MRWPCA Presentation about Proposed Prop 218 Compliant Rate Increase (Not a Project under CEQA per Article 20, Section 15378 and Under General Rule Article 5, Section 15061) (City Manager - 706-04) Action: Received report Councilmember Barrett, Monterey's representative to MRWPCA, introduced Paul Sciuto, General Manager of MRWPCA, who gave the presentation and answered Councilmembers' questions. 3. Presentation about Upcoming 2017 National Community Capital (ComCap) Conference in Monterey (Not a Project under CEQA per Article 20, Section 15378 and Under General Rule Article 5, Section 15061) (City Manager - 101-12) Action: Received report Councilmember Barrett introduced Amy Pearl, Founder of Hatch Innovation. City Manager McCarthy said that he is thrilled to welcome the ComCap Conference to Monterey this year. Ms. Pearl gave the presentation and answered Councilmembers' questions. PUBLIC COMMENTS Mayor Roberson opened public comments on items not on the agenda and on Consent Calendar items. Michael Baer voiced concerns regarding the new CalAm pipeline and the difficulty he has had obtaining documents in the public domain. Chris Cook, Engineering Manager CalAm, said that the pipe bridge was certified with the EIR and recently went through a design review period with CalTrans. He said that final design approval is expected in the next two weeks. He described the remainder of the approval process and suggested that a presentation could be given to the City Council. The Mayor agreed that we would like to see the presentation.  City Council Minutes Tuesday, May 2, 2017 Katy Castagne, CEO of United Way, said that the ComCap Conference is in line with United Way's goal. She spoke in support of the conference. Shyam Kamath, Dean of CSUMB Business School and Monterey Peninsula Chamber of Commerce, supported the ComCap Conference on behalf of the Chamber. Michael La Pier, Executive Director of the Monterey Peninsula Airport, reported on some current initiatives that include non- stop service to Dallas. He said that the airport will seek a DOT grant to support the initiation of that service. With no further requests to speak, Mayor Roberson closed public comments. CONTINUED PUBLIC COMMENTS Mayor Roberson reopened public comments. Judy Karas, Monterey resident, spoke in support of Mayors for Peace, an organization working to bring about the abolition of nuclear weapons. She said that Pacific Grove joined that organization five years ago and the US Conference of Mayors passed a resolution calling for the reduction in spending for nuclear weapons. Mike Pekin submitted a copy of the newspaper notice for tonight's public hearing for the CDBG Action Plan. He voiced concerns regarding the emergency shelter zoning overlay portion of the plan and the future noticing of nearby properties regarding the establishment of a shelter. He asked Council not to adopt the homelessness issues in the CDBG Action Plan before the zoning overlay. Sophie Yakir, Grants and Contracts Manager at Interim Inc, thanked the Council for considering the CDBG funding item and for their support of Interim. Having no further requests to speak, Mayor Roberson closed public comments. PRESENTATIONS 11. Proclamation Recognizing Public Service Recognition Week (Not a Project under CEQA per Article 20, Section 15378 and Under General Rule Article 5, Section 15061) (Plans & Public Works - 701-17) Action: Recognized Public Service Week Mayor Roberson read the Proclamation recognizing Public Service Week, May 7-13, 2017. He highlighted staff's work with regard to a recent NIP meeting and thanked all public service workers. 3  City Council Minutes Tuesday, May 2, 2017 PUBLIC HEARING 12. Adopt the 2017/2018 One-Year Action Plan for Community Development Block Grant Funds; Adopt the Analysis of Impediments to Fair Housing; Amend the Citizen Participation Plan; and Authorize Submittal to the U.S. Department of Housing and Urban Development (HUD); and; as Successor Housing Agency, Approve the 2017/2018 Successor Housing Agency Housing Program and Budget (Exempt from NEPA per 24 CFR Part 58 and from CEQA per Article 19, Section 15301, Class1, 15306, Class 6 and 15326, Class 26) (Plans & Public Works - 207-03) Action: Adopted Resolution No. 17-066 C.S., Resolution No. 17-067 C.S., and Resolution No. 17-068 C.S. Property and Housing Manager Marvin presented the staff report and answered Councilmembers' questions. Mayor Roberson opened the Public Hearing. Judy Karas said that the City could change their CDBG program to a two-year or three-year program. She agreed that a rental assistance program would be helpful. She said that funding has been cut over the past 5-10 years and suggested listing available sources of funding on the City's website. She said that citizen participation is important and suggested that staff reach out to people in