MINUTES CITY COUNCIL SPECIAL MEETING CITY OF MONTEREY Wednesday, September 23, 2020 4:00 PM MONTEREY, CALIFORNIA Councilmembers Present: Albert, Haffa, Smith, Williamson, Roberson Absent: None City Staff City Manager, Assistant City Manager, City Attorney, Community Present: Development Director, Public Works Director, Police Chief, Finance Director, Parks and Recreation Director, City Clerk, Human Resources Director, Library Director, Fire Chief Pursuant to Section 3 of Executive Order N-29-20, issued by Governor Newsom on March 17, 2020, this meeting was conducted with telephonic/video participation only by all parties. CALL TO ORDER Mayor Roberson called the meeting to order at 4:04 p.m. Assistant City Manager Rojanasathira explained to the public how to participate in the meeting and provide public comment. It was announced that a two minute time limit would apply for public comments during the Council workshop. PLEDGE OF ALLEGIANCE Mayor Roberson led the Pledge. WORKSHOP 1. Review and Discuss Current City Staff Work Plan and City Council Goals/Priorities (Not a Project under CEQA Article 20, Section 15378, and under General Rule Article 5, Section 15061) Action: Conducted workshop City Manager Uslar introduction about the City staff's current work plan, the City Council's goals and priorities, and where they intersect. Public comment was received from Lorna Moffat, who spoke about an unrelated legal battle. The Council discussed the matter. It was remarked that items that are prioritized because of legal requirements may not need to stay on the list, or could be placed at the bottom of the list, unless the point is to show the Council what staff needs to be working on. The Council spoke about specific topics as follows: Small Cell Wireless Ordinance and Utility Undergrounding – It was stated that neighborhood preservation and small-town feel are directly connected to the small cell ordinance and to undergrounding, and that those topics should come back to Council as soon as possible. It was stated that the small cell wireless ordinance should be higher on the priority list than the current City Council Minutes September 23, 2020 #60 placement. It was requested that staff give the Council an update on the status of the small cell ordinance as well as on utility undergrounding and what the choices may be. Fiscal Accountability – It was stated that the City was already facing a fiscal crisis before COVID-19 came along, but Measure G's sales tax increase would help address the #1 Council priority of fiscal accountability. It was stated that if the measure to increase TOT passes, additional revenues should be targeted toward infrastructure to the greatest extent possible. Affordable Housing – It was stated that progress continues regarding affordable housing. Technology – It was stated that traffic improvements have been made. It was stated that technology intersects with many issues, and provides an opportunity to release more information publicly. It was suggested to leverage technology to increase the accountability of local government to millennials, such as by utilizing an app that could report potholes. Parking Infrastructure – The question was posed about how to bring this topic back into focus. Value Drivers – It was stated that the Council would like to see a process that engages the public more. It was stated that tying the value drivers into the budget process is a #1 priority for one Councilmember. Social Justice Issues – It was stated that the Council would like to add social justice issues to the list to make sure they stay a topic of discussion. Keeping a Small Town Feeling – It was stated that this goal includes matters relating to health and safety, cleanliness, homeless, substance abuse, and crime. Public Safety – It was stated that wildfire response and emergency operations center (EOC) mutual aid are a priority, and that the City needs to identify what is needed in order to be prepared. Standards of Coverage / Community Risk Assessment – It was stated that the City should make sure it is ready to protect the community, and that the Council would like to receive a report. Sustainable Fishing – It was suggested to consider offloading and the needs of Wharf 2, and that the City needs a long-range plan to make changes in two to three years. Wharf Expansion – It was stated that the City has improved operations on the Wharf and at the Marina. It was stated that leases with local fishermen are ongoing. Coastal Plan Update – It was stated that clarity on waterfront management would be appreciated. Intergovernmental Services Agreement (IGSA) – It was stated that this contract ties to the Council’s #1 priority of fiscal accountability. It was stated that any opportunity to keep this contract long-term and military partners happy is important. Public Engagement – It was stated that the City should take a look at how it gets the word out to the community, and that the Neighborhood Association Presidents don’t always represent how everyone in the community feels. It was stated that the City may overly depend on using Neighborhood Association Presidents as a voice of the community, and that using Neighborhood Associations as a means of distributing information may not reach renters well even though they make up the majority of Monterey’s population. It was stated that the City’s 2 City Council Minutes September 23, 2020 outreach efforts should be increased and diversified. It was stated that a new model is needed and should be developed into a policy that can be refined over time. It was stated that the Council should reassess what information can and should be disclosed publicly regarding property negotiations and closed session actions. It was stated that the Council does a good job of listening to residents before a decision is made instead of afterward. Council’s Understanding of Staff’s Performance – It was stated that the Council should have the opportunity to give feedback into how well staff is performing, and requested that Council have access to a dashboard relating to staff performance and expectations. COVID-19 – It was stated that the pandemic would be an appropriate addition to the list. Questions were asked about specific items on the staff plan list, including requesting that the following matters come to Council and that more information on them be shared with Council: Item #26 (Storm Water Trash capture Project), Item #28 (Waterfront Expansion), Item #37 (City Website), and it was suggested that perhaps Item #54 (Fort Ord RFP) should be removed from the list. Assistant City Manager Rojanasathira shared suggested next steps: staff would develop a hierarchy of strategic initiatives, and would present an updated city/Council work plan and revisit updated priorities later in 2020. It was suggested by the Council that the Councilmembers have access to a calendar with time- sensitive Council agenda items, so that they would know when regular matters would be scheduled. ***Adjourn to Closed Session (See additional agenda)*** Mayor Roberson opened public comments on the closed session. Esther Malkin praised the City of Monterey City Council for conducting itself professionally compared with other City Councils. Zoe Carter said that the Connect app makes it easy to report issues, and said that she appreciated the transparency of the City in sharing campaign disclosure records. With no further requests to speak, Mayor Roberson closed public comments.
