Brown Act, Calif. Government Code section 54953(e)(1)(C) and the City Council's resolution authorizing teleconferencing. CALL TO ORDER Action: NCIP Chair Heuer called the meeting to order at 6:01 p.m. Staff Coordinator Tom Harty explained to the public how to participate in the meeting virtually via Zoom teleconference. ROLL CALL Neighborhood and Community Improvement Program 1/12/2023 6:00:00 PM Committee Minutes Action: Called roll with 12 neighborhoods represented and 3 neighborhoods absent (Aguajito Oaks, Deer Flats, New Monterey). Two neighborhoods arrived late: Deer Flats arrived at approximately 6:20 pm, and New Monterey arrived at approximately 6:03 pm. 1. Introduction of 2023 Neighborhood and Community Improvement Program (NCIP) Representatives and Alternates (Not a Project Under CEQA per Article 20, Section 15378 and Under General Rule Article 5, Section 15061) APPROVAL OF MINUTES 2. August 18, 2022 (Not a Project Under CEQA per Article 20, Section 15378 and Under General Rule Article 5, Section 15061) Action: Approved as submitted. Committee Member Duke introduced a motion to approve the August 18, 2022 minutes as submitted. The motion was seconded by Committee Member Rasch. The motion carried by the following vote: AYES: 13 COMMITTEE MEMBERS: Heuer, Ruccello, Fields, Hanson, Tipton, Rowley, Whitney, Rasch, Ogbonna, Adam, Harrison, Duke, Peterson NOES: 0 COMMITTEE MEMBERS: ABSENT: 2 COMMITTEE MEMBERS: Aguajito Oaks, Deer Flats ABSTAIN: 0 COMMITTEE MEMBERS: RECUSED: 0 COMMITTEE MEMBERS: PUBLIC COMMENTS Pat Venza discussed NCIP and the increasing amount of projects, projects not being completed and cost increases. INFORMATIONAL REPORTS & STAFF COMMENTS 3. Presentation of Neighborhood and Community Improvement Program Active and Completed Projects (Not a Project Under CEQA per Article 20, Section 15378 and Under General Rule Article 5, Section 15061) Action: NCIP Staff Coordinator Harty provided oral informational report regarding NCIP active and completed projects. Public comment was received from John Sovereign who asked how last year’s cut-off projects would be handled. NCIP Spokesperson Reports Action: NCIP Chair/Spokesperson Heuer welcomed the City’s new Mayor and Councilmembers. PUBLIC APPEARANCE 5. Adopt Neighborhood and Community Improvement Program Committee Deadline and Meeting Schedule for Development of the 2023/24 Neighborhood and Community Improvement Program (Not a Project Under CEQA per Article 20, Section 15378 and Under General Rule Article 5, Section 15061) Action: Discussed and reviewed deadline and meeting schedule. Committee Member Rowley introduced a motion to adopt the NCIP Committee Deadline and Meeting Schedule for the 2023/24 Neighborhood and Community Improvement Program as submitted. The motion was seconded by Committee Member Rasch. Elect Neighborhood and Community Improvement Program Committee Chair/Spokesperson and Vice Chair/Alternate Spokesperson (Not a Project Under CEQA per Article 20, Section 15378 and Under General Rule Article 5, Section 15061) Action: Discussed nominations for NCIP Chair/Spokesperson and Vice Chair/Alternate Spokesperson. Committee Member Ruccello introduced a motion to elect Rick Heuer as the Committee Chair/Spokesperson. The motion was seconded by Committee Member Fields. Committee Member Ruccello complimented Alyssa on her service. He also discussed staffing concerns and project completions. Committee Member Fields thanked Alyssa. Committee Member Rasch discussed her former neighborhood Alternate Bruce Zanetta. She also complimented Alyssa. She said she would like to discuss strategy at a future meeting. Committee Member Rowley said NCIP needs to keep plowing ahead and praised Tom and Cody.
