MINUTES ARCHITECTURAL REVIEW COMMITTEE Wednesday, March 19, 2025 4:00 PM 5:30 PM COUNCIL CHAMBER AND ZOOM TELECONFERENCE MONTEREY, CALIFORNIA Members Present: Hunter, Ostovar, Palmer, Sanders Members Absent: Pauly, Turgen Staff Members Present: Planning Manager Hill, Principal Planner Roveri, Recording Secretary Arganbright CALL TO ORDER Vice-Chair Ostovar called the meeting to order at 4:02 p.m. Recording Secretary Arganbright announced staff present and provided information to the public about how to participate by calling in to give public comment on the live web meeting. CONSENT ITEMS Approval of Minutes No comments. 2. March 5, 2025, Meeting Minutes (Not a project under CEQA per Article 20 Section 15378 and under General Rule Article 5 Section 15061) Action: Approved as submitted. On a motion by Committee Member Palmer, seconded by Committee Member Sanders, and carried by the following vote, the Architectural Review Committee approved the CONSENT ITEMS as submitted: AYES: 4 COMMITTEE MEMBERS: Hunter, Ostovar, Palmer, Sanders NOES: 0 COMMITTEE MEMBERS: (None) ABSENT: 2 COMMITTEE MEMBERS: Pauly, Turgen ABSTAIN: 0 COMMITTEE MEMBERS: (None) RECUSED: 0 COMMITTEE MEMBERS: (None) General Public Comment None. 3. Consider 1150 Munras Avenue; Sign Permit Application SI-24-0239 for Two Replacement Vehicle-Oriented Freestanding Signs; Applicant Chris Merrell; Owner Panchal Natwarlal M Tr. et al.; Visitor Accommodation Facility Zoning District; Visitor Accommodation Facility General Plan Land Use Designation; Exempt from CEQA per Article 19, Section 15301, Class 1 Architectural Review Committee Minutes Wednesday, March 19, 2025 Action: Approved Sign Permit Application SI-24-0239 for Two Replacement Vehicle- Oriented Freestanding Signs at 1150 Munras Avenue as submitted. Staff Presentation/Committee Member Questions Principal Planner Roveri presented the Agenda Report and addressed questions from Committee Members regarding sign materials, branding, and inconsistencies with the Sign Guidelines. Applicant None. Public Comments None. Committee Member Comments The Committee expressed concerns that the sign design appeared inexpensive but indicated that they were not inclined to deny the application. They appreciated that the applicant was reducing the overall number of signs and signaled their willingness to accept the condition of not requiring a solid base. The Committee discussed the possibility of requesting changes to the project, such as adding raised lettering to the sign to prevent it from resembling a poster. Staff Presentation/Committee Member Questions Principal Planner Roveri questions regarding the recommended special condition of approval regarding unpermitted tree removal, fencing requirements, parking space requirements, and the proposed speakers. Planning Manager Hill informed the Committee about potential special conditions of approval for tree replacement. Applicant Applicant Jeremy Ross with K&D Landscaping stated the removal of the trees was an accident and that they wanted to work with the City and ARC to rectify the situation. Applicant Steve Allen stated that they spoke to the County Health Department regarding the fencing requirement and Allen stated that they did not need a vertical fence because they had taken out the previous cold plunge pool. Public Comments None. Committee Member Comments The Committee expressed appreciation for the improvements to the hotel landscaping. The Committee also appreciated the good faith and honesty surrounding the mistaken tree removals. On a motion by Committee Member Hunter, seconded by Committee Member Sanders, and carried by the following vote, the Architectural Review Committee approved Application PA-25- 0049 Amending Architectural Review Permit ARP-24-0028 for Exterior Alterations, Fencing, Landscaping, Lighting, Speakers, Furniture, Sauna Equipment, and Application ART-24-0249 for the Removal of Four Trees as submitted: AYES: 4 COMMITTEE MEMBERS: Hunter, Ostovar, Palmer, Sanders, NOES: 0 COMMITTEE MEMBERS: (None) ABSENT: 2 COMMITTEE MEMBERS: Pauly, Turgen ABSTAIN: 0 COMMITTEE MEMBERS: (None) COMMITTEE MEMBER COMMENTS None. PUBLIC COMMENT PROCEDURES AND TIME LIMITS: The total amount of time allocated for public comment on a particular issue and for each individual speaker is generally as follows: 1. Up to three minutes per speaker. 2. For regular Architectural Review Committee meetings, there is one 15-minute public comment period for items not on the agenda. 3. The total time allocated for public comment: a. Items pulled from the consent agenda – 15 minutes each item b. Public Appearance items – 30 minutes each item c. Public Hearing items – 30 minutes each item At the time an item is considered, the Chair will ask those attending the meeting in person to line up at the podium or raise their hands, and for remote participants to use *9 on the telephone or the “raise hand” function in Zoom, if they wish to address the Architectural Review Committee. The maximum amount of time for each person to speak and the total amount of time allotted for each item will be determined based on the number of people indicating an interest in speaking and the amount of business to be conducted on the agenda.
