He noted that Councilmembers Smith and Williamson would join the meeting late. Assistant City Manager Rojanasathira explained to the public how to participate in the virtual meeting and give public comment. PRESENTATIONS 1. Recognize City Employees for Milestone Anniversaries and Retirements in 2021 (Not a Project Under CEQA per Article 20, Section 15378 and Under General Rule Article 5, Section 15061) Action: Recognized City retirees Robin Kozma and Pete Ramirez and City employees Gundy Rettke and Jesus Garcia Police Chief Hober, Parks and Recreation Director Larson, Fire Chief Panholzer, and Public Works Director Wittry praised recently retired employees Robin Kozma and Pete Ramirez and current employees Gundy Rettke and Jesus Garcia. The Mayor and City Council expressed their gratitude to these hardworking City employees and retirees. PUBLIC COMMENTS Public comment on non-agendized matters was received from Dorit Gersh and Robin Myers. CONSENT ITEMS City Manager Uslar stated that no members of the public had requested to pull an item from Consent. The Council spoke about Item 5, expressing the desire to see more representation of local businesses in the City's purchases of services. Adopt a Resolution Extending the Pre-Commitment of .99169 Acre Feet of Water to 591 East Franklin Street to August 21, 2021 (Not a Project Under CEQA per Article 20, Section 15378 and Under General Rule Article 5, Section 15061) Action: Adopted Resolution No. 21-026 C.S. (3-0-1-1, Councilmember Williamson abstaining, and Councilmember Smith absent) Community Development Director Cole gave the presentation and answered Councilmembers' questions. No public comment was made on the matter. A motion was made by Councilmember Haffa, and seconded by Councilmember Albert, to adopt Resolution No. 21-026 C.S. to Extend the Pre-Commitment of .99169 Acre Feet of Water to 591 East Franklin Street to August 21, 2021. The Council discussed the motion. It was stated that it would be preferred to see the project move at a quicker rate, and that the Council would not be inclined to extend the allocation further after August 21, 2021. Councilmember Williamson joined the meeting at 4:43 p.m. and stated that he had missed the presentation and would abstain from voting. Receive Community-Wide Greenhouse Gas Inventory Presentation and Report from the Association of Monterey Bay Area Governments (Not a Project Under CEQA Article 20, Section 15378 and Under General Rule Article 5, Section 15061) Action: Received presentation Amaury Bertaud, Association of Monterey Bay Area Governments (AMBAG), gave the presentation and answered Councilmembers' questions. Adopt a Resolution Designating Vehicle Miles Traveled as the Metric for Conducting Transportation Impact Analyses to Comply with Senate Bill 743 and a Vehicle Miles Traveled Policy (Exempt from CEQA Article 19, Section 15308, Class 8) 5  City Council Minutes March 16, 2021 Action: Adopted Resolution No. 21-027 C.S. Interim Principal Planner Roveri introduced Mike Schmitt, Kimley-Horn & Assoc., who gave the staff presentation and answered Councilmembers' questions. Public comment was not received on the matter. A motion was made by Councilmember Williamson, and seconded by Councilmember Haffa, to adopt Resolution No. 21-027 C.S. Designating Vehicle Miles Traveled as the Metric for Conducting Transportation Impact Analyses to Comply with Senate Bill 743 and Adopting a Vehicle Miles Traveled Policy. The Council discussed the matter. It was stressed that the community must be accessible to retail facilities. On question, Interim Principal Planner Roveri said that vehicle miles traveled (VMT) is a separate policy, and that staff is not proposing at this time to change parking requirements. She noted that downtown does allow for no parking required for commercial uses, which she said encourages infill development where automobile use is not required for travel. The Council spoke in favor of the policy, stating that it will promote infill development, transit, affordable housing, mixed use, multimodal transportation, redevelopment, and a full service community. It was noted that the policy is consistent with Transportation Agency for Monterey County (TAMC)’s legislative priorities. Receive City Manager’s Memorandum on City Staff Work Program and Schedule a Mid-Year City Council Workshop on the City’s Vision, Mission, and Strategic Initiatives (Not a Project Under CEQA Article 20, Section 15378 and Under General Rule Article 5, Section 15061) Action: Directed staff to schedule a Mid-Year City Council Workshop City Manager Uslar gave a presentation to the Council. Public comment was not received on the matter. The Council discussed the matter. On consensus, the Council agreed with the staff recommendation to hold a workshop on the City's vision, mission, and strategic initatiives in July 2021. It was commented that this particular Council does not need to work on its working relationship. It was commented that a facilitator who works with the water district would be recommended. It was suggested to have a four hour workshop one day followed by a four hour workshop the next day. Recommendations were made for facilitators. 15. City Manager’s Update on COVID-19 Response Efforts (Not a project under CEQA per Article 20 Section 15378 and under General Rule Article 5 Section 15061) Action: Received update 6 City Council Minutes March 16, 2021 City Manager Uslar gave the presentation on the City’s COVID-19 response efforts and highlighted the recent vaccine clinics hosted by the Fire Department. Public comment was received from Kevin Dayton, Monterey Peninsula Chamber of Commerce, who praised the City for its response to COVID-19, and said that he hopes that the water district will extend water allowances for the outdoor dining program. COUNCIL COMMENTS Councilmember Haffa shared about an upcoming fundraiser for the Casa de Noche Buena shelter and encouraged participation. Councilmember Williamson wished everyone a happy St. Patrick's Day. Councilmember Albert thanked the City for vaccinating the drivers of Monterey-Salinas Transit. He asked to have a short conversation at an upcoming workshop on how to agendize Council meeting topics. He praised the essential workers who have helped so much in the COVID-19 pandemic. Councilmember Smith congratulated the City and County for the hard work that was involved in getting the area to the point of moving from the purple tier down to the red tier. He reported on the recent Legislative Day at Transportation Agency for Monterey County (TAMC), which he said was a success. He echoed the wish for a happy St. Patrick's Day and said that the Cannery Row Rotary is selling a drive-through, pickup traditional Irish meal. Mayor Roberson reported from a recent meeting of the Monterey Peninsula Water Management District (MPWMD). He reported on water usage and conservation in recent years, and on the status of the Environmental Impact Report (EIR) process for the Pure Water Monterey project. He said that he and other Mayors on the MPWMD board had signed a letter requesting relief from the The District has sent a letter to the State Water Board asking for water for affordable housing and relief from the cease and desist order.
