CALL TO ORDER
Chair Pauly called the meeting to order at 4:00 p.m. Recording Secretary Arganbright
announced staff present and provided information to the public about how to participate by
calling in to give public comment on the live web meeting.

Action: Approved as submitted.
On a motion by Committee Member Hunter, seconded by Committee Member Palmer, and
carried by the following vote, the Architectural Review Committee approved the CONSENT

Staff Presentation/Committee Member Questions
Associate Planner Buggert
questions regarding water for the ADU, conditions of approval, the differences between ADUs
and JADUs, and potential deed restrictions.
Principal Planner Roveri assisted with the questions regarding the conditions of approval and
the deed restrictions.

Committee Member Comments
The Committee discussed further about water credits and what the ARC was being asked to
review. Buggert provided further information on the water credits, conditions of approval, and
ADUs.
Buggert and Roveri reminded the ARC their discretion was regarding the 2nd-story addition
rather than the ADU.
On a motion by Committee Member Palmer, seconded by Committee Member Hunter, and
carried by the following vote, the Architectural Review Committee approved Architectural

Action: Approved Sign Permit SI-24-0140 for One Vehicle-Oriented Freestanding
Sign with Internal Illumination at 1300 Munras Avenue with added
conditions.
Staff Presentation/Committee Member Questions
Associate Planner Buggert presented the Agenda Report and answered Committee
lighting levels, the City sign guidelines, the special
condition of approval, the current cement footing, the public utilities access point, and the
internal illumination.
Roveri assisted with questions regarding the survey and potential NCIP/CIP project to
widen the sidewalk on Munras Avenue.
Applicant
Applicant Jeremy Vanderkraats responded to Committee questions
current concrete base, type of illumination, level of illumination, and proximity to the
property line. Vanderkraats stated that they foresaw no issue with adjusting the sign
away from the property line, and there is no current concrete base for the sign.
The Committee asked questions regarding the level of illumination and how to set the
illumination. Vanderkraats responded that the settings would be adjustable and
controlled by hotel staff.
Public Comments
Neighbor Charles Thomson noted the beautiful design and thought it looked much better
than the current sign, but also expressed that they believed the internal illumination
makes the hotel look much more commercial. Thomson said that they wanted to keep
the signs and flowers in the windowsill that make the hotels on Munras Avenue have
more of a cottage-type appeal. Thomson expressed concern that the internal illumination
would make the area look more commercial.
Committee Member Comments
The Committee expressed appreciat and stated they
understood their concern.
Vice-Chair Ostovar wanted to see further internal committee dialogue regarding what the
ARC would be willing to approve and the potential ramifications of allowing more
internally illuminated signs along Munras Avenue.
The Committee requested further information from Buggert regarding if the internal
illumination for the project was considered an outlier for the area and zoning. Buggert
responded and gave information on halo lighted signs versus internally illuminated signs
and stated that most of the surrounding hotels use halo lighting. Buggert also restated
that the project was before the ARC because it is in a VAF zone and because the
illumination was not considered shielded.
Committee Member Sanders stated they found the sign to be agreeable.
The Committee discussed previous projects they had approved with internal illumination
and expressed a displeasure with setting precedents allowing internal illumination.

The Committee reopened public comments to allow the applicant to answer further
questions.
Applicant
Vanderkraats responded to the Commissioner comments and talked about the styling,
illumination, and aesthetics of the current design. Vanderkraats mentioned a willingness
to change the sign to halo lighting, but said the internally lit acrylic done well looks much
better, is classier, and stands out more.
The Committee agreed with Vanderkraats that the design was classy and stands out, but
also let them know that this was the point of contention.
Committee Member Comments
The Committee recalled an internally illuminated sign they previously approved at the
Monterey Beach Hotel and expressed an appreciation for that sign as well as for the
tastefulness of the proposed sign and signaled a desire to approve the proposed sign.
The Committee also mentioned the need for increased revitalization and evolution on
Munras Avenue.
The Committee discussed making a motion and elements they wanted in the motion
On a motion by Vice-Chair Ostovar, seconded by Committee Member Palmer, and carried by
the following vote, the Architectural Review Committee approved Sign Permit SI-24-0140 for
an internally illuminated sign at 1300 Munras Avenue with conditions requiring a survey and a
12 to 18 inch buffer distance between the right of way and the sign:

PUBLIC COMMENT PROCEDURES AND TIME LIMITS:
The total amount of time allocated for public comment on a particular issue and for each individual
speaker is generally as follows:
1. Up to three minutes per speaker.
2. For regular Architectural Review Committee meetings, there is one 15-minute public comment period
for items not on the agenda.
3. The total time allocated for public comment:
a. Items pulled from the consent agenda – 15 minutes each item
b. Public Appearance items – 30 minutes each item
c. Public Hearing items – 30 minutes each item
At the time an item is considered, the Chair will ask those attending the meeting in person to line up at the
podium or raise their hands, and for remote participants to use *9 on the telephone or the “raise hand”
function in Zoom, if they wish to address the Architectural Review Committee. The maximum amount of
time for each person to speak and the total amount of time allotted for each item will be determined based
on the number of people indicating an interest in speaking and the amount of business to be conducted
on the agenda. In exceptional circumstances and when necessary to ensure a full opportunity for public
input, the Chair may, with the Committee’s consent, adjust the amount of time allowed for public input
