Recording Secretary Arganbright announced staff present and provided information to the public about how to participate by calling in to give public comment on the live web meeting. CONSENT ITEMS Approval of Minutes 2. February 21, 2024 (Not a project under CEQA per Article 20 Section 15378 and under General Rule Article 5 Section 15061) No Comments. Action: Approved as submitted. PUBLIC APPEARANCE  Architectural Review Committee Minutes Wednesday, March 20, 2024 3. -175-018-000); Architectural Review Permit ARP-23-0085 for Preliminary and Final Architectural Review of a First- and Second-Story Addition to an Existing Single-Family Dwelling; Applicant Kenneth Chad Brown; Owner Vanessa and Mario Orsi Trs.; R-1-5 Zoning District; Low Density Residential General Plan Land Use Designation; Exempt from CEQA per Article 19, Section 15301, Class 1 Action: Continued Architectural Review Permit ARP-23-0085 for Preliminary and Final Architectural Review of a First- and Second-Story Addition to an Existing Single-Family Dwelling at 799 Grace Street to a date uncertain. Staff Presentation/Committee Member Questions Associate Planner Buggert presented the Agenda Report and answered Committee setbacks, the classification of the project as a 2nd-story addition, the current accessory structure, and lot coverage. Principal Planner Roveri responded to the maximum lot coverage question as well. Applicant Applicant Chad Brown said they would fix the site plan setbacks and that they were planning on preserving the current style and materials. Brown also welcomed feedback from the Committee and community. Public Comments Neighbor Howard commented in opposition to the project on the grounds that the project reduces/blocked their view of the ocean. Howard also expressed appreciation for the gn, new roof, and neighborhood fit. Committee Member Comments The Committee expressed the possibility of a field trip for the project to see the view from the neighboring property. The Committee reopened public comment and asked more questions about the view property, and Howard responded with clarification. Brown responded with a willingness to meet with the neighbor and work on a suitable agreement. The Committee asked staff how to procedurally allow an agreement between the neighbor and project applicants. Planning Manager Hill suggested continuing the item to a date uncertain or scheduling a site visit. The Committee expressed a desire to allow the project applicant and neighbor to come to an agreement by continuing the item to a date uncertain. On a motion by Committee Member Hunter, seconded by Chair Tregenza, and carried by the following vote, the Architectural Review Committee continued Architectural Review Permit ARP-23-0085 for Preliminary and Final Architectural Review of a First- and Second-Story Addition to an Existing Single-Family Dwelling at 799 Grace Street to a date uncertain.
