Mayor Roberson called the meeting to order at 4:05 p.m. City Clerk Klein explained to the
public how to participate in the meeting virtually and the safety rules for in-person attendance.
ROLL CALL - 2020-2022 CITY COUNCIL
City Clerk Klein called the roll with the full 2020-2022 Council present in the Chamber as
highlighted above.
The newly seated Council made brief remarks thanking the public, the voters, and their families
and supporters.
PRESENTATIONS
1. Recognition of Former Councilmember Dan Albert (Not a Project under CEQA per Article 20,
Section 15378 and Under General Rule Article 5, Section 15061)
Action: Recognized former Councilmember Dan Albert
City Manager Uslar made a verbal presentation highlighting former Councilmember Albert's
service to the City of Monterey.
Public comment relating to Councilmember Albert was not received.
The Mayor and Council made comments recognizing Mr. Albert's actions and virtues.

2. Recognition of Mayor Clyde Roberson (Not a Project under CEQA per Article 20, Section 15378
and Under General Rule Article 5, Section 15061)
Action: Recognized Mayor Clyde Roberson for his service to the City of Monterey
City Manager Uslar gave a presentation briefly detailing Mayor Clyde Roberson's many
accomplishments and years of service to the City in various roles. He shared that Congressman
Panetta had presented Mayor Roberson with a Congressional record in his honor.
Public comment praising and congratulating Mayor Roberson on his legacy of public service
was received from: California State Senator John Laird, who presented Mayor Roberson a
resolution on behalf of the State Senate; Julie Packard, Monterey Bay Aquarium; Colleen
Courtney on behalf of Monterey County Supervisor Mary Adams; Monterey County Supervisor
Wendy Root Askew, who presented a resolution from the Monterey County Board of
Supervisors; Former Councilmember Carl Outzen; Former Director of Community Development
Bill Wojtkowski; City of Seaside Mayor Ian Oglesby; Dominic Mercurio; and Mayor-Elect Tyller
Williamson.
Councilmember Haffa and Vice Mayor Smith shared anecdotes and thanked and recognized
Mayor Roberson.
Mayor Roberson told stories about his years of service; praised his family members for their
support and love; thanked the public, community stakeholders, City commissioners,
Councilmembers, and staff; and made remarks supporting the Mayor- and Councilmembers-
Elect.
ELECTION CERTIFICATION AND COUNCIL INSTALLATION
3. Adopt a Resolution Reciting the Results of the November 8, 2022 Consolidated General
Municipal Election and Installing Newly Elected Officers (Not a Project under CEQA per Article
20, Section 15378 and Under General Rule Article 5, Section 15061)

City Clerk Klein made a brief verbal presentation.

On a motion by Councilmember Smith, seconded by Councilmember Haffa, and carried by the
following vote, the City Council adopted Resolution No. 22-150 C.S. Reciting the Results of the
November 8, 2022 Consolidated General Municipal Election:

City Clerk Klein made remarks about the importance of the Oath of Office. Vice Admiral Ann
Rondeau, President of the Naval Postgraduate School, gave the ceremonial oath to newly
elected Mayor Tyller Williamson. Monterey County Supervisor, District 4, Wendy Root Askew
gave the ceremonial oath to newly elected Councilmember, District 1, Kim Barber. City Clerk
Klein gave the oath to newly reelected Councilmember, District 2, Ed Smith.

City Clerk Klein called the roll with the full, newly seated 2022-2024 Council present in the

The newly-seated Council and Mayor made brief remarks thanking residents and voters,
supporters and colleagues, their own families and loved ones, and City staff and community
partners, and spoke about their views about the future of Monterey.
Public comment was received from: Ivan Quiroz Bautista, Ryan Williamson, and Terry
Williamson, who spoke warmly about Mayor Williamson and his supporters.

Public comment on non-agendized matters was not received at this time in the meeting, but
was made during Item 1 by Tammy Jennings.

4. Appoint Alan Haffa as Vice-Mayor for 2023 (Not a Project under CEQA per Article 20, Section

Action: Appointed Alan Haffa as Vice-Mayor for 2023
City Clerk Klein gave a brief verbal report explaining the Council's recent practice of rotating the
seat of Vice-Mayor on an annual basis.
Public comment was not received.
On a motion by Councilmember Smith, seconded by Councilmember Haffa, and carried by the
following vote, the City Council appointed Alan Haffa as Vice-Mayor for 2023:

PUBLIC APPEARANCE (EVE)
15. Review Qualified Applications Received and Provide Direction to Staff on the Process to Fill
Current At-Large Short-Term City Council Seat Vacancy (Not a Project under CEQA per Article
20, Section 15378 and General Rule Article 5 Section 15061) / Revisar las solicitudes

