CALL TO ORDER
Mayor Della Sala called the meeting to order at 4:03 p.m.
PUBLIC COMMENTS
Mayor Della Sala opened the floor for public comments on items not on the agenda, no one
came forward, and he closed public comments.
STUDY SESSION
1. Receive Annual Report from Appeals Hearing Board (City Attorney - 703-04)
Action: Received Report
Chair Stocker presented the report, highlighting the Board's review of the Council Chamber
ADA upgrades, and answered questions.
2. Receive Annual Report from the Architectural Review Committee (Plans & Public Works - 701-
01)
Action: Received Report
Chair Dawson presented the report, saying that the board now has five local architects as
members. He reviewed their work program over the past year and answered Councilmembers'
questions.
3. Receive Annual Report from the Colton Hall Museum and Cultural Arts Commission (Library -
701-03)
Action: Received Report
Chair Greenwald presented highlights from the Colton Hall Museum/Cultural Arts Commission
annual report. He noted the passing of one of their commissioners and two ex-officio members.
4. Receive Annual Report from the Historic Preservation Commission (Plans & Public Works -
701-01)
Action: Received Report
Chair Petty presented the Historic Preservation Commission's annual report, highlighting the
number and location of historic reports and permits approved by the Commission this year,
along with the Downtown project planned for next year.

5. Receive Annual Report from the Library Board of Trustees (Library - 701-03)
Action: Received Report
Chair Reneker presented the report, saying that the Library now has the "Library Anywhere"
app that can be used on hand held devices. She reported that the Library Board continues to
struggle with decisions regarding what services they will be able to maintain.
Councilmember Sollecito presented an idea for a program to have docents in period dress
present at each of the City's historic resources in order to better display those assets. City
Manager Meurer said that this could be a consideration when the Council reviews their priorities
at an upcoming meeting.
6. Receive Annual Report from the Neighborhood Improvement Program (NIP) Committee (Plans
& Public Works - 701-01)
Action: Received Report
Spokesperson Heuer presented the report, saying that last year was a record year for NIP, with
$2.8 million in projects, and noting that next year is projected to be even better.
7. Receive Annual Report from the Parks and Recreation Commission (Recreation & Community
Services - 701-03)
Action: Received Report
Chair Marotta presented a list of accomplishments this year, including a celebration of the 20th
Anniversary of the Monterey Sports Center.
8. Receive Annual Report from the Planning Commission (Plans & Public Works - 201-01)
Action: Received Report
Chair Garden thanked the Council for supporting the Planning Commission's decisions and
noted the amount of work that the Commission and staff are accomplishing on various specific
and master plans. He reviewed some of the work that is still to be done on those plans in the
upcoming year and noted that the Planning staff is at its lowest number in several years.
ADJOURNMENT
Having no further business to come before the City Council, Mayor Della Sala wished everyone
a happy holiday, invited all to a reception at the Conference Center, and adjourned the meeting
at 5:21 p.m.

CALL TO ORDER
PUBLIC COMMENTS
PUBLIC COMMENTS allows you, the public, to speak for a maximum of three minutes on any
subject which is within the jurisdiction of the Monterey City Council and which is not on the
agenda. Any person or group desiring to bring an item to the attention of the City Council may do
so by addressing the Council during Public Comments or by addressing a letter of explanation to:
City Clerk, City Hall, Monterey, CA 93940. The appropriate staff person will contact the sender
concerning the details. NOTE: Public Comments are taken during the afternoon session and
continued at the evening session. Individuals may choose to speak once for up to three minutes at
either session, but not both.
STUDY SESSION
STUDY SESSION items are used to provide information to the City Council and answer their
questions to clarify issues. Study Sessions provide a setting for informal discussions between
staff, consultants, board, commission,committee members and the City Council regarding specific
programs, projects or policies. Council does not take formal action on the items.

ADJOURNMENT
Members of the public have the right to address the City Council on any item on the Agenda, before or
during its consideration [G.C. §54954.3(a)]. The Mayor will formally open the floor for public comment on
items such as "Public Appearance" and "Public Hearings." If you wish to speak to items in any other
categories, for example "Consent Agenda," please advise the City Clerk or the Mayor prior to the
Council's action on that item, and you will be recognized. Notification as much in advance as possible is
appreciated.
The City Council meeting packet may be reviewed by the public in the Library or the City Clerk's Office.
Any writings or documents pertaining to an open session item provided to a majority of the City Council
less than 72 hours prior to the meeting, shall be made available for public inspection at the front counter
at the City Clerk's Office, Room 6 at City Hall, Madison & Pacific Streets, Monterey, California 93940
during normal business hours
Information distributed to the Council at the Council meeting becomes part of the public record. A copy of
written material, pictures, etc. should be provided for this purpose.
City Council Meetings are cable cast live and videotaped for replay on Monterey's Government Access
Channel 25 by Access Monterey Peninsula (AMP).
