Pursuant to Section 3 of Executive Order N-29-20, issued by Governor Newsom on March 17,
2020, this meeting was conducted with telephonic/video participation only by all parties.
CALL TO ORDER
Mayor Roberson called the meeting to order at 10:00 a.m. Assistant City Manager
Rojanasathira explained to the public how to participate in the virtual meeting and comment.
PUBLIC APPEARANCE
1. Adopt a Resolution to Accept and Appropriate $1,250,000 in Grant Funds for the City’s
Emergency Rental Assistance Program from The United Way of Monterey County (Not a
Project Under CEQA Article 20, Section 15378 and Under General Rule Article 5, Section
15061)
Action: Adopted Resolution No. 21-034 C.S. as amended
Community Development Director Cole gave a brief presentation, recommended an
amendment to the resolution to ratify the already-signed grant agreement, and answered
Councilmembers' questions.
Public comment was received by Esther Malkin, who spoke in favor of the City's Emergency
Rental Assistance Program and of accepting the grant funds to support it, and Katy Castagna,
United Way Monterey County, who praised the Council for their embrace of the assistance
program and shared more details about the urgent timing behind the funding.
A motion was introduced by Councilmember Albert, and seconded by Councilmember Smith, to
adopt Resolution No. 21-034 C.S. to Accept and Appropriate $1,250,000 in Grant Funds for the
City’s Emergency Rental Assistance Program from The United Way of Monterey County, as
amended to ratify the already-signed agreement.
The Council discussed the matter. On question, Housing Analyst Leonard explained that
Monterey residents will be served by the Emergency Rental Assistance Program. It was
requested by Council that City staff make this distinction from the previous version of the
program clear to applicants, and to provide helpful referrals to residents of other jurisdictions.
On question, Housing Analyst Leonard provided an explanation of the history of the City's
program and its funding.
The motion carried by the following roll call vote:
