MINUTES CITY COUNCIL REGULAR MEETING CITY OF MONTEREY Tuesday, May 16, 2017 4:00 p.m. - 6:00 p.m. FEW MEMORIAL HALL OF RECORDS, 580 PACIFIC STREET MONTEREY, CALIFORNIA Councilmembers Present: Councilmembers Albert, Barrett, Haffa, Smith, Roberson Absent: None City Staff City Manager, City Attorney, Director of Information Resources/City Clerk, Present: Assistant City Manager, Community Services Director, Finance Director, Interim Public Works Director, City Engineer, Parking Superintendent, Police Lieutenant, Sustainability Coordinator CALL TO ORDER Mayor Roberson called the meeting to order at 4:00 p.m. PLEDGE OF ALLEGIANCE Mayor Roberson led the Pledge. PRESENTATIONS 1. Proclamation Recognizing Public Works Recognition Week (Not a Project under CEQA per Article 20, Section 15378 and Under General Rule Article 5, Section 15061) (City Manager - 701-17) Action: Presented Proclamation Mayor Roberson read and presented a Proclamation honoring National Public Works Week. Interim Public Works Director Wittry introduced some of the newer staff members from the Public Works Department. Casey Wells, American Public Works Association, presented a poster to the Public Works staff. 2. Presentation by Monterey County Science Fair Finalist and Monterey High School Junior Damon Sullivan Regarding the Effects Pharmaceutical Contaminants Have on the Ecosystem (Not a project under CEQA, per Article 20, Section 15378 and under General Rule Article 5, Section 15061) (City Manager - 101-01) Action: Received presentation Mayor Roberson introduced the item. Councilmember Barrett, Monterey's representative on MRWPCA, presented additional details regarding the Science Fair competition and Mr. Sullivan's project. Sustainability Coordinator Terrasas introduced Daemon Sullivan, MPUSD's MAOS Program participant, who made the presentation and answered questions. PUBLIC COMMENTS Mayor Roberson opened the floor for public comments on items not on the agenda. Mark Poehner, Monterey resident, said that he has been a public school teacher for the last 32 years and that he is being forced to move from his house due to rising rents. He asked Council to seriously consider passing a rent control ordinance.  City Council Minutes Tuesday, May 16, 2017 Nina Beety announced an upcoming meeting regarding ordinance cleanup at Fort Ord and submitted a list of chemicals that are present there, saying that they dissipate into the air and groundwater during burns. She asked that the City oppose additional burns at Fort Ord. Michael Groves, President of DNC Planning Group and Baseball Coach at MHS, thanked the Mayor for dedicating the field. He introduced students, thanked the City for their partnership: and honored Monterey employees for their work on the Sollecito ball field, Louise Marcuzo, Parks Operation Manager; Robert Robe, Parks Maintenance Supervisor; Jeff Krebs, Principal Engineer; and Mike McCarthy, City Manager. Having no further requests to speak, Mayor Roberson closed public comments. CONSENT ITEMS Mayor Roberson noted that Councilmember Barrett has asked to remove Item 12 from the Consent Agenda. Appoint Council Representative to the North Fremont Business Association and Update 2017 Appointments to Outside Agencies (Not a project under CEQA Article 20, Section 15378 and under General Rule Article 5, Section 15061) (Information Resources - 701-04) Action: Removed from Consent; discussed; appointed Councilmember Barrett as the Representative and Mayor Roberson as the Alternate Mayor Roberson introduced the item. Councilmember Barrett said that he is interested in supporting businesses within the community. He said that he was the alternate last year, is very interested in working with the North Fremont business community, and would like to be the liaison on this board. Mayor Roberson opened public comments on the item, had no requests to speak, and closed public comments. Councilmembers discussed the appointments. On a motion by Mayor Roberson, seconded by Councilmember Haffa, and carried by the following vote, the City Council appointed Councilmember Barrett as the Representative and Mayor Roberson as the Alternate: AYES: 5 COUNCILMEMBERS: Albert, Barrett, Haffa, Smith, Roberson NOES: 0 COUNCILMEMBERS: None ABSENT: 0 COUNCILMEMBERS: None ABSTAIN: 0 COUNCILMEMBERS: None RECUSED: 0 COUNCILMEMBERS: None ***End of Consent Agenda*** 3 City Council Minutes Tuesday, May 16, 2017 COUNCIL COMMENTS Councilmember Smith said that $14,000 was raised for the Veterans' Transition Center at a recent event, and he thanked participants from York School and Trinity High School. Councilmember Barrett congratulated Mr. Smith for the organizing the Veterans' event. He reported on the recent State of the Region Economic Conference, noting that one of the speakers said that affordable housing here is an issue of supply. Mr. Barrett said that he believes it is also a capacity issue because demand is so high, and there still is impetus for inclusionary housing ordinances. Councilmember Barrett said that he attended the Pure Water Monterey groundbreaking and it is exciting to see that program moving forward. He reported on the recent Fire Department graduation ceremony and expressed appreciation for the people who are on the front lines of providing that service. He accepted the challenge to do 40 pushups and 40 sit ups to match the fitness of the Fire Department employees. Councilmember Albert said he attended the "Closing the Pension Gap" meeting, hosted by the League of Cities and CalPERS. He asked to have a study session or pension workshop to help Council understand the City’s position. He said he has been talking with the businesses on Garden Road, and he would like a staff report on overnight parking throughout the City, along with an explanation of the current ordinances on that topic. Mr. Albert reported on the Monterey International Pop Festival film and said he looks forward to the Summer of Love. Councilmember Haffa thanked the Police Department for placing a speed reader on Monte Vista and said it seems to have helped slow the traffic. He thanked the Public Works Department, noting that Mar Vista near the Elks Lodge has been resurfaced and they are beginning work on Sierra Vista. He said that he is glad to see those projects coming to fruition. Mayor Roberson reported that the Fire recruit graduation theme was "Strong together, serve together," and he saw a great sense of wanting to serve the public. He reported on his attendance at a neighborhood association meeting where Sergeant Rothschild made a presentation. He noted that public safety is high priority in Monterey CITY MANAGER REPORTS City Manager McCarthy reported that there is a lot of construction under way Downtown. He said that the Library’s Summer Reading program starts June 3, the Sports Center’s anniversary celebration will be on June 1, and the Amberjacks begin their first season in Monterey on June 3. He congratulated the Monterey High School students in the audience on attending the shortest meeting of this year. Mayor Roberson opened public comments on the closed session items, had no requests to speak, and closed public comments. Council adjourned to closed session at 5:03 p.m. ANNOUNCEMENTS FROM CLOSED SESSION Information Resources Director/City Clerk Gawf announced that the City Council gave confidential direction to legal counsel in a conference with legal counsel on existing litigation in a Workers’ Compensation Appeals Board case: Materne vs. City of Monterey.
