Cal Am Presentation on Monterey Pipeline and Highway 68 Bridge Projects (Not a Project under CEQA per Article 20, Section 15378 and under General Rule Article 5, Section 15061) (Plans & Public Works - 706-01) Action: Received presentation City Manager McCarthy introduced Acting Public Works Director Wittry, who presented background regarding the pipeline. Chris Cook, Assistant Engineering Manager for CalAm, gave the presentation and answered Councilmembers' questions. Mayor Roberson opened public comment on the item. Tom Rowley recited some history regarding traffic in the Highway 68 and Highway 1 area, and said that the former traffic committee would be very satisfied with the current design. Mike Brassfield said that this is a large project that is needed and CalAm is doing a great job. He suggested that the City and CalAm hold a "Lessons Learned" meeting with the neighbors. Mike Baer, Monterey resident, said that the presentation was somewhat reassuring, but he asked how confident CalAm is that the structure would hold up during a 100-year seismic event. He asked if there is a shut-off valve and suggested that putting the pipe underground would solve these issues. He asked about the cost for the project. Rick Heuer noted that the pipeline is being built to Cal Trans earthquake standards, so if it fails every other bridge in the state will fail. John Narigi, Coalition of Peninsula Businesses, spoke in support of the project and said that CalAm has answered all of the questions. He said that the Coalition would hope that the Council supports the project. With no further requests to speak, Mayor Roberson closed public comments. Mr. Cook said that isolation valves are placed along the pipeline, so if the bridge went down the water could be shut off and water would continue to be available to the customers. He said that overall, CalAm is tracking well on the project costs and aiming to hit the budget target. Jung Kuen, AE Com Design Engineer, addressed the question of earthquake safety and reviewed the engineering specifications.  City Council Minutes Tuesday, June 20, 2017 2. Healthy Eating Active Living (HEAL) Cities Campaign (Not a Project under CEQA per Article 20, Section 15378 and Under General Rule Article 5, Section 15061) (City Manager - 101-14) Action: Received presentation Councilmember Barrett introduced the item, emphasizing the healthy active Monterey life style. Blythe Young, Policy Specialist at Heal Cities Campaign, gave the presentation and answered Councilmembers' questions. Councilmember Barrett suggested that Council might consider adopting the resolution at a future meeting. Mayor Roberson opened public comments, had no requests to speak, and closed public comments on the item. PUBLIC COMMENTS Mayor Roberson opened public comments on items not on the agenda. Mike DeLapa, California Beach Volley Ball Association, asked Council to support the Special Events grant on Item 14. With no further requests to speak, Mayor Roberson closed public comments. CONSENT ITEMS Mayor Roberson noted that a member of the public has asked to remove Item 12 from the Consent Agenda. Councilmember Smith said that he would abstain from the vote on Item 4 because he was not present at the June 6 meeting. Councilmember Haffa suggested that staff bring back an update during the fall. Councilmember Smith said that he would abstain from voting on Item 25 on the list of projects due to a potential conflict. CONTINUED PUBLIC COMMENTS Mayor Roberson reopened public comments on items not on the agenda. Tom Rowley renewed his invitation to tomorrow's coalition housing, ag, business, and planning presentation on proposals for improving Highway 68 corridor. Former Mayor Dan Albert said that he recently drove by the Cooper Molema tonight and he urged Councilmembers to go by and look at what PG&E is doing there. Judy Karas, Monterey resident, said that traffic between Pacific Grove and Monterey was terrible tonight due to a wreck on Del Monte. She urged Council to extend Hawthorn Street to cross the Lower Presidio to create an alternate route. Mayor Roberson clarified that the Pentagon sets the rules regarding traffic crossing the Presidio, and he will follow up with the Colonel. 6  City Council Minutes Tuesday, June 20, 2017 John Narigi said that the traffic leaving the Cannery Row District during certain times has been terrible lately. He asked that the Council focus on the congestion and work on a solution to alleviate it to some degree because something has to be done. Mayor Roberson opened the Public Hearing. Josene McCoe, Del Monte Neighborhood, said that the Planning Commission's deliberative process was exemplary and they balanced various important needs. She urged Council to adopt the proposal fully and without change and expressed her appreciation to the City for listening to concerns. Stan Cook, Villa Del Monte, agreed with the previous speaker, saying that the Planning Commission did an excellent job. He proposed paring back the 300 recommended acres to minimize impacts to schools and residential property. He suggested that once established, the emergency shelters will not go away, and he proposed that the City consider a buffer around schools, possibly 600 feet, and around residential. Chris Parsons, Del Monte neighborhood, agreed that the process has been exemplary and she appreciated that the community members were listened to. She strongly supported the current plan, and said that a buffer for schools and parks is a good idea. Tom Rowley said that a lot of progress has been made and noted that an emergency shelter will have an impact. He voiced his disagreement that CEQA would not apply. He said there needs to be a more frequent, more accurate homeless count. Gary Cursio, Monterey County Hospitality Association Director of Government Affairs, said that this process has been long and very thorough. He said that the issue has been well discussed and all groups were represented and the hospitality community is very pleased with the current recommendation. John Narigi, Cannery Row Business Association, agreed with the previous speaker and urged Council to adopt the recommendation as presented by the Planning Commission. He said that the Cannery Row Company is also very pleased. Judy Karas thanked the Planning Commission and Rick Marvin. She suggested that Council consider Fort Ord property for low and very low income housing and she encouraged a regional approach and task force. Bob Massaro, MCPOA, said that his group is very supportive of the Planning Commission recommendation as it is presented. He voiced a concern that the number of homeless people cited in the report might be outdated, and he urged Council to confirm the number. 