Harty also informed the Committee that the regional fire protection plan, which was a project
proposed to NCIP this year, was withdrawn because an alternate funding source was found;
additionally, the request for the NCIP Committee to write a letter of support for the project was
deemed beyond the purview of the NCIP Committee.

2. NCIP Spokesperson Reports
Action: Received oral report from NCIP Chair/Spokesperson Heuer concerning the Parks
and Recreation Committee meeting where NCIP projects were reviewed.

3. Report on NCIP Program Funding for FY 2022/23 From Finance Director (Not a Project Under
CEQA per Article 20, Section 15378 and Under General Rule Article 5, Section 15061)
Action: Received report from Finance Director Rafaela King.
4. Review Project List Recommended to Council for FY 2022-23 Neighborhood and Community
Improvement Program, Establish Contingency and Recommend Council Approve FY2022-23
NCIP Projects (Not a Project Under CEQA per Article 20, Section 15378 and Under General
Rule Article 5, Section 15061)
Action: Reviewed FY 22-23 project list recommended to Council and recommended
contingency.
Committee Member Duke introduced a motion for 10% supplemental contingency. The
motion was seconded by Committee Member Rasch.
The motion carried by the following vote:

Committee Member Tipton introduced a motion to not change the 10% contingency
amount, to go work with submitters of Upper Wyndemere Log Drop Repair and Casa
Verdy/Hwy 1 Hardscape Murals to see if the projects can be adjusted and if they can then
to add in the cut-off projects. The motion was seconded by Committee Member Duke.

Action: Discussed NCIP neighborhood map boundaries.
Committee Member Heuer introduced a motion for Staff to have governmental areas of
the map greyed out. The motion was seconded by Committee Member Ruccello.

Committee Member Heuer introduced a motion to refer to the Policy and Procedures
sub-committee for the definition of Community-Wide projects. The motion was
seconded by Committee Member Duke.
