CALL TO ORDER
Mayor Roberson called the meeting to order at 4:01 p.m., and announced that the Public
Hearing regarding the Garden Road rezoning was noticed, but would not be heard tonight.
PRESENTATIONS
1. Recognize National Public Works Week 2019 (Not a Project Under CEQA per Article 20,
Section 15378 and Under General Rule Article 19, Section 15061) (Public Works - 701-17)
Action: Presented proclamation and recognized Public Works employees
Mayor Roberson commended the Public Works employees for their expertise and
professionalism, and invited staff forward for a commemorative photo. Public Works Director
Wittry introduced Public Works division leaders and presented the 2019 Public Works Poster.
PUBLIC COMMENTS
Mayor Roberson opened public comments on items not on the agenda, Consent agenda items,
and Closed Session items. Anthony Lombardo spoke regarding Items 14 and 15, and the
corresponding closed session items. With no further requests to speak, Mayor Roberson
closed public comments.
CONSENT ITEMS
Staff responded to questions from Councilmembers Smith and Williamson, and made
clarifications regarding items 3, 4, and 9. Councilmember Albert commented on item 11, thanking
staff for their work on funding for public schools, and noted the need for funding at the Community
College level as well.
On a motion by Councilmember Haffa, seconded by Councilmember Smith, and carried by the
following vote, the City Council approved the Consent Agenda:

the wireless subcommittee meeting process. Lorna Moffatt read a portion of a letter from
Congressman Panetta regarding wild horses. Bob Oliver voiced concerns about the Christina

City Manager Uslar noted that Items 16 and 17 are connected and would be presented
simultaneously. Community Development Director Cole presented the staff reports. Aaron
Holloway, with Moffatt & Nichol, presented the report on Sea Level Rise Assessment. Derek
Wong of Michael Baker International presented an economic analysis of possible impacts
related to sea level rise. Community Development Director Cole responded to Council
questions regarding the beach nourishment program.
Mayor Roberson invited public comment on items 16 and 17. Bob Oliver spoke about sea level
rise projections and theories. Lorna Moffat spoke about her personal observations relative to
tide levels.
Mayor Roberson introduced a motion to accept the staff recommendations, adopting Resolution
Nos. 19-077 C.S. and 19-078 C.S. Councilmember Haffa seconded.
Discussion ensued and Community Development Director Cole responded to questions
regarding pier maintenance and AB 691. City Manager Uslar made a clarification regarding
leasing guidelines.
The motion carried by the following vote:

18. Adopt a Resolution Pre-Committing .99169 Acre Feet of Water to 591 East Franklin Street (Not a
Project Under CEQA per Article 20, Section 15378 and Under General Rule Article 5, Section

Action: Adopted Resolution No. 19-079 C.S. (4-1; Councilmember Williamson voting no)
Community Development Director Cole presented the staff report and responded to questions
from the Council relative to workforce housing and definitions of the current inclusionary
ordinance.
Mayor Roberson invited public comment. Dan Silverie spoke on behalf of the project at 591 East
Franklin Street. Mr. Flores spoke on behalf of his father, Paul Flores, regarding the proposed
project at 118 and 130 Encina.
Community Development Director Cole made clarifications regarding the proposed projects.
Extensive discussion ensued regarding the viability of the proposed projects. Council noted the
limited availability of water, and encouraged the Flores family to return with the Encina project
when more water becomes available.
Mayor Roberson introduced a motion to accept the staff recommendation, adopting Resolution
No. 19-079 C.S., as amended, to include three low income units, two moderate income units, and
eliminate the workforce housing unit, and modify Exhibit B to reflect the changes. Councilmember
Smith seconded. The motion carried by the following vote:

COUNCIL COMMENTS
Councilmember Smith announced that he would be out of town during the June 4th City Council
meeting, but will try to make arrangements to dial in. He expressed his appreciation for this City
Council.
Councilmember Williamson proposed that the City Council receive electronic packets rather
than paper. He said that he hopes Council can consider developing affordable housing on the
property behind City Hall.
Councilmember Albert reported on a recent meeting of the New Monterey Business Association
and concerns raised regarding adult businesses. He asked when the wireless issue would be
brought back to Council and requested an update regarding homeless encampments.
Councilmember Haffa reported that a delegation from Monterey’s Sister City Lankaran
Azerbaijan would be visiting over Memorial Day, and that he plans a visit there, which will
cause him to miss the June 18th meeting. He gave an update of progress being made at FORA
and agreed with the concept of electronic packets.
Mayor Roberson reminded everyone to attend the May 27th patriotic Monterey Pops music on
Colton lawn at 2:00 p.m.

CITY MANAGER REPORTS
City Manager Uslar thanked Councilmember Haffa for his work at FORA. He announced that
staff would present the Draft Budget at next week’s study session, along with two routine
Consent items. He said that there would be a Sister City reception at Colton Hall Tuesday
evening, May 28th. He announced that there would be a grand opening of the Waterfront
parking lot grand on June 4th at an 11:00 a.m. ribbon cutting.
Council adjourned to closed session at 9:46 p.m. in memory of Nanette Jiles.

COUNCIL COMMENTS
Councilmembers may ask a question for clarification, make a brief announcement or make a brief
report on his or her activities. In addition, Council may provide a referral to staff or other resources
for factual information, request staff to report back to the body at a subsequent meeting
concerning any City matter, or direct staff to place a request to agendize a matter of business on a
future agenda (G.C. 54954.2).
CITY MANAGER REPORTS
The City Manager may make a brief report on his activities or a brief announcement. He may also
ask for clarification or direction regarding scheduling of Council meetings and study sessions.
ADJOURNMENT
Members of the public have the right to address the City Council on any item on the Agenda, before or
during its consideration [G.C. §54954.3(a)]. The Mayor will formally open the floor for public comment on
items such as "Public Appearance" and "Public Hearings." If you wish to speak to items in any other
categories, for example "Consent Agenda," please advise the City Clerk or the Mayor prior to the
Council's action on that item, and you will be recognized. Notification as much in advance as possible is
appreciated.
The City Council meeting packet may be reviewed by the public in the Library or the City Clerk's Office.
Any writings or documents pertaining to an open session item provided to a majority of the City Council
less than 72 hours prior to the meeting, shall be made available for public inspection at the front counter
at the City Clerk's Office, Room 6 at City Hall, Madison & Pacific Streets, Monterey, California 93940
during normal business hours.
Information distributed to the Council at the Council meeting becomes part of the public record. A copy of
written material, pictures, etc. should be provided for this purpose.