different ways. Marlene Perfecto Huckleberry reviewed her understanding of the CDBG program. She said that this program does not work for this area and HUD has nothing to do with this area. She said that we don't need ordinances or zoning for an emergency shelter, but should just open up a building. She agreed with the suggestion for rental assistance. Rosemary Robear spoke in support of the plan, and said that the CDBG funding should be used for infrastructure in low income neighborhoods. Michael Brassfield said that he believes this is a good document. He said that the City has no central group preparing a plan of action for homelessness. He said that having a citizens' advisory committee to look at homelessness would give a more comprehensive picture. He suggested using a matching funds approach to expand the money supply. He said that he appreciates the public comments on this topic. Susan Ulness, Legal Services for Seniors, thanked staff and Council for support and for a well thought out plan. Lynn Young, Josephine Kerns Memorial Pool, thanked the staff and Council for partnering with them. With no further requests to speak, Mayor Roberson closed the public hearing. Mr. Marvin reviewed the types of funding sources and noted that there are philanthropic groups looking to assist with different types of projects. He said that the City has been improving infrastructure in low income neighborhoods in the past years. He said that staff will be reviewing the two and three year time periods prior to drafting a new five-year plan. On question, he said that there is currently a regional approach staffed by the Coalition of Homeless Providers. Councilmembers expressed their appreciation and support for the program and thanked the community. Continue to Levy Assessments on Lodging Businesses within the Monterey County Tourism Improvement District (MCTID) for Fiscal Year 2017-18 (Not a Project under CEQA per Article 20, Section 15378 and Under General Rule Article 5, Section 15061) (Finance - 407-08) Action: Adopted Resolution No. 17-069 C.S. Mayor Roberson introduced the item and opened the Public Hearing. On question, Tammy Blount, MCCVB, explained that her organization created the brand for the Conference Center, developed marketing, and maintained close collaboration to secure clients. With no further requests to speak, Mayor Roberson closed the hearing. On a motion by Mayor Roberson, seconded by Councilmember Smith, and carried by the following vote, the City Council adopted Resolution No. 17-069 C.S. to levy assessments on lodging businesses within the Monterey County Tourism Improvement District (MCTID) for Fiscal Year 2017-18: AYES: 5 COUNCILMEMBERS: Albert, Barrett, Haffa, Smith, Roberson NOES: 0 COUNCILMEMBERS: None ABSENT: 0 COUNCILMEMBERS: None ABSTAIN: 0 COUNCILMEMBERS: None RECUSED: 0 COUNCILMEMBERS: None COUNCIL COMMENTS Councilmember Haffa reported that he attended the Labor Council dinner, a May Day march in Seaside, and the March for Science in Monterey to support the work at NPS, the Aquarium, MBari, and other local organizations. Councilmember Albert reported that he attended Mayor Pendergrass' retirement dinner, the Big Sur Marathon events, and MPC's President's Address. He requested to have Ausonio Construction make a Council Presentation regarding the progress at the Conference Center to give the public an update on the construction. Councilmember Barrett announced that the 2017 Community Capital Conference will be here in Monterey on September 10-13, and he acknowledged the Council's support for the event that will have a positive economic impact for the City. He announced that he attended the soft opening of Jack's at the Portola Plaza Hotel, and the contemporary-style lobby looks beautiful. Councilmember Smith announced the three point shootout event at Montecito Park on May 20, sponsored by the Firefighters’ Association, Villa Del Monte, and the Rotary Club. He said that the Marathon was a great race and super for Monterey. He reported that he toured the Conference Center, which is showing exciting progress, and attended a TAMC meeting. Mayor Roberson said he is grateful to live in a town with so many volunteers, and he reported on the Villa Del Monte and Fisherman's Flats neighborhood meetings. He said that the Wharf 5 City Council Minutes Tuesday, May 2, 2017 bathrooms are very close to being renovated as a temporary solution, and the trash compactor will be removed from its current location. He noted that the NIP Committee approved funding for a Portland Loo. CITY MANAGER REPORTS City Manager McCarthy noted Mr. Smith’s comments regarding the Montecito Park Day ribbon cutting scheduled for May 20. He said that Dennis the Menace Park has reopened after undergoing renovations. He announced that nine Fire Department recruits will graduate in a ceremony on May 12.
