MINUTES ARCHITECTURAL REVIEW COMMITTEE Wednesday, September 18, 2024 4:00 PM 5:30 PM COUNCIL CHAMBER AND ZOOM TELECONFERENCE MONTEREY, CALIFORNIA Members Present: Pauly (arrived 4:05 p.m.), Ostovar, Hunter, Sanders, Turgen Members Absent: Palmer, Tregenza Staff Members Present: Planning Manager Hill, Principal Planner Roveri, Senior Associate Planner Schmidt, Recording Secretary Arganbright CALL TO ORDER Vice-Chair Ostovar called the meeting to order at 4:01 p.m. Recording Secretary Arganbright announced staff present and provided information to the public about how to participate by calling in to give public comment on the live web meeting. CONSENT ITEMS Approval of Minutes No comments. 2. September 04, 2024 (Not a project under CEQA per Article 20 Section 15378 and under General Rule Article 5 Section 15061) Action: Approved as submitted. On a motion by Committee Member Hunter, seconded by Committee Member Turgen, and carried by the following vote, the Architectural Review Committee approved the CONSENT ITEMS as submitted: AYES: 4 COMMITTEE MEMBERS: Ostovar, Hunter, Sanders, Turgen NOES: 0 COMMITTEE MEMBERS: (None) ABSENT: 3 COMMITTEE MEMBERS: Pauly, Palmer, Tregenza ABSTAIN: 0 COMMITTEE MEMBERS: (None) RECUSED: 0 COMMITTEE MEMBERS: (None) General Public Comment Brent Thye commented that at the previous meeting on September 04, 2024, the project at 739 Archer was proposing to build a wall that is not compliant with the required side yard setback and this was not discussed in the meeting. Chair Pauly arrived at 4:05 p.m. Committee Member Sanders recused themselves to avoid any conflict of interest with the project at 1054 Hellam Street. Consider 1054 Hellam Street; Architectural Review Permit ARP-23-0086 for Preliminary and Final Architectural Review of a New Two-Story Single-Family Dwelling; Applicant Natalia Amatuni; Owner Svetlana Kotelnikova Tr.; R-1-6 Zoning District; Low Density Residential General Plan Land Use Designation (Exempt from CEQA per Article 19, Section 15303, Class 3) Action: Approved Architectural Review Permit ARP-23-0086 for Preliminary and Final Architectural Review of a New Two-Story Single-Family Dwelling at 1054 Hellam Street as submitted. Staff Presentation/Committee Member Questions Senior Associate Planner Schmidt presented the Agenda Report and answered Committee the previously approved variances and the proposed roof deck. Applicant Owner Svetlana Kotelnikova stated that they had changes to the previous structure because the garage was too short and that also affected the rear elevation. Kotelnikova noted that they tried to minimize structural work and that there were no changes to the façade. Ostovar asked if civil engineers were involved in the construction and Kotelnikova responded that yes, they were, the soil and water issues were the main issues in constructing the house, and that the civil drawings took a year to get. Public Comments None. Committee Member Comments The Committee expressed appreciation for the designs and how the property owner worked with soil engineers to address the topography of the property. Chair Pauly did note that they would have had reservations regarding the 3rd story deck within a side yard setback and how it may be a privacy issue, but they did not want to adjust an item that has already been approved. Vice-Chair Ostovar mentioned having seen the surrounding area and noticed other roof decks and did not see any issue with it. Consider 1240 Munras Avenue; Sign Permit Application SI-24-0172 for One Replacement Vehicle-Oriented Freestanding Sign; Applicant Jon Mata; Owner VON 20 MUNRAS L P; Visitor Accommodation Facility Zoning District; Commercial General Plan Land Use Designation; Exempt from CEQA per Article 19, Section 15301, Class 1 Action: Approved Sign Permit SI-24-0172 for One Replacement Vehicle-Oriented Freestanding Sign at 1240 Munras Avenue as submitted. Staff Presentation/Committee Member Questions Principal Planner Roveri questions regarding the square footage of the sign and sign guidelines. Planning Manager Hill confirmed that Chair Pauly lived farther than the recommended recusal distance. Applicant Applicant, Jon Mata, appreciated presentation. Mata said the sign was a nicer design than the Motel 6 and that they were tasked with making it visible to motorists on Munras Avenue. Mata stated they were aware of the sign guidelines, but that they were unaware of how the sign guidelines allocate square footage for VAF-zoned properties. The Committee asked about the posts which were not within the city sign guidelines and Mata said the client wanted something more along the theme of the hotel and the bollards fit well. Public Comments None. Committee Member Comments The Committee expressed appreciation for what they considered to be an upgrade from the Motel 6 sign. The Committee also wanted to further discuss the posts and why or when the applicants can bypass the sign guidelines. The Committee discussed that the ARC is positioned in these situations to see that the applications are not black and white, and to allow room for situations that are inconsistent with the sign guidelines but make sense within larger context. The Committee then expressed that they were not certain there was a compelling argument for allowing the posts for the proposed sign, but also that they did not see a problem with the inconsistencies in the sign guidelines. The Committee commented that they thought the sign was charming. PUBLIC COMMENT PROCEDURES AND TIME LIMITS: The total amount of time allocated for public comment on a particular issue and for each individual speaker is generally as follows: 1. Up to three minutes per speaker. 2. For regular Architectural Review Committee meetings, there is one 15-minute public comment period for items not on the agenda. 3. The total time allocated for public comment: a. Items pulled from the consent agenda – 15 minutes each item b. Public Appearance items – 30 minutes each item c. Public Hearing items – 30 minutes each item At the time an item is considered, the Chair will ask those attending the meeting in person to line up at the podium or raise their hands, and for remote participants to use *9 on the telephone or the “raise hand” function in Zoom, if they wish to address the Architectural Review Committee.
