Mayor Roberson called the meeting to order at 4:03 p.m. Acting City Clerk Klein called the roll
with Councilmember Haffa absent. Councilmember Haffa later arrived at 4:20 p.m.

Mayor Roberson opened public comments, received none, and closed public comments.
The Council and staff discussed regional Fort Ord Reuse Authority (FORA) representation,
issues associated with winding down the agency and its Community Facilities District (CFD),
and potential changes to the language in the resolution related to FORA’s closure and staffing.
Councilmember Haffa arrived at 4:20 p.m., mid-discussion.
Councilmember Smith introduced a motion to accept the staff recommendation, adopting
Resolution No. 19-058 C.S., and move forward with the letter to Senator Monning as presented.
The motion was seconded by Councilmember Albert.

Councilmember Haffa introduced a friendly amendment, requesting to add to the resolution, as
a “whereas” clause, the paragraph in the resolution’s Exhibit A that begins, “the City of Monterey
understands concerns with respect to FORA staffing and costs.” The motion maker and
seconder agreed to the amendment.
Mayor Roberson commented that FORA had plenty of time to sunset and its time has come.

Mayor Roberson opened public comments. Pat Venza, Monterey Vista neighborhood, spoke
about the potential public buyout of California American Water (“Cal Am”). With no further
requests to speak, Mayor Roberson closed public comments.
The Council discussed the matter and asked questions, which staff answered, regarding any
impacts to the City if the extension is approved and then a public takeover of Cal Am is deemed
feasible. Christopher Cook, California American Water, also responded to Council’s questions.
Mayor Roberson reopened public comments, received none, and closed public comments.
On a motion by Councilmember Albert, seconded by Councilmember Smith, and carried by the
following vote, the City Council adopted Resolution No. 19-060 C.S. to Approve an Extension of
the Franchise Agreement with California American Water:

Mayor Roberson led the Pledge.
CONTINUED PUBLIC COMMENTS
Mayor Roberson opened continued public comments on non-agendized matters. Lorna Moffat
spoke about beef consumption and the environment. Frank Grillo, 899 Drake Avenue,
requested residential parking solutions in his neighborhood.
Vince Cardinale; Mark Askew, Hawthorne Street resident; and Marietta Favalora, representing
Joe Favalora, spoke against the Neighborhood Improvement Program (NIP) Project NM-2,
Hawthorne-Bolio Bicycle Ramp, and its existence in the Multi Modal Mobility Plan. Signatures
were hand delivered indicating disapproval by Hawthorne Street property owners. Concern
was expressed about conduct of NIP Representatives “Bruce” and Sharon Dwight.
Bob Oliver spoke about suspects in the 1998 Christina Williams murder case. With no further
requests to speak, Mayor Roberson closed public comments.

Cal Seafood’s proposals. Phyllis Grillo Weinbrenner; Mario Pennisi; Gino Pennisi; Jiri Nizicka;
Elizabeth Pennisi-Nozicka; Marco Pennisi; Nancy Selfridge; Elaine Pennisi, Royal Seafoods;
Cora Campbell, Silver Bay Seafoods; Frank Grillo; and Giuseppe Pennisi spoke in support of
Royal Seafoods’ proposal.
Joe Roggio, Del Mar Seafoods; Alan Lovewell, Real Good Fish; and Gasper Cardinale, spoke
in support of Del Mar Seafoods’ proposal. Scott Fosmark, Fosmark Fisheries; and Fernanda
Frederico and Phil Crivello, Lusamerica Foods, spoke in support of Lusamerica’s proposal.
Skylar Campbell urged the Council to come to a decision quickly. With no further requests to

Any person or group desiring to make Public Comments on a Closed Session item
may do so by addressing the Council before they adjourn to Closed Session, or by
addressing a letter of explanation to: City Clerk, City Hall, Monterey, CA 93940.
ADJOURNMENT
Members of the public have the right to address the City Council on any item on the Agenda, before or
during its consideration [G.C. §54954.3(a)]. The Mayor will formally open the floor for public comment on
items such as "Public Appearance" and "Public Hearings." If you wish to speak to items in any other
categories, for example "Consent Agenda," please advise the City Clerk or the Mayor prior to the
Council's action on that item, and you will be recognized. Notification as much in advance as possible is
appreciated.
The City Council meeting packet may be reviewed by the public in the Library or the City Clerk's Office.
Any writings or documents pertaining to an open session item provided to a majority of the City Council
less than 72 hours prior to the meeting, shall be made available for public inspection at the front counter
at the City Clerk's Office, Room 6 at City Hall, Madison & Pacific Streets, Monterey, California 93940
during normal business hours.
Information distributed to the Council at the Council meeting becomes part of the public record. A copy of
written material, pictures, etc. should be provided for this purpose.
City Council Meetings are cable cast live and videotaped for replay on Monterey's Government Access
Channel 25 by Access Monterey Peninsula (AMP).
