Brown Act, Calif. Government Code section 54953(e)(1)(C) and the City Council's resolution authorizing teleconferencing. CALL TO ORDER Action: NCIP Vice Chair Rasch called the meeting to order at 6:00 p.m. Staff Coordinator Tom Harty explained to the public how to participate in the meeting virtually via Zoom teleconference. ROLL CALL Neighborhood and Community Improvement Program 5/11/2023 6:00:00 PM Committee Minutes Action: Called roll with 13 neighborhoods represented and 2 neighborhoods absent (Aguajito Oaks and Alta Mesa). PUBLIC COMMENTS Public comments were received by Sharon Dwight, Donna Gibson, Wendy Brickman, Robert Yoha and Lance Koehler. INFORMATIONAL REPORTS & STAFF COMMENTS NCIP Staff Coordinator Harty informed committee that parking passes are available for neighborhood representative and that conflict maps are under review. NCIP INFORMATIONAL REPORTS 1. NCIP Spokesperson Reports NCIP Vice Chair Rasch asked the committee to provide their priority lists. NCIP Committee Second Review of Proposed Projects: New Monterey – Villa Del Monte and Multi-Neighborhood Projects (Not a Project Under CEQA per Article 20, Section 15378 and Under General Rule Article 5, Section 15061) Staff Coordinator Harty reviewed proposed project New Monterey – Villa Del Monte and Multi- Neighborhood, receiving public and committee comments after reviewing each neighborhood. New Monterey Public and Committee Comments: Public comment was received by Ellen McEwen, Parks and Recreation Commission, who pulled project NM-06 and suggested to do surface upgrades to extend the life of the building and added that it is number three on the Parks and Recreation Commission priority list. Lee Anderson commented in favor of NM-13. Donna Gibson commented in favor of NM-13. Sharon Dwight commented in favor of NM-02, NM-05, NM-08, NM-16, NM-11, NM-10, NM-13, and NM-24. Donna Gibson commented in favor of NM-20 noting that it is priority number nine for the Parks and Recreation Commission. Lance Koehler commented in favor of NM-16. Committee Member Ogbonna commented that the neighborhood association is in favor of projects that emphasize safety and listed their priorities as NM-13, NM-19, and NM-12. Committee Member Ogbonna also commented that NM-25 was completed by residents and is low on the priority list. Staff Coordinator Harty clarified that the cost estimate NM-10 can be lowered if committee decides that the project is just for a design. Staff Coordinator Harty clarified the cost estimate is for the full restoration of the Aeneas Bridge (NM-16). The Committee commented that they would like to receive information on the public restroom study in order to make a decision on NM-10. Old Town Public and Committee Comments: Public comment was received by Carrie Ann in favor of OT-02. Committee Member Harrison withdrew OT-01. Committee Member Harrison listed the neighborhood project priorities as OT-05, OT-03, and OT-02. Ryan Ranch Public and Committee Comments: Public comments were received by John Sovereighn, Michael Kennedy, Cindy Davis, Charles Carter, Tony Melandres, Karen Hinton, Donna Gibson, Chad Gile, and Theresa Pipe in favor of RR-02. Sharon Dwight commented in favor of RR-01. Committee Member Rowley commented in favor of RR-01. Committee Member Ruccello commented in favor of RR-02. Skyline Public and Committee Comments: Public comment was received by Committee Member Hans Yannish in favor of SK-05. Committee Member Duke listed the neighborhood project priorities as SK-03, SK-08, and SK- 05. He also commented that SK-09 was already repaired and that he was in favor of SK-10. Villa Del Monte Public and Committee Comments: Public comment was received by Chantrell Melentres in favor of VDM-05. Committee Member Peterson the neighborhood project priorities as VDM-07, VDM-05, VDM- 06, VDM-02, VDM-03, and VDM-07. Multi-Neighborhood Public and Committee Comments: Public comment was received by Tom Reeves in favor of MN-12, Pat Venza in favor of MN-06, Ellen McEwen in favor of MN-12 noting this project is number one for the Parks and Recreation Commission, Sharon Dwight in favor of MN-17, Wendy Brickman in favor of MN-01, Therese Pipes in favor of MN-01, and Robert Yoha in favor of MN-01. Committee Member Rowley commented in favor of MN-05. City traffic engineering staff commented that the highway is under CalTrans jurisdiction in regard to MN-05. Committee Member Fields commented on furthering discussion for projects MN-01, MN-06, MN-11, MN- 12, and MN-13. Committee Member Duke, Harrison, and Ruccello commented in favor of MN- 06. Committee Member Hanson commented in favor of MN-18, and Committee Member Peterson commented in favor of MN-14.
