Recognition of Defense Language Institute Quarterly Joint Service Awards (Not a Project under CEQA Article 20, Section 15378 and under General Rule Article 5, Section 15061) (City Manager - 701-17) Action: Not heard PUBLIC COMMENTS Mayor Roberson opened the floor for public comments on matters not on the agenda. Henry Ruhnke said that there is a lot of concern among Garden Road businesses regarding RVs and service vehicles parking in the area. He said there have been crime and security issues as a result of the parking activity and asked City Council to take action. Nina Beety asked the City to show respect to the First Nations peoples of Monterey County, saying that the Monterey Herald’s recent depiction of “Monterey’s birthday” celebrated atrocities associated with Junipero Serra. She asked the City to contact Monterey County in response to their health services budget cuts, citing potential issues. With no further requests to speak, Mayor Roberson closed public comments. Nina Beety said that she has heard that one of the candidates under consideration for Item cs1 is the Interim City Manager. She expressed concern about this applicant, citing his leadership around three issues that she said affect her health: smart meters, electronic sensitivity in the City Council chamber, and the telecommunications ordinance. With no further requests to speak, Mayor Roberson closed public comments. Judy Karas read aloud a letter from Lee Hallquist of the Women’s International League for Peace and Freedom and asked City Council to consider the concerns of the Poor People’s Campaign to rid our culture of racism and militarism. Pat Venza, Monterey Vista Neighborhood Association, said that the NIP Committee funded a study of Mar Vista traffic, but the study hasn’t been done yet and the street is now marked up to have Measure P street work done. She said that the traffic needs to be slowed down and the upcoming street work may need to be done but said she hates to see money wasted when it won’t really improve the street. The City Council expressed gratitude to the Code Compliance staff for their enforcement efforts, which they said help protect the affordability of housing in the area. Receive a Report on Public Opinion Research Relating to a Possible Revenue Ballot Measure (Not a Project under CEQA Article 20, Section 15378 and under General Rule Article 5, Section 15061) (Finance - 407-01) Action: Received report and gave guidance to staff Lucia Del Puppo, Fairbank, Maslin, Maullin, Metz & Associates (FM3), gave a presentation to City Council about the methodology and results of the survey, and answered City Council’s questions. She summarized the results by informing City Council that the proposed Measure P renewal appears viable and receives support from 68% of surveyed voters. Mayor Roberson opened public comments. Jean Rasch, Ballot Measure Advisory Committee, said that the survey presented does not reflect the community’s strong interest in undergrounding utilities. She said she questioned how valid the survey was when a question with such strong interest was not on the survey. John Narigi, Cannery Row Business Association and Monterey County Hospitality Association, said that the issue of traffic congestion must be addressed and the timing is right to address it. He said that traffic congestion is not about construction but about major traffic arteries that need to be on a new, computerized signaling system. Carol Chorbajian, Measure P Oversight Committee and Ballot Measure Advisory Committee, said that paving streets and undergrounding utilities are separate projects and that undergrounding utilities would cost $500 million in today’s dollars. She said that finishing fixing the streets and streetlights will help to complete the job of Measure P and that it is critical to do this now. Pat Venza suggested undergrounding utilities on some streets now, because she said it will cost more in the future. With no further requests to speak, Mayor Roberson closed public comments. Councilmember Haffa asked staff to bring back to City Council what needs to be accomplished by a measure and how long it will take to meet the goals, as well as more information on undergrounding and why it isn’t compatible with street work. He said that Fire and Police facilities are outdated and not safe. He said he hopes the committee will look at including public safety facilities in the measure. Councilmember Smith noted the limited timeframe available for approving a measure and said that the data indicates the public’s priority. Councilmember Barrett noted that the data is clear that the top issue this time is traffic and should figure prominently in the focus of the measure. PUBLIC HEARING 16. Continue to Levy Assessments on Lodging Businesses within the Monterey County Tourism Improvement District (MCTID) for Fiscal Year 2018-19 (Not a Project under CEQA Article 20, Section 15378 and under General Rule Article 5, Section 15061) (Finance - 701-13) Action: Received report; Adopted Resolution No. 18-099 C.S. Councilmember Haffa shared details on an MPC faculty-organized March for Teachers on June 11. He said that it is a busy time at the Fort Ord Reuse Authority (FORA) because the task force needs to develop a transition plan to show how they could sunset in 2020. He said that there would be a special FORA meeting on June 8 and indicated that a habitat conservation plan needs to be adopted to provide mitigation for development. He said there was a longstanding plan to create a regional Habitat Joint Powers Agency which may come to the City Council at some time in the future. He said that he and the alternate cannot make it to the July 13 FORA meeting and that City Council should appoint a second alternate. Councilmember Barrett spoke about the 2017 ComCap Conference and said that as an extension of that conference, the Monterey Peninsula Chamber of Commerce has embraced the community capital approach. He said that the annual business expo will feature community capital in September. He said that he recently attended a “state of the region” regional summit 6 City Council Minutes Tuesday, June 5, 2018 with a portion dedicated to the community capital approach. He said that there are artworks in the community that are out of sight and worthy of bringing forward into public view. He said that the Sicilian cart that used to sit in the Maritime Museum should be on display and asked staff to report back to City Council with potential display locations. Councilmember Smith said that the current Western City magazine highlights the Highway 68 Roundabout receiving an award for Intelligent Transportation System Projects. He said that the habitat plan for the Highway 68 project was able to be integrated into TAMC’s Measure X funding for the Highway 68 corridor. He said that on the previous Saturday he attended La Merienda festival celebrating 248 years of Spanish Monterey. He said that he will attend the Association of Defense Communities National Summit June 18-20 along with Councilmember Albert and Interim City Manager Uslar. He suggested that City Council appoint a second alternate to the Monterey Bay Community Power boards for the occasions when he and the Council representative are unable to attend. CITY MANAGER REPORTS Interim City Manager Uslar announced that the Smart Meeting Connection awarded the Monterey Conference Center as a top destination, and the City received four Clean Air awards. He said that a Monterey Fire Department engine was the first at the scene of the McDonald’s fire in Seaside, and an engine is out in South County at a wildfire. He said that the Cooper Molera Adobe will open July 4. He announced that the Monterey Amberjacks had their opening weekend and the Monterey Public Library summer reading program started.
