CALL TO ORDER
Mayor Della Sala called the meeting to order at 4:02 p.m.
STUDY SESSION
1. Review Proposed Operating Budget for Fiscal Year 2014/15 (Finance - 406-03)
Action: Received and discussed report
City Manager McCarthy introduced the item, and Finance Director Forbis and Assistant Finance
Director Porter presented the proposed Fiscal Year 2014/15 Operating Budget and answered
Councilmembers' questions.
Mayor Della Sala opened public comment on the item. Nelson Vega asked to have copies of
the presentation available at the meeting. He said that if Monterey is a well-run city is
inaccurate because the roads need repair. He said that the business people are the main
reason revenues have been increasing. He said that compared to the private sector, the City
does not hold muster. [Tim Nylen/ Ron (?) Nelson/Regan], United Way 211 program, thanked
Council for their past support and asked that they continue to support them. Ellen Martin,
Executive Director of First Night Monterey, thanked Council for their past support and
requested support for this year as well. She said that Monterey is the best run city in Monterey
County. On request, she said that she would forward information to the Council regarding the
funding received from other area cities.
Ms. Yamanishi, Chair of the Library Board, thanked Council for their support of continued
Sunday hours. Having no further requests to speak, Mayor Della Sala closed public comment.

2. First Review of Recommended Capital Improvement Program (CIP) Projects for FY 2014/2015

Action: Received report and provided guidance to staff

Principal Engineer Harary presented the staff report and answered Councilmembers' questions.
Councilmember Haffa suggested that road repair projects should be the top priority.
Councilmembers Selfridge and Downey agreed.
Mayor Della Sala opened public comment, had no requests to speak, and closed public
comment.
STUDY SESSION
3. Consideration of Pavement Management Program Alternatives and Funding (Plans & Public
Works - 803-10)
Action: Received and discussed report
Senior Engineer Krebs presented the staff report and answered Councilmembers' questions.
Councilmember Haffa suggested that a PCI of 70 by 2023 might be a good goal.
Chief of Planning and Engineering explained that the NIP has been approached and requested
to help fund pavement on neighborhood streets, but unsuccessfully.
Councilmembers agreed on having a goal of at least 70 PCI in the next ten years.
Mayor Della Sala opened the floor for public comments, had no requests to speak, and closed
public comment.
ADJOURNMENT
Having no further business to come before the Council, Mayor Della Sala adjourned the
meeting at 6:29 p.m.

STUDY SESSION
STUDY SESSION items are used to provide information to the City Council and answer their
questions to clarify issues. Study Sessions provide a setting for informal discussions between
staff, consultants, board, commission, committee members and the City Council regarding specific
programs, projects or policies. Council does not take formal action on the items.
1. Review Proposed Operating Budget for Fiscal Year 2014/15 (Finance - 406-03)
PUBLIC APPEARANCE
PUBLIC APPEARANCE items are reports on non-routine issues that might stimulate public
discussion, but that do not require formal noticing as public hearings. You are welcome to offer
your comments after being recognized by the Mayor. The Council may limit the time each speaker
is allocated.

ADJOURNMENT
Members of the public have the right to address the City Council on any item on the Agenda, before or
during its consideration [G.C. §54954.3(a)]. The Mayor will formally open the floor for public comment on
items such as "Public Appearance" and "Public Hearings." If you wish to speak to items in any other
categories, for example "Consent Agenda," please advise the City Clerk or the Mayor prior to the
Council's action on that item, and you will be recognized. Notification as much in advance as possible is
appreciated.
The City Council meeting packet may be reviewed by the public in the Library or the City Clerk's Office.
Any writings or documents pertaining to an open session item provided to a majority of the City Council
less than 72 hours prior to the meeting, shall be made available for public inspection at the front counter
at the City Clerk's Office, Room 6 at City Hall, Madison & Pacific Streets, Monterey, California 93940
during normal business hours.
Information distributed to the Council at the Council meeting becomes part of the public record. A copy of
written material, pictures, etc. should be provided for this purpose.
City Council Meetings are cable cast live and videotaped for replay on Monterey's Government Access
Channel 25 by Access Monterey Peninsula (AMP).
