MINUTES CITY COUNCIL STUDY SESSION CITY OF MONTEREY Wednesday, January 27, 2010 4:00 - 6:00 p.m. COUNCIL CHAMBER, FEW MEMORIAL HALL MONTEREY, CALIFORNIA CALL TO ORDER Mayor Della Sala called the meeting to order at 4:00 p.m. Councilmembers Present: Councilmembers Downey, Haferman, Selfridge, Sollecito, Della Sala Absent: None City Staff City Manager, Assistant City Attorney, Information Resources Director/City Clerk, Present: Assistant City Manager, Police Chief, Public Facilities Director, Conference Center Manager, Chief of Planning, Engineering & Environmental Compliance, Assistant Director Plans and Public Works PUBLIC COMMENTS Mayor Della Sala opened the floor for public comment on items not on the agenda. Patrick Howell, Monterey resident, suggested an extension of the tunnel and said that might be an appropriate discussion for another study session, noting that timing and time structure are important considerations. Having no further requests to speak, Mayor Della Sala closed public comments. STUDY SESSION 1. Presentation by Consulting Firm HVS on Analysis of Possible Expansion/Renovation of the Monterey Conference Center (Public Facilities - 902-01) City Manager Meurer recognized former Mayor Peter Coniglio and former Mayor Dan Albert, who were in attendance. Mr. Meurer gave a brief history of the current Conference Center and gave an overview of tonight's discussion. Dan Conception introduced Tom Hazinki, Managing Director of HVS, and he presented the Monterey Conference Center Feasibility Study, explaining that his role is to give the City Council the information they need to make a decision. On question Mr. Hazinski estimated that the next phase of the study might be in the range of $50,000. Mayor Della Sala opened the floor for public comment. Frank Fenneran, partner in Monterey Mariott and Chairman of the Washington State Convention Center, said that Washington's facility is undergoing its third expansion. He stated that it is necessary to keep this type of facility up to date in order to stay competitive, and it is a good investment. He urged Council to improve and add to the Conference Center in order to remain competitive. He made suggestions on ways to finance an addition and ways to improve operations of the current facility. On question, he said that while he could not make a specific commitment, philosophically he would be a willing participant in this venture. Jeannine Chicourrat, Portola Plaza General Manager, agreed with the previous speaker. She noted that Monterey has advantages over other locations, and she supported moving forward with the study. She said that she would also be a willing participant in an expansion. City Council Minutes Wednesday, January 27, 2010 Patrick Howell asked for clarification regarding the current operating expenditures, and City Manager Meurer explained the amounts. Having no further requests to speak, Mayor Della Sala closed public comment. Councilmember Downey expressed support for moving to the next step since there are members of the hotel industry who are supportive. Mayor Della Sala said that the matter would be on a future agenda for action. Any person or group desiring to bring an item to the attention of the City Council may do so by addressing the Council during Public Comments or by addressing a letter of explanation to: City Clerk, City Hall, Monterey, CA 93940. The appropriate staff person will contact the sender concerning the details. NOTE: Public Comments are taken during the afternoon session and continued at the evening session. Individuals may choose to speak once for up to three minutes at either session, but not both. STUDY SESSION STUDY SESSION items are used to provide information to the City Council and answer their questions to clarify issues. Study Sessions provide a setting for informal discussions between staff, consultants, board, commission,committee members and the City Council regarding specific programs, projects or policies. Council does not take formal action on the items. 1. The Mayor will formally open the floor for public comment on items such as "Public Appearance" and "Public Hearings."
