MINUTES CITY COUNCIL SPECIAL MEETING CITY OF MONTEREY Wednesday, March 24, 2021 4:00 PM MONTEREY, CALIFORNIA Councilmembers Present: Albert, Haffa, Smith, Williamson (arrived at 4:25 p.m.), Roberson Absent: None City Staff City Manager, Assistant City Manager, City Attorney, Community Present: Development Director, Parks and Recreation Director, City Clerk, Library Director, Interim Finance Director, Assistant City Attorney, Deputy City Attorney, Fire Chief, Interim Principal Planner, Associate Planner, Senior Engineer, Interim Recreation and Community Services Manager, Administative Assistant (Planning), Administative Assistant (Planning), Administrative Assistant (City Clerk’s Office) Pursuant to Section 3 of Executive Order N-29-20, issued by Governor Newsom on March 17, 2020, this meeting was conducted with telephonic/video participation only by all parties. CALL TO ORDER Mayor Roberson called the meeting to order at 4:03 p.m. Assistant City Manager Rojanasathira explained to the public how to participate in the virtual meeting and make public comment. PLEDGE OF ALLEGIANCE Mayor Roberson led the Pledge. PRESENTATIONS 1. Presentation on the Brown Act, Conflicts of Interest, and the Public Records Act (Not a Project Under CEQA per Article 20, Section 15378 and Under General Rule Article 5, Section 15061) Action: Received presentation City Attorney Davi, Assistant City Attorney Salameh, and Deputy City Attorney Donlon gave the presentation and answered Councilmembers' questions. Councilmember Williamson arrived at 4:25 p.m. during the presentation. Public comment was received from: Carol Chorbajian, who asked a question about the Brown Act; Ellen McEwen, who asked a question about quorums and committees; Esther Malkin, who asked a questoin about events hosted by non-City associations; Curt Tipton, who asked a question about conflicts of interest; Jean Rasch, who asked a question about standing committees; Jerilynn Smith-Crivello, who asked a question about teleconferencing rules during the COVID-19 pandemic; and Sandy Freeman, who spoke about how interested residents can keep informed about upcoming meetings and events. The presenters from the City Attorney's Office answered the questions. ***Adjourn to Closed Session (See additional agenda)*** Public comment on the closed session was not received.
