This meeting was held with a combination of in-person and teleconference attendance pursuant
to the Ralph M. Brown Act, Calif. Government Code section 54953(e)(1)(C), and the Monterey
City Council’s Resolution authorizing virtual participation in public meetings given the COVID-19
pandemic.
CALL TO ORDER
Chair Hunter called the meeting to order at 4:00 p.m. Recording Secretary Barrera
provided information to the public about how to participate by calling in to give public
comment on the live web meeting.

On a motion by Committee Member Carter, seconded by Committee Member Bluth, and carried

PE-19-0137 of Architectural Review Permit ARP-17-0139 for a new two-story single-family

Staff Presentation/Committee Member Questions
Associate Planner Sabdo presented the Agenda Report and answered Committee
Members’ questions.
Principal Planner Roveri clarified that forestry weighed in on the type of replacement
trees, but the Architectural Review Committee (ARC) must approve the decision to
remove the trees.
Committee Member Pauly questioned the tree replacement ratio. Ms. Sabdo stated the
ratio is 3:1 however the tree replacement exceeds that.
Committee Member Schmidt asked clarifying questions about the building’s location and
if the existing building will be demolished. Ms. Sabdo said the building is closer to
Highway 68 and the project is a planned remodel.
Committee Member Pauly noted another project on Garden Road was an approved
remodel but was torn down to its foundation and questioned if it had to come back to
ARC. Committee Member Pauly surmised these buildings seem to have reached their
lifespan. Ms. Roveri said staff can follow up with the Building Department for details.
Committee Member Carter questioned the status of the water. Ms. Sabdo stated the
applicants need proof of water availability to obtain a building permit but deferred to the
applicant.
Applicant
Randall Russom, applicant, shared a presentation and stated the number of trees were a
result of negotiation between the arborist and the forestry department. Mr. Russom

confirmed that they are open to considering less trees but are not asking for it.
Committee Member Carter asked for acronym definitions, if the water management
district has approved the water, and when the proposed start date of the project is. Mr.
Russom stated the water is approved and that building permits will be applied for after
ARC approval.
Committee Member Bluth pondered if noise abatement initiatives have been taken. Mr.
Russom said that there hasn’t been a noise study, but all windows and doors will be
replaced with dual pane and the building will be properly weather stripped and insulated.

Committee Member Comments
Committee Member Bluth spoke in favor of the project. Committee Member Carter
agreed.
Committee Member Pauly commended the applicant on creating outdoor spaces but
questioned the necessity of 40 replacement trees as the area feels dense and may not
thrive. Committee Member Pauly questioned if the building is past its lifespan.
Committee Member Schmidt spoke in support of the project but shared concerns over
existing buildings not being able to be utilized.
Vice-Chair Tregenza said he would defer to the arborist and forester regarding tree
replacement.
On a motion by Vice-Chair Tregenza, seconded by Committee Member Bluth, and carried by
the following vote, the Architectural Review Committee approved Architectural Review
Application ARP-20-0251 for preliminary and final architectural review of the remodel and
repurposing of an existing office building into 25 multi-family residential housing units, accessory
structures (bike lockers and trash enclosure), and new landscaping and landscape features, and
Tree Removal Application ART-22-0161 for the removal of nine trees (1 Italian stone pine, 3
Monterey pine, and 5 coast live oak) at 2560 Garden Road:

Vice-Chair Tregenza inquired if a banner is considered a temporary sign. Mr. Buggert
replied yes.
Vice-Chair Tregenza clarified that he meant banners hung in businesses. Ms. Roveri
confirmed sale signs are not exempt.
Committee Member Carter commented on an overabundance of real estate signs and
inquired about guidelines. Ms. Roveri stated real estate signs are exempt and there are
no limits to the number of days they can be installed but there are size limitations.
Committee Member Bluth asserted that he had previously brought up the excessive
number of “for rent” signs posted, and that City staff has pursued it to the extent that it
needs legal review, but it is not top priority.

6. Planning Office Update
ADJOURNMENT
ADJOURNMENT — The general policy of the Architectural Review Committee is that the
Afternoon Session will end no later than 5:30 p.m. and the Evening Session will end no
later than 11:00 p.m. Any public agenda items that have not been completed within the
designated adjournment time may be formally extended by the Committee, or continued
to the next regularly scheduled Architectural Review Committee Meeting, or continued to
a Special Meeting.
Agenda packets may be reviewed by the public in the Monterey Public Library, in the Planning Office,
or on the web at http://www.monterey.org beginning late Friday afternoon prior to the date of the
meeting.
Members of the public have the right to address the Committee on any Agenda items. The Chair will
formally open the floor for public comment. However, if you wish to speak to items during "Consent
Agenda" or "Staff Informational Report," please advise the staff or the Chair prior to the action on that
item and you will be recognized. Notification as much in advance as possible is appreciated.
Information distributed to the Committee at the meeting becomes part of the public record. A copy of
written material, pictures, etc. should be provided to the Secretary for this purpose.
Architectural Review Committee decisions may be appealed within ten (10) days from the date of the
decision on forms available in the Planning Division during business hours. When the tenth day falls
on a weekend or a holiday, the appeal deadline date is the next working day following the holiday or