Action: On consensus, provided staff with detailed direction for Council special
meeting(s) to be held the week of December 12, 2022
City Manager Uslar made a brief verbal report, reminding the Council and public of the history
of the at-large short-term Council seat that was vacated by former Councilmember Albert
pursuant to Charter section 2.8. and the application process directed by Council on November
1, 2022. He informed the Council and public of the results of the application process, namely
that 20 applications were issued to residents, 12 applications were received with voter
signatures, and 11 qualified applications were received with sufficient verified voter signatures
as certified by the Monterey County Elections Department. He reminded the Council that the
deadline for the Council to fill the vacancy would be December 19, 2022, or the responsibility to
appoint would transfer to the Mayor pursuant to Charter sec. 2.5.
The Council stated its desire to make an appointment before December 19, 2022 to fill the
Council vacancy. Comments were made in favor of all four Councilmembers reviewing
applicants in a full City Council special meeting rather than convening a subcommittee. It was
proposed to hold a special meeting the following week for applicant interviews, and reserve
another date the same week for a second special meeting if needed for further deliberation and
an appointment.
The Council discussed interview questions and question-asking protocol. It was proposed to
hear a three-minute presentation from each applicant, and that the Council have freedom to ask
questions in the moment.
Public comment was received from: Bob Faulis, who urged Council to appoint someone they
can work well with; Marta Kraftzeck, who urged the Council to appoint Jean Rasch; vacancy
applicant Kevin Dayton, who shared techniques used by other local government agencies for
filling vacancies; vacancy applicant Laura Nagel, who spoke in favor of appointing a resident of
District 4, citing a historical lack of representation in that area; vacancy applicant Dan Presser,
who asked the Council to interview the applicants one at a time without the other applicants the
room; Nina Beety, who echoed Mr. Presser's remarks and said that the public should have a
way to ask the applicants a question; Lori Mazzuca, who echoed the call for applicants to be in
front of the Council without other applicants present and made further suggestions; Tom
Rowley, who stressed that the appointee should have experience with and knowledge about
City business; and Luis Osorio, who spoke about a need for diversity and representation that he
said has been lacking in the past.
The Council discussed the matter. On question, City Attorney Davi said that the City cannot ask
anyone not to participate in a public meeting. It was stated by Council that they would like to
have a standard set of questions, with the ability to ask follow-up questions. It was proposed to
provide the questions from the staff report and attachment to all applicants in advance of the
interviews.

On consensus, the Council directed that applicant interviews would be held on December 12,
2022 at 6 p.m. using the following process: qualified applicants' names to be drawn at random
to establish the order of interviews; a maximum of three minutes for each applicant to make a
verbal presentation to the Council; each applicant to answer one question from each
Councilmember, with a maximum of one minute in which to answer; a maximum of one minute
to answer any follow-up question received; and public comments to be received after the
completion of applicant presentations and interviews. On consensus, the Council directed staff
to incorporate into the interview questions the concepts of effective teamwork and the Council's
strategic direction, and to provide the applicants with the City Council's mission, vison, and
value drivers and priorities matrix documents. On consensus, the Council determined that if a
second meeting were to be needed to complete the process, it would be held on December 15,
2022 at 6 p.m. It was stated that during Council's upcoming deliberations, weight would likely
be given to the matter of district representation.
Mayor Williamson reopened the public comment period, and comment was received from
vacancy applicant Gino Garcia, who asked for clarification on whether public comment will be
directed to candidates, and Bob Faulis, who proposed that a subcommittee could conduct a
second meeting. On question, the Council clarified that the applicants would not be asked
further questions after public comment was received.
COUNCIL COMMENTS
Councilmember Smith congratulated his newly elected colleagues and expressed excitement
about the upcoming application review process.
Mayor Williamson thanked the Monterey community for electing diverse representatives.
CITY MANAGER REPORTS
City Manager Uslar reported on high flu, COVID-19, and RSV cases at Community Hospital of
Monterey Peninsula. He announced the upcoming Christmas in the Adobes and said that the
Recreation Department would be offering children's programming and deals on Monterey
Sports Center membership. He encouraged all to donate toys to the Fire Department's toy
drive.

This is a separate legal body of the City that oversees the operations of the Ocean View
Community Services District desalinization plant. CONSENT AGENDA consists of those

member of the public or a CSD Board Member may request that an item be placed on
the regular agenda for further discussion.

PUBLIC COMMENTS allows you, the public, to speak for a maximum of three minutes
on any subject which is within the jurisdiction of the Monterey City Council and which is
not on the agenda. Any person or group desiring to bring an item to the attention of the
City Council may do so by addressing the Council during Public Comments or by
addressing a letter of explanation to: City Clerk, City Hall, Monterey, CA 93940. The
appropriate staff person will contact the sender concerning the details. NOTE: For
regular meetings with an afternoon and evening session, Public Comments are taken
during both sessions. Individuals may choose to speak once for up to three minutes at
either session, but not both.
PUBLIC APPEARANCE (EVE)
PUBLIC APPEARANCE items are reports on non-routine issues that might stimulate
public discussion, but that do not require formal noticing as public hearings. You are
welcome to offer your comments after being recognized by the Mayor. The Council may
limit the time each speaker is allocated.

COUNCIL COMMENTS
Councilmembers may ask a question for clarification or make a brief announcement or
make a brief report on his or her activities. In addition, Council may provide a referral to
staff or other resources for factual information, request staff to report back to the body at
a subsequent meeting concerning any City matter (G.C. 54954.2).
CITY MANAGER REPORTS
The City Manager may make a brief report on his activities or a brief announcement. He
may also ask for clarification or direction regarding scheduling of Council meetings and
study sessions.
ADJOURNMENT
Members of the public have the right to address the City Council on any item on the Agenda, before or
during its consideration [G.C. §54954.3(a)]. The Mayor will formally open the floor for public comment on
items such as "Public Appearance" and "Public Hearings."
