MINUTES CITY COUNCIL REGULAR MEETING CITY OF MONTEREY Tuesday, November 21, 2017 4:00 p.m - 5:30 p.m. FEW MEMORIAL HALL OF RECORDS, 580 PACIFIC STREET MONTEREY, CALIFORNIA Councilmembers Present: Councilmembers Albert, Barrett, Roberson Absent: Councilmember Haffa, Councilmember Smith City Staff City Manager, City Attorney, Director of Information Resources/City Clerk, Present: Assistant City Manager, Police Chief, Community Services Director, Finance Director, Interim Human Resources Director, Public Works Director, Principal Planner, Human Resources Analyst, Conference Center General Manager CALL TO ORDER Mayor Roberson called the meeting to order at 4:06 p.m. PLEDGE OF ALLEGIANCE Mayor Roberson led the Pledge PRESENTATIONS 1. Recognition of Defense Language Institute Quarterly Joint Service Awards (Not a Project under CEQA per Article 20, Section 15378 and Under General Rule Article 5, Section 15061) (City Manager - 701-17) Action: Presented Proclamations Mayor Roberson presented Proclamations to Sergeant Corwin Kuney, and Lance Corporal Destiny Creecy, and recognized Staff Sergeant Aaron Keplinger, who could not attend tonight's meeting. Each recipient made brief comments and thanked the Council. PUBLIC COMMENTS Mayor Roberson opened the floor for public comments on items not on the agenda. Nina Beety spoke about the irradiation of the US Embassy in Moscow in the 1970s and how that topic relates to today's cell tower exposure. She stated that the cell tower exposure is unacceptable and dangerous. Michael Baer said that the pipe bridge requires a second permit for its installation, which still has not been received from CalTrans. He voiced concerns regarding traffic mitigation measures that will be necessary during installation. Lois Hansen, Monte Vista resident, spoke in opposition to the proposed cell towers in the Monte Vista Neighborhood. Susan Nine, Monterey resident, spoke in opposition to the proposed cell towers in the Monte Vista Neighborhood. Having no further requests to speak, Mayor Roberson closed Public Comments. CONSENT ITEMS Mayor Roberson noted that Item 5 would be continued to January 16, and Item 11 requires the approval of at least four Councilmembers, so will be continued to the December 5 agenda. (3-0-2; Haffa and Smith absent) Ordinances 5. 1st Reading - Authorizing Amendment to the Contract between the City of Monterey and the Board of Administration of the California Public Employee's Retirement System - Recommended for Continuance to December 5, 2017 (Not a Project under CEQA per Article 20, Section 15378 and Under General Rule Article 5, Section 15061) (Human Resources - 504- 06) Action: Continued to January 16, 2017 (3-0-2; Haffa and Smith absent) Resolutions 6. Authorize Professional Services Agreement for Affordable Housing Property Management Services to Backus Properties for the Casa de la Estrella and 565 English Avenue Affordable Housing Rental Apartment Complexes (Not a Project under CEQA Article 20 Section 15378 and under General Rule Article 5, Section 15061) (Plans & Public Works - 405-04) Action: Adopted Resolution No. 17-199 C.S. Award a Contract for the Purchase of Four (4) Utility Bed Trucks (Not a project under CEQA Article 20, Section 15378 and under General Rule Article 5, Section 15061) (Plans & Public Works - 812-02) Tuesday, November 21, 2017 Ordinances ORDINANCES are legislative acts by the Council, are the most permanent and binding type of Council action as they modify the City Code, and may be replaced only by a subsequent ordinance. An ordinance requires legal advertisement when introduced, and two readings at separate Council meetings.
