This meeting was held with a combination of in-person and teleconference attendance,
pursuant to the Ralph M. Brown Act, Calif. Government Code section 54953(e)(1)(C) and the
City Council's resolution authorizing teleconferencing.
CALL TO ORDER
Action: NCIP Chair Heuer called the meeting to order at 6:00 p.m.
Staff Coordinator Paulding explained to the public how to participate in the meeting virtually via
Zoom teleconference.

Committee Minutes
1. February 22, 2024 (Not a project under CEQA Article 20, Section 15378 and under General
Rule Article 5, Section 15061)
Action: Approved with amendments change “Rowley” to “Maxner”.
Committee Member Rowley introduced a motion to approve the February 22, 2024
minutes as submitted. The motion was seconded by Committee Member Duke.
The motion carried by the following vote:

2. NCIP Budget/Fund Balance Information Presentation (Not a project under CEQA Article 20,
Section 15378 and under general Rule Article 5, Section 15061)
Staff Coordinator Paulding presented the NCIP Budget/Fund Balance Information Presentation.
Committee Members Heuer, Sovereign, Adam, Ogbonna, Ruccello, Overton, Duke, and Fields
commented with Finance Director King and Staff Coordinator Paulding providing responses.

3. NCIP Committee 1st Review of Projects: First Half of Neighborhoods (Not a project under CEQA
Article 20, Section 15378 and under general Rule Article 5, Section 15061)
Staff Coordinator Paulding reviewed proposed projects for Alta Mesa – Glenwood, receiving
public and committee comments after reviewing each neighborhood.
Aguajito Oaks Neighborhood Public and Committee Comments:
No project nominations submitted for neighborhood.
Alta Mesa Neighborhood Public and Committee Comments:
Committee Chair Heuer commented on AM-01 on how the project would get around the wall
and the need for a petition from neighborhood. Committee Member Fields commented on AM-
01 on current walkway is private property.
Casanova Oak Knoll Public and Committee Comments:
Public comment was received by Esther Malkin in favor of COK-04.
Committee Member Ruccello commented on COK-01, COK-02, and COK-03 on how the
projects were submitted for disability accessibility to complete sidewalks. Committee Member
Ogbonna commented on COK-06 on what is the life span of radar services, and Staff
Coordinator Paulding with an expected 10-year life span for radar speed signs.
Deer Flats Public and Committee Comments:
Committee Member Overton commented generally on DF-01 and DF-02.
Del Monte Beach Public and Committee Comments:
Committee Member Fields commented generally on each project. Several committee members
including Rowley, Peterson, and Purdy commented on DMB-05 on ensuring the design of the
bike rack is practical and the location of the bike rack is accessible.
Del Monte Grove-Laguna Grande Public and Committee Comments:
Public Comments were received from Jean Rasch, Esther Malkin, and Kate Daniels in favor of
DMG-02. Committee members Sovereign, Fields, Ruccello, Purdy, Duke, and Ogbonna
commented on DMG-02. Sovereign questioned public comments to seek funds from the City
directly. Fields commented the precedence for land acquisition from NCIP but also emphasized
water accessibility. Ruccello commented on considerations for how to improve housing more
quickly beyond the vacant land. Purdy commented on the viability of water for the vacant land.
Duke commented on the land being vacant for 2 years and questioned if there is an
environmental issue. Ogbonna commented on the listing price for $7 million with a portion
coming from NCIP funding and the rest through other funding sources.
Downtown Public and Committee Comments:
Public Comment was received from Richard Snelling in favor of DT-12 and from Jean Rasch
opposing DT-04 for the environmental impacts of synthetic turf. Committee Member Tipton
gave general comments on all DT projects, especially for DT-21 to look into City funding as well
and in favor of DT-16. Committee member Ruccello commented on DT-04 on the potential
injuries of artificial turf. Committee member Fields commented on DT-05 on lights electrical bills
covered by PG&E Financing. Several committee members commented on DT-12, including
Sovereign commented on the city paying for resurfacing and Rowley commented on the
availability of courts for inter-club which is not as active.
Fishermen’s Flats Public and Committee Comments:
Committee member Rowley commented on the project nominations generally.
Glenwood Public and Committee Comments:
Committee member Whitney commented in favor of GW-01. Public comment was received from
Park Operations Manager Louie Marcuzzo on GW-01 on the current funds allocated to maintain
the work. Committee members Rowley, Purdy, and Heuer gave general comments on GW-01.

NCIP INFORMATIONAL REPORTS
4. NCIP Spokesperson Reports
NCIP Chair Heuer commented appreciating the report and work by Finance Director King.
NCIP Project Engineering Manager presented a report on statuses of past projects. The report
includes 4 completed project since last meeting and the status of current NCIP projects with 67
projects currently in budget potentially to award contracts as necessary, and currently working
on approximately 20 projects that are actively in progress and being worked on.
COMMITTEE MEMBER COMMENTS
Committee Member Sovereign commented on the support for public art.
Committee Member Ogbonna commented on the differences of neighborhood associations
meeting the neighborhood plans.
Committee Member Whitney commented appreciating the reports, completed projects, NCIP
booklets, and sound system.
Committee Member Adam commented appreciating the information on projects being worked
on.
Committee Member Tipton commented appreciating the work being done to complete projects
and asked about the returning projects which were for only one year.
Committee Member Rowley commented appreciating Staff Coordinator Paulding.
Committee Member Ruccello commented appreciated the projects done and requested for an
email packet of projects which are posted on the NCIP website.
Committee Member Duke commented on the redacted projects in the packet.

PUBLIC COMMENT PROCEDURES AND TIME LIMITS:
The total amount of time allocated for public comment on a particular issue and for each
individual speaker is generally as follows:
1. Up to three minutes per speaker.
2. For regular Neighborhood and Community Improvement Program Committee meetings,
there is one 15-minute public comment period for items not on the agenda.
3. The total time allocated for public comment:
a. Items pulled from the consent agenda – 15 minutes each item
b. Public Appearance items – 30 minutes each item
c. Public Hearing items – 30 minutes each item
At the time an item is considered, the Chair will ask those attending the meeting in person to
line up at the podium or raise their hands, and for remote participants to use *9 on the telephone
or the “raise hand” function in Zoom, if they wish to address the Neighborhood and Community
Improvement Program Committee. The maximum amount of time for each person to speak and
the total amount of time allotted for each item will be determined based on the number of people
indicating an interest in speaking and the amount of business to be conducted on the agenda. In
exceptional circumstances and when necessary to ensure a full opportunity for public input, the
Chair may, with the Committee’s consent, adjust the amount of time allowed for public input
and/or the time allotted for each speaker.

make a brief report on their activities. In addition, a Committee Member or the Neighborhood
and Community Improvement Program Committee may provide a referral to staff or other
resources for factual information. (Government Code section 54954.2(a)(3).)
