MINUTES CITY COUNCIL SPECIAL MEETING CITY OF MONTEREY Wednesday, June 28, 2017 4:00 p.m. FEW MEMORIAL HALL OF RECORDS, 580 PACIFIC STREET MONTEREY, CALIFORNIA Councilmembers Present: Councilmembers Roberson, Albert, Barrett, Haffa, Smith Absent: None City Staff Assistant City Manager, City Attorney, Director of Information Resources/ Present: City Clerk, Community Services Director, Library Director, Interim Public Works Director, Property Management Administrative Analyst, Administrative Analyst CALL TO ORDER Mayor Roberson called the meeting to order at 4:00 p.m. PUBLIC APPEARANCE 1. Consider Concept and Refer the City of Monterey's Path of Fame Project to the Colton Hall Museum and Cultural Arts Commission and Authorize the Allocation of Funding (Not a project under CEQA, per Article 20, Section 15378 and under General Rule Article 5, Section 15061) (City Manager - 101-14) Action: Received report and referred the City of Monterey's Path of Fame project to the Colton Hall Museum and Cultural Arts Commission and identified a funding source Acting City Manager Uslar introduced the item, and Administrative Analyst Punkar presented the staff report and answered Councilmembers' questions. Councilmember Haffa asked that the CHM Commission have a primary role in the selection, and said that he preferred the second design for the plaques, as it is more artistic. Mr. Punkar clarified said that probably twenty people would be invited to participate in the initial unveiling, with five or ten added annually or semi-annually. He said that businesses would have proper notification regarding the program. Mayor Roberson opened the floor for public comments on the item. Rick Johnson, OMBA Executive Director, encouraged Council to engage other business districts in this program. He said that this project is important because it is fun and whimsical, and he wants to honor people so younger people can be inspired to greatness. Sandy Freeman, committee member, said that history surrounds us and Monterey's historic resources have been retained in place. She said that this project would include all communities on the Peninsula. She said that a Path of Fame will extend and accent access between Downtown and the Wharf. She said it is important to include people who young people can relate to. Michael Sovereign, CHM Commissioner, said that it will be exceedingly difficult to restrict the initial project to only twenty people. He suggested using a higher tech way to collect the stories of the subjects. Having no further requests to speak, Mayor Roberson closed public comments.  City Council Minutes Wednesday, June 28, 2017 Mayor Roberson said that it is always good to define the problem without going directly to a solution. He suggested that a "Wall of Fame" might be appropriate or a Mural of Fame. He said that he is not sure he is ready to approve a "Path of Fame," yet and suggested folding this project into a larger discussion about public art. He said that the selection process worries him. He noted that this involves public money and public right of way, so the decision would likely end up in front of Council. The Mayor said that establishing criteria is hard, and there are many unsung people who made a contribution. Councilmember Barrett said that he would like to see this project go forward and get to the next stage. He said that the objectiveness of the criteria and the inclusiveness and participation of the community are the questions that need to be answered. He suggested that it come back with a better process and selection criteria. He said that any remaining funds could be applied toward an expanded public art project. Councilmember Smith said that he would like to see this project move forward, with the CHM/CAC refining the process. He suggested broadened selection categories to include education, citizenship, fishing, community activism, and working in the ocean. He voiced concerns about the regional reach and noted that people who made positive impacts should be included. He voiced concerns that the selection process could become too bureaucratic, and he would like it to remain privatized rather than coming through the City government. He suggested more modernized plaques, with people able to grasp more information through their smart phones. Mayor Roberson noted that because it is on public property, Council would ultimately be responsible. Councilmember Barrett added that there needs to be the public "stamp" on the project because this is public property and funds. He said that if the criteria are objective, then the CHM/CAC could certify that a selection adheres to the criteria, with the final determination made by lottery. Councilmember Albert said that this is a wonderful idea, and it is supposed to be fun. He said that someone would always be left out, but if there is a process every year, eventually everyone will be included. Councilmember Haffa said that CHM/CAC should address the criteria and the selection process and make the recommendation to Council. He said that he likes the idea, but it might be controversial and require a number of public meetings. He said if public money is used, then a City commission must make a recommendation. He supported the idea of a walk or a path because it can help connect the Downtown and the Waterfront. He said that the design needs to be artistic. He suggested asking local artists to propose design. He supported having a broader list of people involved in a sort of scavenger hunt. There was consensus to bring refer idea, along with the Council's comments, to the Colton Hall Museum/Cultural Arts Commission. 2. Amend Resolution 17-016 to Increase the Contingency for the Wharf II Critical Repairs Project (Certified Mitigated Negative Declaration) ***CIP*** (Plans & Public Works - 704-06) Action: Adopted Resolution 17-126 C.S. increasing the contingency to $239,325 and authorized the City Manager to expend this amount to complete the project Mayor Roberson summarized the item and opened public comments. There were no requests to speak, and he returned the discussion to the dais. 2 City Council Minutes Wednesday, June 28, 2017 On a motion by Mayor Roberson, seconded by Councilmember Smith, and carried by the following vote, the City Council adopted Resolution No. 17-115 C.S., amending Resolution 17- 016 to Increase the Contingency for the Wharf II Critical Repairs Project: AYES: 5 COUNCILMEMBERS: Roberson, Albert, Barrett, Haffa, Smith NOES: 0 COUNCILMEMBERS: None ABSENT: 0 COUNCILMEMBERS: None ABSTAIN: 0 COUNCILMEMBERS: None RECUSED: 0 COUNCILMEMBERS: None Council adjourned to closed session at 5:14 p.m. ANNOUNCEMENTS FROM CLOSED SESSION Information Resources Director/City Clerk Gawf announced that the City Council gave confidential direction to their negotiators on a unanimous roll call vote in a conference with real property negotiators regarding property located at 595 Munras, negotiating parties: Foothill Partners, Inc/Douglas Wiele and Carl Outzen, under negotiation: price and terms for proposed ground lease.
