This meeting was held with a combination of in-person and teleconference attendance,
pursuant to the Ralph M. Brown Act, Calif. Government Code section 54953(e)(1)(C) and the
City Council's resolution authorizing teleconferencing.
CALL TO ORDER
Action: NCIP Vice Chair Fields called the meeting to order at 6:01 p.m.
Staff Coordinator Paulding explained how to participate in the meeting virtually via Zoom.

Committee Minutes
GENERAL PUBLIC COMMENTS
Public comment was received from Tom Reeves about the recent change of three NCIP
Committee representatives occurring, due to the end of terms for previous NCIP members during
this fiscal cycle, which he advocated for the term limits to allow NCIP Committee members to finish
their tenure until the end of the scheduled meetings for the current fiscal cycle. Public comment
was also received from Uwe Grobecker about the impacts of the airport on the community and
questioned whether air traffic is supporting the growth of neighborhoods.
APPROVAL OF MINUTES
1. June 6, 2024 (Not a project under CEQA Article 20, Section 15378 and under General Rule
Article 5, Section 15061)
Action: Approved as submitted.
Committee Member Duke introduced a motion to approve the June 6, 2024 minutes as
submitted. The motion was seconded by Committee Member Tipton.

INFORMATIONAL REPORTS & STAFF COMMENTS
NCIP Staff Coordinator Paulding provided a staff report with information on the NCIP budget,
completed projects since the last meeting, current state of actively worked on projects, and the
general details of projects in line to be worked on. Comments were received by Committee
Member Jannasch who asked for clarification on how projects are prioritized. Staff Coordinator
Paulding plans to make current project status available on the City website along with a
searchable GIS Map, and currently projects are prioritized by beginning with the top ten ranked
projects of previous years, and bundling projects with similar scope for efficiency of costs and
time. Vice Chair Fields agreed with that methodology. Committee Member Whitney commented
on the backlog of submitted projects, which have all been reviewed and voted on, so none are
remaining for further consideration. Public comment was received by Sharon Dwight who
advocated for projects to be completed in order by the year they were approved for fairness and
by Tom Reeves who recognized the issue of the backlog of projects and funds accumulating
over the years.

2. NCIP Spokesperson Reports
Committee Vice Chair Fields provided a report on her findings from the previous Special Joint
Meeting with City Council and NCIP Committee held on July 18, 2024. Vice Chair Fields first
highlighted how NCIP Committee receives input from the City and from their neighborhood,
emphasizing how NCIP Committee Members represent public members of the neighborhood,
not the Neighborhood Association, so it is vital for NCIP Committee Members to be involved
with the public through meeting attendance, emails, surveys, et cetera. Also Vice Chair Fields
provided a slideshow presentation containing financial information on NCIP funds used for
maintenance of NCIP projects over the years. Comment was received from Committee Member
Whitney asking for what kinds of maintenance projects are the City or NCIP responsible for,
which has been regularly done on a case-by-case basis. No public comment.

3. Review Project List Recommended to City Council for Fiscal Year 2024/25 Neighborhood and
Community Improvement Program (NCIP), Confirm Contingency Amount and Recommend City
Council Approve FY2024/25 NCIP Projects List (Not a Project under CEQA per Article 20,
Section 15378 and under General Rule Article 5, Section 15061)
Staff Coordinator Paulding and Vice Chair Fields introduced the contingency amount details to
be confirmed. Committee Members Duke and Jannasch both asked about whether the
contingency is sufficient and if the project estimates are sufficiently completed, for which Staff
Coordinator Paulding replied yes that the contingency is estimated to be sufficient. Public
comment for the contingency was received by Rick Heuer and Sharon Dwight, who both
advocated for no more reviews of the contingency amount as it has already been discussed and
voted on from previous NCIP meetings.
Action: Committee Member Duke introduced a motion to allocate a portion of the budget
towards a contingency fund to have a contingency amount of $1,200,000. The motion was
seconded by Committee Member Tipton.

