Pursuant to Section 3 of Executive Order N-29-20, issued by Governor Newsom on March 17,
2020, this meeting was conducted with telephonic/video participation only by all parties.

CALL TO ORDER
Mayor Roberson called the meeting to order at 4:00 p.m. Assistant City Manager Rojanasathira
explained to the public how to participate in the virtual meeting and make public comment.
PLEDGE OF ALLEGIANCE
Mayor Roberson led the pledge.
PRESENTATIONS
1. Resolution Denouncing Hate Crimes and Bigotry Targeting Asian Americans and Pacific
Islanders (Not a Project Under CEQA per Article 20, Section 15378 and Under General Rule
Article 5, Section 15061)
Action: Adopted Resolution 21-028 C.S.
Vice Mayor Williamson gave a brief overview of the resolution.
Mayor Roberson opened public comments. Public comments were received in support of
adopting the resolution from Esther Malkin, Gerry Low-Sabado, Elena Loomis, Jeff Uchida, Nina
Beety, Rob O’Keefe and Al Lee.
Vice Mayor Williamson shared proposed changes to the resolution, which had also been
submitted prior to the meeting in the online public comments folder. Mayor Roberson and each
Councilmember spoke in favor of adopting the resolution.
On a motion by Councilmember Albert, seconded by Councilmember Haffa and carried by the
following roll call vote, the City Council adopted Resolution 21-028 C.S. Denouncing Hate
Crimes and Bigotry Targeting Asian Americans and Pacific Islanders:

2. Presentation on SB 1383 - California's Short Lived Climate Pollutant Reduction Strategy (Not a
Project Under CEQA Article 20, Section 15378 and Under General Rule Article 5, Section
15061)
Action: Received report.
Philip Mainolfi of HF&H Consultants gave the presentation and answered Councilmembers’
questions along with Tim Flanagan of the Monterey Regional Waste Management District.
Mayor Roberson opened public comments. Nina Beety spoke in support of implementing a
permaculture program in the City of Monterey; and Esther Malkin asked for additional
information on the pollution reduction strategy. Sustainability Coordinator Terrasas provided
clarification.

Public comments were received from Janine Chicourrat, Nina Beety, Esther Malkin, Eloise
Shim, and Jean Rasch.
CONSENT ITEMS
It was noted that items 7 and 9 had been requested to be pulled from the consent agenda.
On a motion by Vice Mayor Williamson, seconded by Councilmember Smith, and carried by the
following vote, which was conducted by roll call, the City Council approved the CONSENT
ITEMS except 7 and 9:

Contracts in Furtherance of Public Policy to Include 501(c)(6) Organizations and Increase the

Government Operations Agency (State of California) regarding the allocation of vaccines for

Action: Pulled from consent and discussed. Adopted Resolution 21-032 C.S.
Assistant City Manager Rojanasathira gave a brief overview.
Mayor Roberson opened public comments and Nina Beety requested that the City not hold
vaccine clinics, citing concerns regarding the vaccines’ effects.
The Council briefly discussed the matter. It was urged that the public listen to health experts
and sign up for vaccinations.

On a motion by Councilmember Haffa, seconded by Vice Mayor Williamson, and carried by the
following vote, which was conducted by roll call, the City Council adopted Resolution 21-032
C.S. to Authorize the City Manager to execute a Memorandum of Understanding with the
California Government Operations Agency (State of California) regarding the allocation of
vaccines for COVID-19:

2 of WR 2009-0060 and WR 2016-0016 Cease and Desist Order (CDO) for Health and Safety
Needs Related to Housing (Not a Project Under CEQA per Article 20, Section 15378 and Under
General Rule Article 5, Section 15061; and under Public Resources Code section 21080(b)(4))
Action: Approved letter with amendments to clarify that the City is asking to use the
water that it already has as opposed to asking for more water.

Human Resources Director Hauck gave a brief presentation and took Councilmembers’
questions.

C.S. to Amend Resolution 20-150, the FY20/21 Salary Schedule for Regular Full-Time and

PUBLIC COMMENTS allows you, the public, to speak for a maximum of three minutes
on any subject which is within the jurisdiction of the Monterey City Council and which is
not on the agenda. Any person or group desiring to bring an item to the attention of the

appropriate staff person will contact the sender concerning the details. NOTE: Public

programs, or are passed to direct certain types of administrative action. A resolution may
be changed by adoption of a subsequent resolution. Resolutions only require one
reading and are approved when "passed and adopted."
