Committee Member Turgen asked clarifying questions about the height of the fence. Chair Tregenza asked clarifying questions about the material. Mr. Buggert answered. Applicant Applicant Juan Carlos Marquez provided additional details on the proposed materials and asked the Architectural Review Committee (ARC) if the fence may be stained a greenish color. Public Comments None. Committee Member Comments Committee Member Turgen commented on number of different fence finishes. Committee Member Ostovar stated the fence stains should match. The Committee agreed no stain or paint should be applied to the fence Chair Tregenza and Committee Member Turgen spoke against the fence stain. Chair Tregenza inquired about the purpose of the parapet height. Mr. Schmidt referred to applicant. Committee Member Ostovar asked if the monument sign would go over the existing base. Chair Tregenza asked if the backlist sign is the same. Mr. Schmidt replied yes. Applicant Applicant Steve Rosenbloom provided additional details on their revised proposal. Mr. Rosenbloom said the revised design softened the parapet look and lowered the height per the ARC’s request. Public Comments None. Committee Member Comments Committee Member Hunter spoke in favor of the updated design. Chair Tregenza, Vice-Chair Pauly, and Committee Member Ostovar agreed. Chair Tregenza stated the design is not ideal but commended the Carl’s Jr. corporation for giving special consideration to the ARC’s guidance. Chair Tregenza suggested revisiting the Lighthouse Specific Plan’s sign guidelines in respect to menu boards and LED signage. Staff Presentation/Committee Member Questions Associate Planner Sabdo presented the Agenda Report and answered Committee Members’ questions. Chair Tregenza and Vice-Chair Pauly asked clarifying questions about the material and color. Committee Member Turgen asked about the color of the stucco. Ms. Sabdo referred to applicant. Applicant Project architect Malika Junaid explained the owners intend on using sustainable materials. Ms. Junaid clarified the siding material and color and said the stucco will be white and that the composite wood material would be charcoal grey color. Public Comments None. Committee Member Comments Vice-Chair Pauly spoke in favor of the design and commended the applicant on the quality of the drawings. Chair Tregenza stated he was initially concerned about the color and design but overall, spoke in favor of the project. Mr. Buggert summarized. Chair Tregenza asked for photos of the story poles that would illustrate the vantage point of the 1st floor balcony across the street. Mr. Buggert shared photos. Applicant Architect and applicant Cindi Scarlett shared background information on homeownership and explained the intent behind project. Owner Owner Erin Lawler expressed a desire to preserve the historic integrity of home. Public Comments Brian Tall, Wave Street Condo and Antique Mall owner, shared concerns about the project height, and potentially obstructed views and the impact of the resale value. Committee Member Comments Vice-Chair Pauly asked for clarification on the layout of the condos across the street. Chair Tregenza asserted the lower balconies will lose their view of the ocean but will still have some views from the second story balconies. Vice-Chair Pauly pointed out that it is in a high-density area. Committee Member Hunter said he had concerns about the obstructed views until he realized they were town homes and that views would be maintained at the upper level. Committee Member Ostovar surmised that some views will be lost but there will still be views from the second story balcony. Vice-Chair Pauly spoke in favor of the design. Due to a discrepancy on the originally submitted plans and subsequent revised plans provided by the applicant, Mr. Hill suggested adding a condition of approval specifying the height of the structure shall not exceed the maximum height allowance for the C-2 zoning district, which is 25 feet.
