BOARD OF LIBRARY TRUSTEES SPECIAL MEETING MINUTES CITY OF MONTEREY Thursday, July 14, 2022 6:30 PM COUNCIL CHAMBER, 580 PACIFIC STREET, AND ZOOM TELECONFERENCE MONTEREY, CALIFORNIA Trustees Present: Fellguth*, Joshi*, Moroh*, Thomson* Trustees Absent: Petty Staff Members Library & Museums Director*, Administrative Assistant, Public Present: Services Manager*, Assistant City Manager* Guest: Brian Edwards* *Participated remotely by teleconference This meeting was held with a combination of in-person and teleconference attendance, pursuant to the Ralph M. Brown Act, Calif. Government Code section 54953(e)(1)(C) and the Council's resolution authorizing teleconference attendance at public meetings. CALL TO ORDER Chair Fellguth called the meeting to order at 6:30 p.m. ROLL CALL Trustee Petty was absent. PUBLIC APPEARANCE 1. Appointment of Library Director (Not a Project under CEQA per Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Appointed Library Director Trustee Thomson provided an overview of the extensive work of the Board’s Library Director Recruitment Committee (Thomson and Moroh) in the search for a new library director. Upon Library & Museum Director Waite’s retirement announcement earlier this year, a Request for Proposals for Executive Recruitment Services was initiated in a joint effort with the City Manager’s Office. CPS HR Consulting was selected and conducted an extensive nationwide search, attracting a well-qualified and diverse pool of candidates. The firm screened approximately 18 candidates who met the minimum qualifications. The Recruitment Committee then identified eight candidates who were best qualified as semi-finalists. The Committee then interviewed these candidates, with input from Assistant City Manager Rojanasathira, and narrowed the pool to three finalist candidates. CPS HR Consulting then completed thorough reference checks of all finalists. The entire Board of Library Trustees interviewed all finalists, selected a top candidate, and the executive recruitment firm completed a background check. Thomson was pleased to announce the Library Director Recruitment Committee’s recommendation that the Board of Library Trustees appoint Brian Edwards to the position of Library Director beginning August 16, 2022 (and thereby dissolve the Library Director Recruitment Committee). The City Charter refers to the title as Library Director while the working title is Library & Museums Director. Moroh added that they were pleased with the quality of candidates and particularly pleased with the final selection. The administrative assistant explained to the public how to participate in the virtual meeting and provide public comment. There was no public comment on the matter. Board of Library Trustees Meeting Minutes July 14, 2022 On a motion by Trustee Moroh, seconded by Trustee Thomson, and carried by the following vote, which was conducted by roll call, the Board of Library Trustees approved the appointment of Brian Edwards to the position of Library Director: AYES: 4 TRUSTEES: Fellguth, Joshi, Moroh, Thomson NOES: 0 TRUSTEES: None ABSENT: 1 TRUSTEES: Petty ABSTAIN: 0 TRUSTEES: None RECUSED: 0 TRUSTEES: None Chair Fellguth congratulated Brian Edwards. Mr. Edwards commented that he is excited to join Monterey and remarked that it was a fantastic fit with his love for museums, history, and libraries. He looks forward to working with the Board, staff, and Commission, and serving the community. 2. Appointment of Interim Library Director (Not a Project under CEQA per Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Appointed Interim Library Director Fellguth reported that the Board of Library Trustees had met and discussed the two-week director gap that will occur between August 1-15, 2022 following the retirement of Waite and before the start of Edwards. She referenced the agenda report that further details the recommendation to appoint Assistant City Manager Rojanasathira as Interim Library Director. There was no public comment on the matter. On a motion by Trustee Moroh, seconded by Trustee Joshi, and carried by the following vote, which was conducted by roll call, the Board of Library Trustees appointed Nat Rojanasathira as Interim Library Director: AYES: 4 TRUSTEES: Fellguth, Joshi, Moroh, Thomson NOES: 0 TRUSTEES: None ABSENT: 1 TRUSTEES: Petty ABSTAIN: 0 TRUSTEES: None RECUSED: 0 TRUSTEES: None Rojanasathira commented that he was happy to step in during this time and that they are excited to welcome Edwards to Monterey. Thomson thanked Waite, Rojanasathira, CPS HR Consulting, and their subject matter expert Susan Hildreth. Waite commented she was excited for Edwards to come on board and that he is an excellent choice.