Staff Coordinator Paulding introduced Option 1 and Option 2 for the Project List
Recommendations to City Council for Fiscal Year 2024/25 NCIP. Comments were received from
Vice Chair Fields recognizing the estimate increasing for project DT-05 and commented on
Option 1 as the traditional option for the project list recommendations to City Council in previous
years. Comments were also received from Committee Members Cohick and Overton both
advocating for the project DF-01, which is among the project list in Option 1 but not Option 2.
Committee Members Tipton, Schmidt, Stocker, Jannasch, and Hanson discussed the need for

the City Staff to clarify reasoning for projects being removed in Option 2. Staff Coordinator
Paulding gave several examples of current projects not included in Option 2 based on the City
Staff Memo dated June 3, 2024, which was included in the agenda packet available to the NCIP
Committee for the Project Selection Meeting (Voting Night) held on June 6, 2024. Public
Comment was received by Rick Heuer in favor of Option 1 as the only option since other options
of project lists have not been used in NCIP history, and it will be up to City Council to decide
whether to award. Tom Reeves commented in favor of Option 1 and emphasized the importance
of City Staff to provide researched details before voting night. Jean Rasch commented in favor
of Option 1. Gina Sessions commented in favor of Option 1, but emphasized the importance of
proper use of public funds, so advised to make determinations of proper use of funds when
voting for projects. Sharon Dwight commented in favor of Option 1 as it reflects the results of the
projects selected at Voting Night.
Action: Committee Member Duke introduced a motion to select Option 1 as the
recommended project list to City Council for Fiscal Year 20245 NCIP. The motion was
seconded by Committee Member Whitney.

4. Elect Neighborhood and Community Improvement Program (NCIP) Committee
Chair/Spokesperson and Vice Chair/Alternate Spokesperson (Not a Project under CEQA per
Article 20, Section 15378 and under General Rule Article 5, Section 15061)
Committee Vice Chair Fields introduced the topic of Chair and Vice Chair emphasizing the
impacts of such roles onto her own limited availability moving forward and offered a nomination
of Committee Member Ogbonna for Chair, which was received by applause from the other NCIP
committee members.
Action: Committee Member Fields introduced a motion to nominate Committee Member
Ogbonna as the new NCIP Committee Chair. The motion was seconded by Committee
Member Duke.

Committee Vice Chair Fields also introduced the topic of Vice Chair and offered a nomination of
Committee Member Duke for Vice Chair. Committee Member Jennings also offered a
nomination of Committee Member Whitney for Vice Chair.
Action: Committee Member Fields introduced a motion to nominate Committee Member
Duke as the new NCIP Committee Vice Chair. The motion was seconded by Committee
Member Jennings.

COMMITTEE MEMBER COMMENTS
Committee members thanked the public, current NCIP committee members, previous NCIP
committee members, and NCIP Staff Coordinator Paulding. Committee Members Ricketson and
Whitney commented on the need to improve the NCIP process with better communication
between NCIP Committee and City Staff. Committee Members Ogbonna and Duke expressed
appreciation for the votes of confidence as the new Committee Chair and Vice Chair,
respectively. Committee Member Jannasch and Tipton commented in favor of adding more
meetings to this fiscal year’s schedule before the next cycle to discuss improving procedures and
to meet for another Special Joint meeting with City Council and NCIP Committee. Mayor
Williamson as the liaison for the City Council commented on plans to meet with the new
committee chairs, and in favor for City Council to meet again with the NCIP Committee before the
next fiscal year cycle begins.

PUBLIC COMMENT PROCEDURES AND TIME LIMITS:
The total amount of time allocated for public comment on a particular issue and for each
individual speaker is generally as follows:
1. Up to three minutes per speaker.
2. For regular Neighborhood and Community Improvement Program Committee meetings,
there is one 15-minute public comment period for items not on the agenda.
3. The total time allocated for public comment:
a. Items pulled from the consent agenda – 15 minutes each item
b. Public Appearance items – 30 minutes each item
c. Public Hearing items – 30 minutes each item
At the time an item is considered, the Chair will ask those attending the meeting in person to
line up at the podium or raise their hands, and for remote participants to use *9 on the telephone
or the “raise hand” function in Zoom, if they wish to address the Neighborhood and Community
Improvement Program Committee. The maximum amount of time for each person to speak and
the total amount of time allotted for each item will be determined based on the number of people
indicating an interest in speaking and the amount of business to be conducted on the agenda. In
exceptional circumstances and when necessary to ensure a full opportunity for public input, the
Chair may, with the Committee’s consent, adjust the amount of time allowed for public input
and/or the time allotted for each speaker.