7 City Council Minutes Tuesday, June 20, 2017 Mike Brassfield said that the public involvement in this issue was great. He said that he does not support designating the area adjacent to residential, but he supported the other recommendations. McKayla Taylor, Villa Del Monte Neighborhood President, expressed her appreciation to Council, Planning Commission, staff, and especially her neighbors. She agreed with the suggestion for a buffer around the schools. Marlene Perfecto Huckleberry suggested that the management of a shelter be given to the Monterey County Health Department. She suggested that the Federal guidelines be followed, and said that an emergency shelter is not adequate, rather it should be a 24 hour year-round operation. With no further requests to speak, Mayor Roberson closed the public hearing. Principal Planner Caraker addressed the issue regarding a buffer around schools, noting that those are considered services and some people might need access to those services. She said that too much specificity could lead to challenges. She reviewed the issue regarding residential buffers. City Attorney Davi noted that a Section 38-99.2 has been added causing the number of homeless people to be tied to the updates to the Housing Element. She explained that because this is not discretionary, the State has exempted it from CEQA. Councilmember Smith noted that tonight's action is to establish an overlay, and any site in the district could be a site in the future. He said he would like to look further at buffers. Mayor Roberson called a recess at 8:21 p.m. and reconvened the meeting at 8:30 p.m. Councilmember Smith suggested that the area at Casanova and Fremont, next to Melway Circle, be removed, along with Della Vina to Ramona along Del Monte. Councilmember Barrett voiced concerns regarding equity and said that he is uncomfortable when people start talking about carve-outs. Councilmember Haffa said that he is leery about making too many changes given the process that this has gone through. He said that this will be a benefit to have emergency shelters, and most of these areas will never be a shelter. It was moved by Councilmember Haffa, and seconded by Councilmember Barrett, to approve the Planning Commission recommendation and pass the Ordinance to print, M.C.C. Councilmember Haffa accepted the proposed amendment, and the seconder agreed. 8 City Council Minutes Tuesday, June 20, 2017 Councilmember Smith suggested an amendment to remove the area at Soledad and Munras. Councilmember Barrett said that it is important to have an evenly distributed approach. Councilmember Albert agreed that the Soledad area has been a problem. Mr. Barrett said he does not want to stand in the way of the zoning and he would agree to the amendment. Councilmember Haffa agreed to the amendment to remove the property at Soledad and Munras and the seconder agreed. On a suggestion by Councilmember Smith, Councilmember Haffa said that he would be willing to carve out the Della Vina frontage properties and the seconder agreed. Mayor Roberson asked to discuss the property on Del Monte next to the Del Monte School. Councilmember Haffa amended his motion to carve out the Del Monte School area and returned the remainder of the Dela Vina properties, and the seconder agreed. He said that the traffic is better on Lighthouse but not on the cross streets, and he would like the Council to study the situation. Councilmember Haffa agreed with a previous speaker regarding the power box in front of the Cooper Molema, adobe, saying that the Council should see if it could be relocated. Ms. Cole said that it is a temporary power supply for use during construction. Dr. Haffa said that the Monterey Pops Festival was outstanding. He reported that the Peninsula Pride Parade in Seaside had a great turnout, as did Opening Day for the Monterey Amberjacks at Sollecito Ballpark. He updated the Council on the Monterey Bay Community Power action to offer a contract to an interim CEO and the organization’s success. Councilmember Haffa reported that FORA will sunset in 2020, but they have asked to extend the legislation so the program could be finished within 6-10 years. He said that they plan to meet with TAMC to discuss the transition. Mayor Roberson suggested a presentation. Councilmember Barrett said that he would like to keep an open mind regarding the sunset of FORA, and noted that some issues could be solved before 2020. Councilmember Barrett mentioned a number of events that he attended, including the Van Buren Street groundbreaking; First Capital Bank 10th Anniversary; Monterey Pops Concert on the Lawn; two Arbor Day tree plantings; celebration of Small Business Awards by Small Business Council; 25 year Sports Center Anniversary; ribbon cutting for the renovation of Jacks; and the Monterey Amberjacks. He reported on the Monterey Regional Water Pollution Control Agency Budget workshops where they discussed how to maintain appropriate charges for fees to maintain infrastructure. He noted that Marina has moved forward with recommending action against the CEMEX mining plant, and people can forward their comments to the Coastal Commission. He voiced concerns regarding traffic issues at the corners of Spencer and David and Hoffman and 9 City Council Minutes Tuesday, June 20, 2017 Archer. Councilmember Smith offered congratulations to the Warriors. He said that Montecito Park will be opening soon and the Warriors will be fully engaged, along with Monterey Fire Fighters and the Rotary Club. Mr. Smith said that on July 1 there will be a picnic in the park at the Lower Presidio Park. He said that he was recently in Atlanta for a Rotary conference and he noted that Monterey is pretty famous and he received great feedback. He said that the Pops received a lot of media coverage and his friend had a featured article. He said it is good to be back home. CITY MANAGER REPORTS There was no report.
