CONSENT ITEMS Approval of Minutes 2. May 3, 2023 (Not a project under CEQA per Article 20 Section 15378 and under General Rule Article 5 Section 15061) Action: Approved as submitted. Staff Presentation/Committee Member Questions Associate Planner Matthew Buggert presented the Agenda Report and answered Committee Members’ questions. Committee Member Schmidt asked for clarification on flag height. Committee Member Carter asked if the applicant attempted to follow city guidelines. Committee Member Ostovar asked if the applicant considered presenting a project that was within the guidelines. Mr. Buggert clarified the flag height and said he didn’t think guidelines were attempted to be followed. Vice-Chair Tregenza asked if square footage is included in the condition of approval. Mr. Buggert said it does not specify square footage. Vice-Chair Tregenza suggested including it in the condition of approval. Applicant No comments. Public Comments None. Committee Member Comments Vice-Chair Tregenza commented that, aesthetically, two flags would look best on each side of the door, and it could be left up to the applicant to decide which signs to keep. Committee Member Schmidt said she felt six flags were excessive and the signs are large but is more comfortable with the conditions of approval set in place by staff. Chair Hunter and Vice-Chair Tregenza agreed with Committee Member Schmidt. Committee Member Ostovar agreed and added that less flags may improve the visibility of the business. Staff Presentation/Committee Member Questions Senior Associate Planner Schmidt presented the Agenda Report. Committee Members had no questions. Applicant Lisa Villafranca, applicant, shared the intent of the project is to create an outdoor space with privacy for guests while keeping it aesthetically appealing. Public Comments None. Committee Member Comments Vice-Chair Tregenza asked the owner to consider continuity and replace the other picket fence at some point. Vice-Chair Tregenza said he likes the string lights as long as they are shielded from the roadway and the sky. On a motion by Committee Member Ostovar, seconded by Vice-Chair Tregenza, and carried by the following vote, the Architectural Review Committee approved Architectural Review Permit ARP-23-0030 for preliminary and final architectural review of new fencing and lighting at 900 Munras Avenue: AYES: 5 MEMBERS: Hunter, Tregenza, Carter, Ostovar, Schmidt NOES: 0 MEMBERS: None ABSENT: 1 MEMBERS: Pauly ABSTAIN: 0 MEMBERS: None RECUSED: 0 MEMBERS: None COMMITTEE MEMBER COMMENTS Committee Member Carter thanked Mr. Schmidt and the City of Monterey for cutting down overgrown brush. INFORMATIONAL REPORTS & STAFF COMMENTS Ms. Roveri shared an update on adding a 7th Committee Member and updates on the cannabis ordinance. Planning Office Update ADJOURNMENT ADJOURNMENT — The general policy of the Architectural Review Committee is that the Afternoon Session will end no later than 5:30 p.m. and the Evening Session will end no later than 11:00 p.m. Any public agenda items that have not been completed within the designated adjournment time may be formally extended by the Committee, or continued to the next regularly scheduled Architectural Review Committee Meeting, or continued to a Special Meeting. Members of the public have the right to address the Committee on any Agenda items. The Chair will formally open the floor for public comment. However, if you wish to speak to items during "Consent Agenda" or "Staff Informational Report," please advise the staff or the Chair prior to the action on that item and you will be recognized. Notification as much in advance as possible is appreciated. Information distributed to the Committee at the meeting becomes part of the public record. A copy of written material, pictures, etc. should be provided to the Secretary for this purpose. Architectural Review Committee decisions may be appealed within ten (10) days from the date of the decision on forms available in the Planning Division during business hours. When the tenth day falls on a weekend or a holiday, the appeal deadline date is the next working day following the holiday or weekend. An appeal fee will apply.
