CALL TO ORDER
Chair Pauly called the meeting to order at 4:04 p.m. Recording Secretary Arganbright
announced staff present and provided information to the public about how to participate by
calling in to give public comment on the live web meeting.

2. February 19, 2025, Meeting and Field Trip (Not a project under CEQA per Article 20

Action: Approved as submitted.
On a motion by Committee Member Palmer, seconded by Committee Member Sanders, and
carried by the following vote, the Architectural Review Committee approved the CONSENT

General Public Comment
Lena Bunson made public comment regarding their home and how a proposed project at
805 Filmore Street would affect their view.
Chair Pauly asked for clarification regarding the Accessory Dwelling Unit (ADU) and the
for ADUs.
Chair Pauly reordered agendized item numbers 4 and 5 before item number 3.

Action: Continued Application ARP-24-0021 for Preliminary and Final Architectural

On a motion by Vice-Chair Ostovar, seconded by Committee Member Palmer, and carried by

3. Consider 5 Custom House Plaza; Application PA-25-0008 Amending Sign Permit SI-23-
0070 for Nine Wall Signs; Applicant Gary Spradlin, Monterey History and Art
Association; Owner Monterey History and Art Association (Building) / City of Monterey
(Ground Lease); Planned Community Downtown (PC-D) Zoning District;
Public/Institutional General Plan Land Use Designation (Exempt from CEQA per Article
19, Section 15301, Class 1)
Action: Approved Application PA-25-0008 Amending Sign Permit SI-23-0070 for Nine
Wall Signs at 5 Custom House Plaza with added conditions.
Staff Presentation/Committee Member Questions
Senior Associate Planner Schmidt presented the Agenda Report and answered Committee
lighting, which signs are permanent versus temporary, and
future ARC sign permits.
Applicant
Applicant Gary Spradlin
question regarding the name of the museum. Spradlin noted previous issues identifying the
building, especially from the waterfront parking lot. Spradlin responded to a Committee
Member question by stating that the museum had several artworks by Jo Mora, but that some
signs shown in the application were mock-ups for placement and size and not meant to solely
showcase pieces by Jo Mora. Spradlin also confirmed which signs would be temporary versus
which would be permanent.
Public Comments
Ana Marie Dela Sala spoke about the history of the exhibit and the issues with advertising the
building. Dela Sala then addressed the proposed project and the need for the signs.
Committee Member Comments
The Committee expressed an inclination towards approving the proposed project but wanted to
be clear about which signs would be temporary versus permanent and wanted to further
discuss Sign D from the Agenda Report.
The Committee discussed the consistency in the coloring of the signs.
The Committee agreed to increase the amount of signage and compared the project to the
Monterey Museum of Art. The Committee stated that there is a lot going on visually with the
proposed signage and that it could work against the applicant. Schmidt
inconsistencies with the Citywide Sign Guidelines.
The Committee stated they believed that fewer signs would be sufficient to identify the building
and outlined a potential proposal. The Committee then discussed the different proposed signs,
which were preferred and where the number could be reduced. The Committee agreed that
Agenda Report Sign D should be removed.
On a motion by Committee Member Palmer, seconded by Vice Chair Ostovar, and carried by
the following vote, the Architectural Review Committee approved Application PA-25-0008
Amending Sign Permit SI-23-0070 for Wall Signs at 5 Custom House Plaza with the added

conditions that Sign D be removed and that the temporary signs may be rotated without
further discretionary review as long as size and placement do not change, and recommended
that the applicant consider a redesign of :

PUBLIC COMMENT PROCEDURES AND TIME LIMITS:
The total amount of time allocated for public comment on a particular issue and for each individual
speaker is generally as follows:
1. Up to three minutes per speaker.
2. For regular Architectural Review Committee meetings, there is one 15-minute public comment period
for items not on the agenda.
3. The total time allocated for public comment:
a. Items pulled from the consent agenda – 15 minutes each item
b. Public Appearance items – 30 minutes each item
c. Public Hearing items – 30 minutes each item
At the time an item is considered, the Chair will ask those attending the meeting in person to line up at the podium
or raise their hands, and for remote participants to use *9 on the telephone or the “raise hand” function in Zoom, if
they wish to address the Architectural Review Committee. The maximum amount of time for each person to speak
and the total amount of time allotted for each item will be determined based on the number of people indicating an
interest in speaking and the amount of business to be conducted on the agenda. In exceptional circumstances and
when necessary to ensure a full opportunity for public input, the Chair may, with the Committee’s consent, adjust
the amount of time allowed for public input and/or the time allotted for each speaker.
